According to subitem 55.1 of Item 7 of the Regulations on the Ministry of Defence of the Russian Federation approved by the Presidential decree of the Russian Federation of August 16, 2004 No. 1082 "Questions of the Ministry of Defence of the Russian Federation" (The Russian Federation Code, 2004, No. 34, Art. 3538; 2017, to No. 48, of the Art. 7193), I order:

1. Approve Mandatory requirements in the field of technical regulation to the defense products (works, services) which are lifting constructions and the equipment working under pressure as a part of arms and the military equipment delivered for the Armed Forces of the Russian Federation according to the state defense order, design processes (including researches), productions, constructions, motazha, adjustments, operation, storage of the specified products (appendix to this order) (further - Mandatory requirements).

2. To Deputy Ministers of Defence of the Russian Federation, commanders-in-chief of types of the Armed Forces of the Russian Federation, top military commanders of military districts, the Northern Fleet and types of military forces of the Armed Forces of the Russian Federation, regarding concerning to provide to heads of the central bodies of military management reduction of legal acts of the Ministry of Defence of the Russian Federation in compliance with Mandatory requirements.

3. To impose control over the implementation of this order on the chief of Head department of control and supervising activities of the Ministry of Defence of the Russian Federation - the Assistant Secretary of defense of the Russian Federation.

I. General provisions

1. These Mandatory requirements in the field of technical regulation to the defense products (works, services) which are lifting constructions and the equipment working under pressure as a part of arms and the military equipment delivered for the Armed Forces of the Russian Federation <*> according to the state defense order, design processes (including researches), productions, constructions, installation, adjustment, operation, establish storages of the specified products (further - Mandatory requirements):

mandatory requirements to construction, installation, adjustment, operation and storage of lifting constructions as a part of VVT;

mandatory requirements to construction, installation, adjustment, operation and storage of the equipment working under pressure as a part of VVT;

requirements to welding works in production process, operation and storages of objects of Gostekhnadzor;

determination of technical condition of objects of Gostekhnadzor in the course of their operation and storage.

2. These Mandatory requirements extend to objects of Gostekhnadzor as a part of VVT which list is given in appendix No. 1 to these Mandatory requirements.

3. Design processes (including researches), productions, constructions, installation, adjustment, operation, include storages of objects of Gostekhnadzor as a part of VVT:

a) designing (including researches), production, construction, installation, adjustment of objects of Gostekhnadzor or VVT which part objects of Gostekhnadzor are;

b) research and development works (ROC) with the under construction and made objects of Gostekhnadzor and VVT which part objects of Gostekhnadzor are;

c) development of operational and repair documentation on objects of Gostekhnadzor;

d) production (preliminary), acceptance (state), periodic, standard and qualification tests of objects of Gostekhnadzor (in all testing, except for demand and acceptance, representatives of Management of Gostekhnadzor take part);

e) all types of repair of objects of Gostekhnadzor or VVT which part objects of Gostekhnadzor are;

e) examination of objects of Gostekhnadzor;

g) acceptance of objects of Gostekhnadzor;

h) preparation and certification of the military personnel and workers operating objects of Gostekhnadzor (further - service personnel);

i) development of the regulating documents containing requirements to objects of Gostekhnadzor;

j) safety in case of operation of objects of Gostekhnadzor;

k) the prevention of accidents and incidents in case of operation of objects of Gostekhnadzor.

4. Objects of Gostekhnadzor (work, service), VVT incorporating objects of Gostekhnadzor are subject to obligatory confirmation of conformity to these Mandatory requirements (further - confirmation of conformity).

5. Confirmation of conformity is made before transfer of object of Gostekhnadzor to the Ministry of Defence which is the state customer of the state defense order (further - the state customer).

6. The applicant (the organization performing design processes (including researches), productions, constructions, installation, adjustment, operation, storage, being developer <*>, the manufacturer, the seller or performing functions of the foreign manufacturer based on the contract with it regarding ensuring compliance of delivered goods to these Mandatory requirements and regarding responsibility for discrepancy of delivered goods to these Mandatory requirements (person performing functions of the foreign manufacturer) (further - the applicant), adopts the declaration of conformity of military products to mandatory requirements of the state customer (further - the declaration of conformity) based on own evidentiary materials.

7. As evidentiary materials technical documentation, results of researches (testing, measurements) and (or) other documents which formed the basis for the declaration of conformity <*> are used.

Shall contain in technical documentation:

key parameters and characteristics of object of Gostekhnadzor, and also its description for the purpose of assessment of conformity to these Mandatory requirements;

the description of measures for safety of object of Gostekhnadzor on all design processes (including researches), productions, constructions, installation, adjustment, operation, storage;

the list of documents on standardization <**>;

design, technological and operational documentation, and also schemes of components, nodes, chains, descriptions, explanations, results of the executed project calculations, the carried-out control, the documents which served as confirmation of conformity of objects of Gostekhnadzor to these Mandatory requirements.

8. The declaration of conformity and evidentiary materials go for registration to Management of Gostekhnadzor which within 20 working days performs the specified materials on reliability of result of the assessment of conformity which is carried out by the applicant.

9. The declaration of conformity and evidentiary materials shall be stored at the applicant during all lifecycle of object of Gostekhnadzor.

II. Mandatory requirements to design processes (including researches) and productions of objects of Gostekhnadzor as a part of arms and military equipment

10. Reference of machines, processing equipment, systems of machines and (or) the equipment, aggregates, equipments, mechanisms which are lifting constructions and the equipment working under pressure, VVT applied in case of operation (further - technical devices), to the objects of Gostekhnadzor delivered according to the public contract in course of execution of the state defense order (further - the public contract), shall be determined by their developer in coordination with Management of Gostekhnadzor at research stage in case of development of the tactical specification (specification) on ROC by creation of prototype (product) of VVT and be specified at stage of development of design documentation.

The tactical specification (specification) on ROC shall be approved with Management of Gostekhnadzor.

About belonging of technical devices to objects of Gostekhnadzor the developer shall specify in the operation manual (further - RE) (maintenance instructions) or in the maintenance manual and the passport (form).

11. The body of military management authorized on the solution of tasks on providing Armed Forces with defense products (works, services) in the fixed nomenclature (activities) for the benefit of which development of this sample (product) of VVT is conducted (further - the ordering body) by preparation of the draft of the public contract about purchase of goods, works, services concerning objects of Gostekhnadzor, shall include in the draft of the public contract of condition about their compliance to these Mandatory requirements.

12. The ordering body shall approve the draft of the public contract about purchase of goods, works, services concerning objects of Gostekhnadzor with Management of Gostekhnadzor.

13. The head contractor (contractor) of the state defense order (further - the head contractor (contractor) after the conclusion of the public contract shall approve with Management of Gostekhnadzor:

a) lists of objects of Gostekhnadzor from structure of the developed sample (complex) of VVT. In the list it is necessary to specify:

names and indexes of aggregates (systems) which are objects of Gostekhnadzor;

names, drawing numbers (number of assembly units) of separate components of aggregates (systems) which are objects of Gostekhnadzor;

technical parameters of work (working pressure, temperature, load-carrying capacity), the size of test loadings in case of engineering certification of objects of Gostekhnadzor, types and terms of its carrying out;

b) the Section "Engineering Certification <*>" of RE (maintenance instruction) of objects of Gostekhnadzor or VVT which part objects of Gostekhnadzor are. Development of the instruction for engineering certification of object of Gostekhnadzor as the independent document included in the sheet of operational documents is allowed. The data which are subject to inclusion in the Section "Engineering certification" are given in appendix No. 2 to these Mandatory requirements;

<*> Hereinafter in the text of these Mandatory requirements if it is not stipulated especially, the complex of the administrative and technical measures directed to confirmation of working capacity and technical safety of object of Gostekhnadzor in operation will hereinafter be referred to as for brevity as engineering certification.

c) the specifications (S) on production or upgrade of objects of Gostekhnadzor or VVT which part objects of Gostekhnadzor are. Acceptance procedures and control methods on the basis of which testing of object of Gostekhnadzor, service life are carried out are provided to THAT. At the same time the general view of object of Gostekhnadzor, calculation on durability and sample of the completed passport (form) are represented.

In the passport (form) of object of Gostekhnadzor shall be specified:

belonging of the technical device to objects of Gostekhnadzor or is given the list of the components which are objects of Gostekhnadzor;

technical characteristics of objects of Gostekhnadzor and size of test loadings;

frequency and date of survey of objects of Gostekhnadzor;

reference like object of Gostekhnadzor to category registered in territorial departments.

The passport (form) shall join Sections:

the conclusions about recognition of object of Gostekhnadzor suitable for work within the permitted technical parameters;

about appointment of person responsible for operation of object of Gostekhnadzor;

about the appointed resource indicators (service life) of object of Gostekhnadzor;

about registration of object of Gostekhnadzor;

about results of engineering certification of object of Gostekhnadzor;

about repair of metalwork and replacement of mechanisms, ropes, load gripping body (the documents confirming quality of again established elements, metalwork, quality of the materials applied in case of repair, and also welding types);

d) TU on installation of components and adjustment, accomplishment of other works on objects of Gostekhnadzor of owners in the course of which transactions on installation, replacement or repair using welding of settlement (power) elements of metalwork are provided;

e) programs and techniques of testing of pilot and serial objects of Gostekhnadzor or VVT which part objects of Gostekhnadzor are;

e) the instruction for installation of components and adjustment of collected object of Gostekhnadzor directly in the territory of the owner of object of Gostekhnadzor;

g) TU on repair, management on capital repairs of objects of Gostekhnadzor or VVT which part objects of Gostekhnadzor are;

h) techniques (program) of examination for the benefit of prolongation of service life (resource) of object of Gostekhnadzor;

i) the national (state) standards and regulating documents containing safety requirements of objects of Gostekhnadzor;

j) departures from requirements of design documentation and normative and technical documents at all stages of lifecycle of objects of Gostekhnadzor.

14. The data confirming quality of object of Gostekhnadzor of the works performed on it results of engineering certifications (examinations) shall be entered in the passport (form) of object of Gostekhnadzor or be applied to it.

15. In case of loss or spoil of the passport (form) of object of Gostekhnadzor operation of object of Gostekhnadzor is not allowed, the owner shall take measures to its recovery.

Recovery of the passport (form) of object of Gostekhnadzor shall be made by the head contractor (contractor) of object of Gostekhnadzor or the specialized organization <*>.

<*> Hereinafter in the text of these Mandatory requirements if it is not stipulated especially, for brevity legal entities (including head contractors (contractors) performing activities for installation (dismantle), adjustment, repair, examination of technical safety, reconstruction or upgrade of objects of Gostekhnadzor and execution of documentation in the course of their operation will hereinafter be referred to as as the specialized organizations.

16. Operational documentation of the objects of Gostekhnadzor and their components acquired abroad shall be executed in Russian, conform to requirements of national (state) standards and these Mandatory requirements.

Requirements to objects of Gostekhnadzor

17. In case of development and production of objects of Gostekhnadzor shall be provided:

safety of service personnel when carrying out adjustment and maintenance of object of Gostekhnadzor;

informing the owner of object of Gostekhnadzor on measures of protection, instructions about need of special training, determination of need for technical measures of protection;

accounting of admissible risk in case of operation of objects of Gostekhnadzor (value of risk from application of object of Gostekhnadzor is determined proceeding from technical and economic capabilities of the head contractor (contractor) which shall ensure safety at all stages of lifecycle of object of Gostekhnadzor);

the restrictions imposed on actions of the operator of calculation when using weapon and individual protection equipment;

completion according to RE (maintenance instruction) devices and the tool for implementation of safe adjustments, maintenance and application to destination;

lack of safety hazard of life and to health of service personnel from the raw materials, materials and substances used in case of production and operation of objects of Gostekhnadzor. In case of use of liquids and gases the dangers connected with their use shall be excluded;

additional lighting for safe operation. The internal parts and areas of objects of Gostekhnadzor requiring frequent survey, setup and maintenance shall have the lighting ensuring safety;

special places for safe placement of the tools, details and nodes necessary in case of operation;

safety of operation of management system objects of Gostekhnadzor on all provided operating modes and in case of all external impacts provided by service conditions. Management systems shall exclude creation of dangerous situations in case of possible mistakes because of violation by service personnel of managing actions. During the long continuous work of the manned objects of Gostekhnadzor which are under pressure, automatic control of the key operational parameters of these objects shall have higher priority in comparison with manual control;

means of automatic control of operating modes or means of automatic stop (depending on complexity of management and control of operating mode) if violation of operating mode can be the reason of impact on service personnel of dangerous and harmful factors (further - dangerous situation);

the means of the precautionary alarm system and other means warning about violations of functioning of the objects of Gostekhnadzor leading to emergence of dangerous situations which shall be informative;

constructive possibility of reserve management of life support systems of the manned objects of Gostekhnadzor which are under pressure.

18. If the potential source of damnification of life can result from operation of object of Gostekhnadzor and to health of service personnel, property, the environment (further - danger), the design of object of Gostekhnadzor shall interfere with such operation. If it is impossible, in RE (maintenance instruction) the attention of service personnel to possibility of such situations shall be drawn.

19. Command control units objects of Gostekhnadzor (further - governing bodies) shall be:

available and distinguishable, are designated by texts, symbols or other methods of designation;

are designed and placed so that their involuntary movement was excluded and the reliable and unambiguous manipulation was provided with them;

the sequences and frequencies of use, and also the importance of functions are placed taking into account required efforts for movement;

are executed so that their form and the sizes corresponded to method of capture or pressing;

are located out of space in which the service personnel is influenced by the dangers proceeding from object of Gostekhnadzor (further - the danger area), except for governing bodies which functional purpose requires finding of service personnel in the danger area, and at the same time additional measures for safety of service personnel are taken.

20. If on object of Gostekhnadzor management of several different actions by one governing body is provided, the performed operation shall be displayed by control facilities and give in to check.

21. Start-up of objects of Gostekhnadzor, and also repeated start-up after stop (irrespective of the stop reason) shall be performed only by governing body of start-up. If VVT which part objects of Gostekhnadzor are (further - system) has several governing bodies performing start-up of system or its separate parts, and violation of the sequence of their use can lead to creation of dangerous situations, management shall provide the devices excluding violation of the sequence of start-up of system.

22. Each system shall be equipped with governing body by means of which it can be safely stopped. Management of stop of system shall have priority over management of start-up.

After system stop the power source shall be disconnected from drives, except as specified, when shutdown of power sources can lead to emergence of dangerous situation. The system of governing bodies shall be equipped with means of emergency stop (switching off) if their application can reduce or prevent danger.

23. The governing body of emergency stop shall:

be identifiable and available;

stop system quickly, without creating dangerous situation;

be after its reduction in action in the provision corresponding to stop until it is returned by service personnel in starting position;

return to starting position, without leading to start-up of system;

be red color, differ in form and the sizes from other governing bodies.

24. Management of system which several objects of Gostekhnadzor enter shall exclude emergence of danger as a result of their joint functioning, and also in case of refusal any of them.

Management of system shall allow to block start-up of system, and also to perform its stop.

25. The control panel shall provide with system which part objects of Gostekhnadzor are to the operator (calculation) opportunity to control lack of service personnel or other persons in danger areas, or management shall exclude functioning of system and (or) objects of Gostekhnadzor when finding service personnel or other persons in the danger area.

The warning signal which duration allows service personnel, to the other persons who are in the danger area to leave it or to prevent start-up of system shall precede each start-up.

The control panel system which part objects of Gostekhnadzor are shall be equipped with means of display of information on violations of functioning of any part of system, and also means of emergency stop (switching off) of system and (or) its separate parts.

The control panel the manned objects of Gostekhnadzor which are under pressure shall be equipped with monitors behind parameters of life support of the habitat in these objects.

26. In the presence of the switch of the modes of operation in management of objects of Gostekhnadzor each its provision shall correspond only to one mode of operation and is reliable to be fixed.

27. The chosen control mode shall have priority concerning all other control modes, except for emergency stop.

28. The complete or partial cessation of power supply of object of Gostekhnadzor and subsequent its recovery, and also damage of chain of management of power supply shall exclude emergence of dangerous situations, including:

spontaneous start-up of system in case of power supply recovery;

failure to carry out of already issued command for stop;

fall and ejection of mobile parts of objects of Gostekhnadzor and the objects fixed on them, procurements, the tool;

decrease in efficiency of protection devices and life support systems for the manned objects of Gostekhnadzor working under pressure.

29. Violation (defect or damage) to the scheme of management of objects of Gostekhnadzor shall exclude emergence of dangerous situations, including:

spontaneous start-up of system in case of power supply recovery;

failure to carry out of already issued command for stop;

fall and ejection of mobile parts of objects of Gostekhnadzor and the objects fixed on them, procurements, the tool;

decrease in efficiency of protection devices.

30. Objects of Gostekhnadzor shall be steady in the provided operating conditions, provide use without danger of their capsizing, fall or unexpected movement.

In RE (maintenance instruction) application of the corresponding fixtures shall be specified.

31. Details of objects of Gostekhnadzor and their connection shall maintain efforts and tension to which they are exposed in case of operation.

Durability of the applied materials shall correspond to the provided operation, consider emergence of the danger connected with the phenomena of fatigue, aging, corrosion and depreciation.

32. In RE (maintenance instruction) of objects of Gostekhnadzor the type and frequency of control and maintenance required for safety and also the parts subject to depreciation, and criteria of their replacement shall be specified.

33. If there is danger of destruction of power elements of objects of Gostekhnadzor, protective barriers shall be established so that in case of destruction of power elements fragments could not scatter for barriers.

34. The pipelines which are logging in shall maintain the provided loadings, to be reliably fixed and protected from external mechanical impacts.

Protection of service personnel against dangerous effects (streams of high pressure) in case of destruction or sudden movement of pipelines shall be provided.

35. Available parts of objects of Gostekhnadzor shall not have the cutting edges, the acute angles and rough surfaces capable to put injury.

36. On the objects of Gostekhnadzor intended for work in case of the different modes and speeds the choice and setup of these modes shall be provided.

37. Moving parts of objects of Gostekhnadzor shall be placed so that there was no possibility of getting injured by service personnel. When preserving danger the warning signs and (or) texts, safety and (or) protection devices shall be applied.

38. Accidental blocking of moving parts of objects of Gostekhnadzor shall be prevented by use of constructive mechanisms (devices), and also availability of special tools for their safe unblocking.

The procedure and methods of unblocking shall be specified in RE (maintenance instruction), and the corresponding designations are applied on object of Gostekhnadzor.

39. The protection and safety devices of objects of Gostekhnadzor used for protection against danger shall be chosen proceeding from risk analysis.

40. The following requirements to protection and safety devices are established:

strong steady design;

safety;

arrangement out of the danger area;

possibility of control in danger areas;

possibility of performance of work on adjustment and (or) replacement of the tool, and also on maintenance of objects of Gostekhnadzor;

ensuring withdrawal of working environment after operation of safety devices to the safe place. Dumped toxic, aggressive, vzryvo-and fire-dangerous technological circles, oxidizers shall be taken away in the closed systems for further utilization;

for the manned objects of Gostekhnadzor working under pressure availability of constructive possibility of forced shutdown of the safety device in case of failure of its automatic closing after emergency dumping of pressure shall be provided.

41. When using in objects of Gostekhnadzor of electrical energy danger of defeat of people shall be excluded by electric current.

42. When using in objects of Gostekhnadzor of hydraulic, pneumatic, heat energy the danger connected with these types of energy shall be excluded.

43. In case of operation of objects of Gostekhnadzor measures for elimination of the danger caused by contact or proximity to mobile details of objects of Gostekhnadzor and also with the materials having high or low temperature shall be taken.

Metal surfaces of hand tools, metal handles and latches of machines and (or) the equipment shall become covered with heat-insulating materials.

44. Objects of Gostekhnadzor shall be developed (to be designed) so that there was no fire risk or overheat, caused by directly objects, gases, liquids, dust, vapors or other substances made or used by objects of Gostekhnadzor or in the environment of which objects of Gostekhnadzor are used.

Objects of Gostekhnadzor shall be developed (to be designed) so that there was no risk from the explosion caused directly by these objects, gases, liquids, dust, vapors or other substances made or used by the equipment.

45. In case of development (designing) of objects of Gostekhnadzor measures for protection of service personnel and life support systems of the equipment working under pressure from adverse influence of not ionizing radiation, static electric, permanent magnetic fields, electromagnetic fields of industrial frequency, electromagnetic radiations of the radio-frequency and optical ranges shall be provided.

46. Objects of Gostekhnadzor shall be equipped with the means preventing closing of service personnel in the equipment (if it is not provided by the normal mode of operation) if such means are not provided, - signaling devices of challenge of the help.

47. Parts of objects of Gostekhnadzor near which there can be service personnel shall be developed (to be designed) so that to exclude conditions which can lead to loss of balance and fall on them service personnel.

48. Places of maintenance of objects of Gostekhnadzor shall be located out of danger areas.

49. Maintenance shall be performed during stop of work of objects of Gostekhnadzor. If for technical reasons such conditions cannot be complied, safe maintenance shall be provided in operating time of object of Gostekhnadzor.

50. For ensuring safe operation and maintenance of objects of Gostekhnadzor by developer technological instructions and (or) process charts for maintenance of objects of Gostekhnadzor, the instruction for labor protection which shall be brought by the owner of object of Gostekhnadzor to service personnel shall be constituted and are placed in available places.

51. The developer shall provide:

possibility of installation on systems of the diagnostic equipment for detection of defects;

possibility of bystry and safe removal and replacement of nodes of objects of Gostekhnadzor which require frequent replacement;
