About approval of the State program of increase in traffic safety in Ukraine for the period till 2020

List of amending documents

The Cabinet of Ministers of Ukraine decides:

1. Approve the State program of increase in level of traffic safety in Ukraine for the period till 2020 (further - the Program) which is applied.

2. Bring in the Regulations on the State agency of infrastructure projects of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of September 22, 2016 No. 714 "Some questions of implementation of infrastructure projects" (The Official Bulletin of Ukraine, 2016, No. 83, the Art. 2729), changes which are applied.

3. To the ministry of infrastructure, the Ministry of Internal Affairs, the Ministry of Health, the Ministry of Education and Science, National police, Public service of emergency situations, the State agency of infrastructure projects, the State agency of highways, Public service of safety on transport together with the Ministry of Finance to provide according to the Budget code of Ukraine during creation of the draft of the Government budget of Ukraine for the corresponding year of means, necessary for accomplishment of tasks and actions of the Program.

4. To regional public administrations to form coordination councils and to approve regional programs of increase in level of traffic safety in Ukraine for the period till 2020.

5. To the ministries, other central executive bodies determined by contractors of the Program and also regional public administrations to give quarterly to the 10th following the accounting period, to the State agency of infrastructure projects information on condition of accomplishment of the Program for its generalization and representation annually till March 1 to the Cabinet of Ministers of Ukraine and the Ministry of Economic Development and Trade.

The state program of increase in level of traffic safety in Ukraine for the period till 2020

Program purpose

The purpose of the Program is decrease in Ukraine in the level of accident rate and weight of effects of the road accidents, first of all social and economic, according to the purposes determined by the Strategy of increase in level of traffic safety in Ukraine for the period till 2020 approved by the order of the Cabinet of Ministers of Ukraine of June 14, 2017 No. 481 (The Official Bulletin of Ukraine, 2017, No. 59, the Art. 1808), and the United Nations General Assembly within Decade of actions on traffic safety of 2011-2020, in particular on decrease by 30 percent of the mortality rate as a result of the road accidents, and also creation of safe and comfortable traffic conditions of vehicles, pedestrians and other participants of traffic on street road net.

Ways and methods of the problem resolution

The problem of increase in level of traffic safety is supposed to be solved in the way:

enhancement of public administration in the field of traffic safety;

enhancement of accounting and carrying out data analysis about the road accidents;

increases in level of safety of roads and road infrastructure;

increases in level of safety of vehicles;

improvements of medical support in the field of traffic safety and training of drivers;

increases in level of safety of transportation of passengers and loads by commercial road transport;

improvements of safe behavior of participants of traffic;

enhancement of implementation of response measures and management of effects of the road accidents;

ensuring compliance with traffic regulations.

Forecast amounts and sources of financing of the Program are specified in appendix 1.

Tasks and actions

Tasks and actions for accomplishment of the Program are given in appendix 2.

The expected results

Accomplishment of the Program will provide:

increase in level of traffic safety, decrease in negative effects (social and economic losses and losses) from accident rate on roads of the country;

increase in efficiency of the state safety management system of traffic;

effective use of personnel potential and the available technical and financial resources on implementation of actions in the field of traffic safety;

improvement of operational indicators of highways in parameters of safety and their compliance to high international and European standards of safety;

improvement of traffic conditions of vehicles and other participants of traffic on street road net;

reduction of number of places of concentration of the road accidents and sections of roads, dangerous to movement;

increase in system effectiveness of training of transport drivers and other participants of traffic;

observance of traffic regulations by his participants, their legal consciousness and responsibility;

safety of operation of vehicles and reduction of their negative impact by the environment, first of all in settlements;

improvement of work of rescue and health services in case of approach of the road accidents;

proper level of assistance to victims in the road accidents.

Accomplishment of the tasks and actions provided by the Program and the goal achievements determined by the Strategy of increase in level of traffic safety in Ukraine for the period till 2020 in full will allow to bring closer national indicators of traffic safety to the average European level, in particular rather social risk (reduction of number of the dead as a result of road transport incidents on 100 thousand population from 8 people in 2016 to 4 people in 2020) and transport risk (reduction of number of the dead as a result of the road accidents on 100 thousand vehicles with 22,1 of the person in 2016 to 17,7 of the person in 2020).

The expected results of accomplishment of the Program are given in appendix 3.

Amounts and sources of financing

Financing of the Program is performed at the expense of the means of the state road fund provided in the Government budget of Ukraine for the corresponding year for the central executive bodies responsible for its accomplishment, and also other sources which are not prohibited by the legislation.

According to the Budget code of Ukraine and the Law of Ukraine of November 17, 2016 No. 1762-VIII "About introduction of amendments to the Law of Ukraine "About sources of financing of road economy of Ukraine" concerning enhancement of funding mechanism for road industry" determines sources and the directions of means of the state road fund from which 5 percent are aimed at financial provision of actions for safety of traffic according to state programs which approximate sizes are expected at the level:

in 2018 - 2022891, 9 thousand hryvnias;

in 2019 - 2096607, 5 thousand hryvnias;

in 2020 - 3167349, 7 thousand hryvnias.

The amount of financing of the Program is specified annually in case of creation of the draft of the Government budget of Ukraine for the corresponding year.

The program is developed according to item 4 of part three of Article 24-2 of the Budget code of Ukraine, item 4 of part four of article 3 of the Law of Ukraine "About sources of financing of road economy of Ukraine" taking into account article 4 of the Law of Ukraine "About traffic" and on the basis of the Strategy of increase in level of traffic safety in Ukraine for the period till 2020 approved by the order of the Cabinet of Ministers of Ukraine of June 14, 2017 No. 481 (The Official Bulletin of Ukraine, 2017, No. 59, the Art. 1808).

2. The program is approved by the resolution of the Cabinet of Ministers of Ukraine of April 25, 2018 No. 435.
