About the technological documents regulating information exchange in case of realization by means of the integrated information system of foreign and mutual trade of general process "Forming, maintaining and use of the unified register of grades of agricultural plants"

According to Item 30 of the Protocol on information and communication technologies and information exchange within the Eurasian Economic Union (appendix № 3 to the Agreement on the Eurasian Economic Union of May 29, 2014) and being guided by the Decision of Board of the Eurasian economic commission of November 6, 2014 № 200, the Board of the Eurasian economic commission decided:

1. Approve enclosed:

Rules of information exchange in case of realization by means of the integrated information system of foreign and mutual trade of general process "Forming, maintaining and use of the unified register of grades of agricultural plants";

Regulations of information exchange between authorized bodies of state members of the Eurasian Economic Union and the Eurasian economic commission in case of realization by means of the integrated information system of foreign and mutual trade of general process "Forming, maintaining and use of the unified register of grades of agricultural plants";

The description of formats and structures of the electronic documents and data used for realization by means of the integrated information system of foreign and mutual trade of general process "Forming, maintaining and use of the unified register of grades of agricultural plants";

Procedure for accession to general process "Forming, maintaining and use of the unified register of grades of agricultural plants".

2. Determine that development of technical schemes of structures of the electronic documents and data provided by the Description approved by this Decision, and ensuring their placement in the register of structures of the electronic documents and data used in case of realization of information exchange in the integrated information system of foreign and mutual trade are performed by department of the Eurasian economic commission which competence includes coordination of works on creation and development of the integrated information system of the Eurasian Economic Union.

3. This Decision becomes effective after 180 calendar days from the date of its official publication, but not earlier than the date of entry into force of the Agreement on the address of seeds of agricultural plants within the Eurasian Economic Union of November 7, 2017.

Rules of information exchange in case of realization by means of the integrated information system of foreign and mutual trade of general process "Forming, maintaining and use of the unified register of grades of agricultural plants"

I. General provisions

1. These rules are developed according to the following international treaties and acts constituting the right of the Eurasian Economic Union (further – the Union):

The agreement on the Eurasian Economic Union of May 29, 2014;

The agreement on the address of seeds of agricultural plants within the Eurasian Economic Union of November 7, 2017;

The decision of the Supreme Eurasian economic council of November 21, 2014 No. 94 "About the actions plan on implementation of the Concept of the approved (coordinated) agro-industrial policy of state members of the Customs union and the Common economic space";

The decision of the Supreme Eurasian economic council of May 29, 2013 No. 35 "About the Concept of the approved (coordinated) agro-industrial policy of state members of the Customs union and the Common economic space";

The decision of Board of the Eurasian economic commission of February 13, 2018 No. 26 "About the Procedure for forming and maintaining the unified register of grades of agricultural plants";

The decision of Board of the Eurasian economic commission of September 28, 2015 № 125 "About approval of the Regulations on exchange of electronic documents in case of cross-border interaction of public authorities of state members of the Eurasian Economic Union among themselves and with the Eurasian economic commission".

The decision of Board of the Euroasian economic commission of November 6, 2014 №200 "About the technological documents regulating information exchange in case of realization by means of the integrated information system of foreign and mutual trade of general processes";

II. Scope

2. These rules "Forming, maintaining and use of the unified register of grades of agricultural plants" (further – general process), including the description of the procedures performed within this general process are developed for the purpose of determination of procedure and conditions of information exchange between participants of general process.

3. These rules are applied by participants of general process in case of control of procedure for performing procedures and transactions within general process, and also during the designing, development and completion of components of the information systems providing realization of general process.

III. Basic concepts

4. For the purposes of these rules concepts which mean the following are used:

"the unified register of grades" – the general information resource containing data on grades of the agricultural plants included in national registers;

"admission zone" – part of the territory of state member of the Union on which the grade is allowed it (is permitted, recommended) for use and which is specified in the national register;

"the national register" – the register of the grades of the agricultural plants allowed (permitted, recommended) to use in the territory of state member of the Union, created according to the legislation of this state;

"light zone" – the part of the territory of state member of the Union which is characterized by certain size of inflow of natural fotosinteticheska of active radiation and specified in the national register;

"authorized body" – the executive body or the organization of state member of the Union given authority on forming and maintaining the national register.

Other concepts used in these rules are applied in the values determined by the Agreement on the address of seeds of agricultural plants within the Eurasian Economic Union of November 7, 2017.

The concepts "group of procedures of general process", "information object of general process", "contractor", "transaction of general process", "procedure of general process" and "participant of general process" used in these rules are applied in the values determined by the Analysis technique, optimizations, the harmonization and the description of general processes within the Eurasian Economic Union approved by the Decision of Board of the Eurasian economic commission of June 9, 2015 № 63.

IV. Main data on general process

5. Full name of general process: "Forming, maintaining and use of the unified register of grades of agricultural plants".

1. Purpose and tasks of general process

7. The purpose of realization of general process is market development of seeds of agricultural plants of the Union for the account of increase in knowledge of producers of agricultural products, state bodies of state members of the Union (further – state members), and also other interested persons about the grades allowed (permitted, recommended) to use in the territories of state members in the corresponding zones of the admission.

8. For goal achievement of general process it is necessary to solve the following problems:

a) determine procedure for representation of state members by authorized bodies in the Eurasian economic commission (further – the Commission) information on changes in national registers;

b) provide forming and maintaining the Unified register of grades containing data on the grades of the agricultural plants allowed (permitted, recommended) to use in the territories of state members based on information obtained from authorized bodies;

c) provide development, updating and use of general qualifiers and reference books when forming and maintaining the Unified register of grades;

d) provide to authorized bodies state members information from the Unified register of grades;

e) provide access for interested persons to the Unified register of grades by means of information portal of the Union.

2. Participants of general process

9. The list of participants of general process is provided in table 1.

3. Structure of general process

10. General process represents set of the procedures grouped according to the destination:

a) procedures of forming and maintaining the Unified register of grades;

b) procedures of receipt of data from the Unified register of grades.

11. In case of performing procedures of general process forming and maintaining the Unified register of grades based on data from the national registers received from authorized bodies of state members and also receipt of data on the grades included in the Unified register of grades, authorized bodies of state members are performed.

The data on the grade having the same name, relating to the same type of agricultural plant, which arrived from national registers of two and more state members are published on information portal of the Union in the form of one record with one name of grade in which the data which arrived from each of state members are specified.

Submission of the specified data is performed according to Regulations of information exchange between authorized bodies of state members of the Eurasian Economic Union and the Eurasian economic commission in case of realization by means of the integrated information system of foreign and mutual trade of general process "Forming, maintaining and use of the unified register of grades of agricultural plants", the approved Decision of Board of the Commission of May 22, 2018 г.№85 (dalee-Reglament information exchange).

The format and structure of the represented data shall match the Description of formats and structures of the electronic documents and data used for realization by means of the integrated information system of foreign and mutual trade of general process "Forming, maintaining and use of the unified register of grades of agricultural plants", to No. 85 approved by the Decision of Board of the Commission of May 22, 2018 (further – the Description of formats and structures of electronic documents and data).

Information exchange between authorized body of state member and the Commission is performed with use of the integrated information system of the Union (further – the integrated system). Access for interested persons to the data containing in the Unified register of grades is performed through information portal of the Union.

12. The provided description of structure of general process is provided in the figure 1.

13. The procedure for performing procedures of general process, grouped according to the destination, including the disaggregated activity description, is given in the Section VIII of these rules.

14. For each group of procedures the general scheme showing bonds between procedures of general process and procedure for their accomplishment is provided. The general scheme of procedures is constructed with use of the graphical notation of UML (unified modeling language – Unified Modeling Language) and supplied with the text description.

4. Group of procedures of forming and maintaining the Unified register of grades

15. Performing procedures of forming and maintaining the Unified register of grades begins with the direction moment authorized body of state member of data for inclusion in the Unified register of grades, for introduction in it of changes or for exception of data of the Unified register of grades.

The authorized body of state member provides uniqueness of registration number of grade in the national register.

In case of inclusion of new data in the Unified register of grades, the "Inclusion of Data in the Unified Register of Grades" procedure is performed (P.AS.01.PRC.001).

In case of modification of the data containing in the Unified register of grades the "Change of the Data Containing in the Unified Register of Grades" procedure is performed (P.AS.01.PRC.002).

In case of exception of the data containing in the Unified register of grades the "Exception of Data of the Unified Register of Grades" procedure is performed (P.AS.01.PRC.003).

16. The provided description of group of procedures of forming and maintaining the Unified register of grades is provided in the figure 2.

5. Group of procedures of receipt of data of the Unified register of grades

18. Procedures of receipt of data from the Unified register of grades are performed in case of receipt of the corresponding requests from information systems of authorized bodies of state members.

Within performing procedures of receipt of data from the Unified register of grades the following types of requests are processed:

the request of data on date and time of updating of the Unified register of grades which is carried out for the purpose of assessment of need of obtaining by authorized body of state member of the changed data from the Unified register of grades;

the request of data from the Unified register of grades which is carried out for the purpose of assessment of need of receipt of state member of data by authorized body from the Unified register of the grades urgent for certain date. Data from the Unified register of grades are requested as of the date specified in request;

request of the changed data from the Unified register of grades;

the request of data on the number of records of the Unified register of grades which is carried out for the purpose of obtaining by authorized body of state member of data on the number of records of the Unified register of grades.

Within request of the changed data from the Unified register of grades can be requested:

data, addition or change of which in the Unified register of grades occurred, since the date and time specified in request until accomplishment of request;

data, addition or change of which in the Unified register of grades occurred during the period of time specified in request;

the data containing in the Unified register of grades, in full (taking into account historical data).

The request of data from the Unified register of grades is in full used in case of initial loading of data in information system of authorized body of state member, for example, in case of initialization of general process, connection of new state member, recovery of information after failure. In this case date and time of updating of data in the national register, and also change period of data in request are not specified.

When implementing request one of the following procedures is carried out:

"Receipt of data on date and time of updating of the Unified register of grades" (P.AS.01.PRC.004);

"Receipt of data from the Unified register of grades" (P.AS.01.PRC.005);

"Receipt of the changed data from the Unified register of grades" (P.AS.01.PRC.006);

"Receipt of data on the number of records of the Unified register of grades" (P.AS.01.PRC.007).

The specified procedures can consistently be performed (the "Receipt of Data on Date and Time of Updating of the Unified Register of Grades" procedure (P.AS.01.PRC.004), then the "Receipt of the Changed Data from the Unified Register of Grades" procedure (P.AS.01.PRC.006), or each procedure can separately be performed from others, depending on the purposes of implementation of request.

VI. Responsibility of participants of general process

22. Attraction to disciplinary responsibility for non-compliance with the requirements aimed at providing timeliness and completeness of transfer of the data participating in information exchange of officials and staff of the Commission is performed according to the Agreement on the Eurasian Economic Union of May 29, 2014, other international treaties and acts constituting the right of the Union, and officials and the staff of authorized bodies of state members – according to the legislation of state members.

VIII. Procedures of general process

1. Procedures of forming and maintaining the Unified register of grades

"Inclusion of Data in the Unified Register of Grades" procedure (P.AS.01.PRC.001)

24. The scheme of accomplishment of the "Inclusion of Data in the Unified Register of Grades" procedure (P.AS.01.PRC.001) is provided in the figure 4.

25. The "Inclusion of Data in the Unified Register of Grades" procedure (P.AS.01.PRC.001) is carried out by authorized body of state member in case of inclusion of data on new grade in the national register.

26. The first carries out transaction "Submission of data for inclusion in the Unified register of grades" (P.AS.01.OPR.001) by results of which accomplishment the authorized body of state member creates and sends to the Commission of the data, included in the national register, for their inclusion in the Unified register of grades.

27. In case of receipt in the Commission of the data included in the national register transaction "Acceptance and processing of data for inclusion in the Unified register of grades" is carried out (P.AS.01.OPR.002) by results of which accomplishment the Commission receives the specified data, carries out their processing and sends the notification on results of processing of data to the authorized body of state member which provided data.

28. In case of receipt in authorized body of state member of the notification on results of processing of data transaction "Receipt of the notification on results of inclusion of data in the Unified register of grades" is carried out (P.AS.01.OPR.003) by results of which accomplishment the authorized body of state member which directed data performs processing of the received notification on results of processing of data.

29. In case of transaction accomplishment "Acceptance and processing of data for inclusion in the Unified register of grades" (P.AS.01.OPR.002) is carried out transaction "Publication of the data included in the Unified register of grades" (P.AS.01.OPR.004) by results of which accomplishment the Commission provides publication of the data included in the Unified register of grades on information portal of the Union.

30. Result of accomplishment of the "Inclusion of Data in the Unified Register of Grades" procedure (P.AS.01.PRC.001) is inclusion of data on grades in the Unified register of grades and publication of the specified data on information portal of the Union.

31. The list of the transactions of general process which are carried out within the "Inclusion of Data in the Unified Register of Grades" procedure (P.AS.01.PRC.001), is given in table 6.
