About measures for development of ecotourism and enhancement of procedure for allocation of the parcels of land within the water protection zones of water storage basins

Favorable conditions for development of tourist capacity of the republic, active attraction to this sphere of investments are in recent years created. At the same time, the potential of water storage basins of the country as subjects to tourist display and recreational zones is not fully involved, conditions for implementation of business activity in their territories are not created.

For the purpose of development of ecotourism within the water protection zones of water storage basins, active use of water resources for rest of the population and foreign guests the Cabinet of Ministers decides:

1. Establish procedure according to which the parcels of land in long-term lease for the term specified in the statement, but no more than fifty years by means of electronic auction through electronic trade platform of "E-auksion" are provided to legal entities and physical persons for the organization of ecotourism within the water protection zones of water storage basins.

2. Approve:

the list of water storage basins within which water protection zones the parcels of land for the organization of ecotourism, according to appendix No. 1 are provided;

structure of the Working group on ensuring development of road and transport, engineering and communication and production infrastructures within the water protection zones of water storage basins (further - the Working group) according to appendix No. 2;

"Road map" on development of ecotourism within the water protection zones of water storage basins for 2018 - 2020 according to appendix No. 3;

Regulations on procedure for preparation of materials for realization of the right to the parcel of land by means of electronic online auction within the water protection zones of water storage basins for the organization of ecotourism according to appendix No. 4.

3. To working group together with the relevant khokimiyats of areas:

till January 30, 2019 to carry out inventory count of the highways conducting to water storage basins and in accordance with the established procedure to make offers on inclusion of projects on construction, reconstruction and capital repairs of highways and roadside infrastructure within the water protection zones of water storage basins in state programs of development of the Republic of Uzbekistan for 2020-2021;

till February 1, 2019 critically to study condition of water storage basins of the republic and to make in the Cabinet of Ministers of the Republic of Uzbekistan offers on expense optimization on their content and protection providing including use of the energy saving equipment and implementation of the advanced information and communication technologies.

4. To the ministry of water economy of the Republic of Uzbekistan together with the State committee on ecology and environmental protection, the State committee of the Republic of Uzbekistan on tourism development, the Ministry of construction, the Ministry of Internal Affairs and the Ministry of Emergency Situations of the Republic of Uzbekistan to establish strict control of the course of implementation of construction works on objects of tourist infrastructure within the water protection zones of water storage basins for the purpose of prevention of their negative impact on the environment.

To provide to the ministry of water economy of the Republic of Uzbekistan together with the State committee of the Republic of Uzbekistan on tourism development the publication on the official websites of the approved plan of placement of objects of tourist infrastructure within the water protection zones of water storage basins.

5. To provide to the ministry of water economy of the Republic of Uzbekistan, the State committee of the Republic of Uzbekistan on tourism development, the State committee of the Republic of Uzbekistan on investments, khokimiyats of the respective areas in two-month time after approval of the plan of placement of objects of tourist infrastructure within the water protection zones of water storage basins on each water storage basin:

together with domestic and foreign mass media bringing to subjects of entrepreneurship of information on the created conditions for business organization within the water protection zones of water storage basins;

development of investment offers and projects for subjects of entrepreneurship and placement of materials on official websites of the relevant ministries and departments;

following the results of development of investment offers attraction to projects implementation on tourism development within the water protection zones of water storage basins of subjects of entrepreneurship, including foreign investors, carrying out system work with them, and also high-quality and timely consideration of their investment requests.

7. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan A. A. Abdukhakimov and the minister of water economy of the Republic of Uzbekistan Sh. R. Hamrayev.
