About Management of the President of the Russian Federation on frontier cooperation

For the purpose of enhancement of activities of Administration of the President of the Russian Federation I decide:

1. Transform Management of the President of the Russian Federation on social and economic cooperation with the State Parties of the Commonwealth of Independent States, the Republic of Abkhazia and the Republic South Ossetia to Management of the President of the Russian Federation on frontier cooperation.

2. Approve the enclosed Regulations on Management of the President of the Russian Federation on frontier cooperation.

3. To the head of Administration of the President of the Russian Federation to approve structure and the staff list of Management of the President of the Russian Federation on frontier cooperation in a month.

4. Ceased to be valid according to the Presidential decree of the Russian Federation of 12.06.2024 No. 482

Regulations on Management of the President of the Russian Federation on frontier cooperation

1. Management of the President of the Russian Federation on frontier cooperation (further - Management) is independent division of Administration of the President of the Russian Federation.

2. Management in the activities is guided by the Constitution of the Russian Federation, the Federal Laws, decrees and orders of the President of the Russian Federation, Regulations on Administration of the President of the Russian Federation, administrative decrees of the President of the Russian Federation, and also this Provision.

3. The regulations on Management affirm the President of the Russian Federation on representation of the Head of Administration of the President of the Russian Federation.

4. The main objectives of Management are:

a) ensuring activities of the President of the Russian Federation concerning frontier cooperation on the European direction;

b) coordination of activities of federal executive bodies, executive bodies of subjects of the Russian Federation, local government bodies, public associations and organizations for the questions relating to conducting Management;

c) information and analytical ensuring activities of the President of the Russian Federation and the Head of Administration of the President of the Russian Federation on the questions relating to conducting Management.

5. The main management functions are:

a) implementation within the competence of monitoring of efficiency of holding actions for frontier cooperation on the European direction;

b) collection, generalization and the analysis of the social and economic and political information necessary for development and projects implementation and programs in the field of frontier cooperation on the European direction;

c) development in interaction with federal bodies of the government, public authorities of subjects of the Russian Federation, local government bodies, public associations and the organizations of social and humanitarian programs and financial and infrastructure projects, and also consideration within the competence of the initiatives concerning frontier cooperation;

d) participation in preparation of the offers concerning enhancement of sales activity of projects and programs of assistance to the international development in economic, political and humanitarian spheres;

e) participation in limits of the competence of development of national projects and presidential programs;

e) carrying out, including according to orders of the President of the Russian Federation and the Head of Administration of the President of the Russian Federation, examination of drafts of the Federal Laws, drafts of interstate and intergovernmental agreements of the Russian Federation, drafts of decrees and orders of the President of the Russian Federation on the questions relating to conducting Management;

g) collection, the analysis and preparation with participation of other independent divisions of Administration of the President of the Russian Federation of materials for annual president's letters of the Russian Federation to Federal Assembly of the Russian Federation and for other program documents and speeches of the President of the Russian Federation;

h) participation in limits of the competence of the organization held by the President of the Russian Federation of meetings and meetings, and also in preparation of orders of the President of the Russian Federation following the results of the specified actions;

i) participation in accordance with the established procedure in development and implementation of decisions of coordinating and advisory bodies in case of the President of the Russian Federation on the questions relating to conducting Management;

j) preparation within the competence of offers on implementation of decrees and orders of the President of the Russian Federation, to execution of orders of the President of the Russian Federation;

k) the organization and providing within the competence of interaction of Administration of the President of the Russian Federation with the Russian and foreign research, expert and analytical organizations, scientists and specialists;

l) participation together with the interested state bodies in negotiations with state bodies of foreign states, the international and foreign organizations for the questions relating to conducting Management;

m) ceased to be valid

6. The management for implementation of the tasks and functions has the right:

a) request and receive in accordance with the established procedure required materials from independent divisions of Administration of the President of the Russian Federation, from federal bodies of the government, public authorities of subjects of the Russian Federation, local government bodies, and also from the organizations and officials;

b) use databanks of Administration of the President of the Russian Federation and federal executive bodies;

c) attract in accordance with the established procedure to implementation of separate works of scientists and specialists, including on contractual basis.

7. Management in case of realization of the functions interacts with the Office of the Federation Council of Federal Assembly of the Russian Federation, State Duma administration of Federal Assembly of the Russian Federation, the Russian Government Office, devices of the Constitutional Court of the Russian Federation, the Supreme Court of the Russian Federation, with the Prosecutor General's Office of the Russian Federation, with the Investigative Committee of the Russian Federation, with offices of plenipotentiaries of the President of the Russian Federation in federal districts, with federal executive bodies and their territorial authorities, public authorities of subjects of the Russian Federation, local government bodies, with mass media, and also with the organizations.

8. Information, documentary, legal, material, transport service of activities of Management, and also social servicing of his workers exercise Presidential Property Management Department of the Russian Federation and the relevant divisions of Administration of the President of the Russian Federation.

9. The common directorship of activities of Management is performed by the Deputy Chief of the Russian President's Executive Office according to distribution of obligations between officials of Administration of the President of the Russian Federation.

10. Management of activities of Management is performed by the head of department of the President of the Russian Federation on frontier cooperation (further - the head of department) who is appointed to position and is dismissed by the President of the Russian Federation on representation of the Head of Administration of the President of the Russian Federation.

11. The head of department has deputy heads of department.

12. Head of department:

a) distributes job responsibilities between deputy heads of department, reviewers and chiefs of departments;

b) makes offers on the conclusion on behalf of Administration of the President of the Russian Federation of contracts with the research organizations and specialists on work in the questions relating to conducting Management;

c) publishes orders concerning work of Management.

13. The head of department bears responsibility for accomplishment of the tasks assigned to Management.

14. Deputy heads of department, reviewers, chiefs of departments bear responsibility for accomplishment of the obligations assigned to them according to the distribution of job responsibilities approved by the head of department.
