About distribution of amounts of the tariff quotas concerning meat of cattle, pork and fowl in 2019
The government of the Russian Federation decides:
1. Approve distribution of amounts of the tariff quotas established for 2019 by the decision of Board of the Eurasian economic commission of August 28, 2018 No. 141 "About establishment for 2019 of the tariff quotas concerning separate types of the agricultural goods imported on customs area of the Eurasian Economic Union, and also amounts of the tariff quotas concerning these goods imported in the territory of state members of the Eurasian Economic Union", concerning meat of cattle, fresh or cooled (codes 0201 10 000 1, 0201 20 200 1, 0201 20 300 1, 0201 20 500 1, 201 20 900 1, 0201 30 000 4 CN FEA EEU), meat of cattle refrigerated (codes 0202 10 000 1, 0202 20 100 1, 0202 20 300 1, 202 20 500 1, 0202 20 900 1, 0202 30 100 4, 0202 30 500 4, 0202 30 900 4 CN FEA EEU) (further - the beef quoted), pork fresh, cooled or refrigerated (codes 0203 11 100 1, 0203 11 900 1, 203 12 110 1, 0203 12 190 1, 0203 12 900 1, 0203 19 110 1, 0203 19 130 1, 0203 19 150 1, 0203 19 550 1, 0203 19 590 1, 0203 19 900 1, 0203 21 100 1, 0203 21 900 1, 0203 22 110 1, 0203 22 190 1, 0203 22 900 1, 0203 29 110 1, 0203 29 130 1, 0203 29 150 1, 0203 29 550 1, 0203 29 590 1, 0203 29 900 1 CN FEA EEU) (further - the pork quoted), pork trimming (codes 0203 29 550 2, 0203 29 900 2 CN FEA EEU) (further - pork trimming), the rolled meat of dunghill hens fresh or cooled (code 0207 13 100 1 of the CN FEA EEU), the rolled meat of dunghill hens refrigerated (code 0207 14 100 1 of the CN FEA EEU), the refrigerated not rolled half or quarter timbers of carcasses of dunghill hens and the refrigerated not rolled legs of dunghill hens and pieces of them (codes 0207 14 200 1 and 0207 14 600 1 CN FEA EEU), the rolled meat of turkeys fresh or cooled (code 0207 26 100 1 of the CN FEA EEU), the refrigerated rolled meat of turkeys and the refrigerated not rolled parts of carcasses of turkeys (codes 0207 27 100 1, 0207 27 300 1, 0207 27 400 1, 0207 27 600 1 and 0207 27 700 1 CN FEA EEU), meat and food offal of the poultry specified in goods item 0105, fresh, cooled or refrigerated, not named above (code of 0207 CN FEA EEU, except codes 0207 13 100 1, 0207 14 100 1, 0207 14 200 1, 0207 14 600 1, 0207 26 100 1, 0207 27 100 1, 0207 27 300 1, 0207 27 400 1, 0207 27 600 1 and 0207 27 700 1 CN FEA EEU) (further - parts of carcasses of poultry), between the third countries according to appendix.
2. To the Ministry of Economic Development of the Russian Federation:
a) distribute:
till December 17, 2018 - 25 percent of amounts of the tariff quotas established for Costa Rica and other countries provided by appendix to this resolution, between the participants of foreign trade activity performing import to the Russian Federation of meat of cattle, fresh or cooled (code of 0201 CN FEA EEU), meat of cattle refrigerated (code of 0202 CN FEA EEU) (further - beef), pork fresh, cooled or refrigerated (code of 0203 CN FEA EEU) (further - pork) and fowl (code of 0207 CN FEA EEU) (further - bird) in 2018 according to customs procedure of release for internal consumption, in proportion to the amounts of beef, pork and bird imported from January 1, 2016 to September 30, 2018 (inclusive) according to customs procedure of release for internal consumption, except for beef, pork and bird occurring and imported from the State Parties of the Commonwealth of Independent States, and also the beef classified according to codes 0201 10 000 2, 0201 10 000 3, 0201 20 200 2, 0201 20 200 3, 0201 20 300 2, 0201 20 300 3, 0201 20 500 2, 0201 20 500 3, 0201 20 900 2, 0201 20 900 3, 201 30 000 5, 0201 30 000 6, 0202 10 000 2, 0202 10 000 3, 0202 20 100 2, 202 20 100 3, 0202 20 300 2, 0202 20 300 3, 0202 20 500 2, 0202 20 500 3, 0202 20 900 2, 0202 20 900 3, 0202 30 100 5, 0202 30 100 6, 0202 30 500 5, 0202 30 500 6, 0202 30 900 5, 0202 30 900 6 CN FEA EEU;
till April 15, 2019 - 100 percent of amounts of the tariff quotas established for Costa Rica and other countries provided by appendix to this resolution less amounts of the goods distributed according to the paragraph the second this subitem between the participants of foreign trade activity performing import to the Russian Federation in 2018 of beef, pork and bird according to customs procedure of release for internal consumption in proportion to the amounts of beef, pork and bird imported in 2016 - 2018 according to customs procedure of release for internal consumption, except for the beef, pork and the bird occurring and imported from the State Parties of the Commonwealth of Independent States, and also beef classified according to codes 0201 10 000 2, 0201 10 000 3, 0201 20 200 2, 0201 20 200 3, 0201 20 300 2, 0201 20 300 3, 0201 20 500 2, 201 20 500 3, 0201 20 900 2, 0201 20 900 3, 0201 30 000 5, 0201 30 000 6, 202 10 000 2, 0202 10 000 3, 0202 20 100 2, 0202 20 100 3, 0202 20 300 2, 0202 20 300 3, 0202 20 500 2, 0202 20 500 3, 0202 20 900 2, 0202 20 900 3, 0202 30 100 5, 0202 30 100 6, 0202 30 500 5, 0202 30 500 6, 0202 30 900 5, 0202 30 900 6 CN FEA EEU;
b) determine procedure of payments of amounts of the tariff quotas provided by appendix to this resolution for the purpose of their distribution between participants of foreign trade activity;
c) represent to the Ministry of Industry and Trade of the Russian Federation data on the amounts of the tariff quotas distributed according to the subitem "an" of this Item between participants of foreign trade activity concerning the beef quoted of the pork quoted of pork trimming and parts of carcasses of poultry;
d) in case of establishment of earlier completion date of the special economic measures provided by presidential decrees of the Russian Federation of August 6, 2014 No. 560 "About application of separate special economic measures for the purpose of safety of the Russian Federation" of June 24, 2015 No. 320 "About prolongation of action of separate special economic measures for the purpose of safety of the Russian Federation", of June 29, 2016 No. 305 "About prolongation of action of separate special economic measures for the purpose of safety of the Russian Federation", of June 30, 2017 No. 293 "About prolongation of action of separate special economic measures for the purpose of safety of the Russian Federation" and of July 12, 2018 No. 420 "About prolongation of action of separate special economic measures for the purpose of safety of the Russian Federation" and the order of the Government of the Russian Federation of August 7, 2014 No. 778 "About measures for implementation of presidential decrees of the Russian Federation of August 6, 2014 No. 560, of June 24, 2015 No. 320, of June 29, 2016 No. 305, of June 30, 2017 No. 293 and of July 12, 2018 No. 420", within 5 working days from the date of adoption of the relevant decision to make in the Government of the Russian Federation offers on distribution of amounts of the tariff quotas approved by Item 1 of this resolution concerning the United States of America and the European Union for 2019 between participants of foreign trade activity.
3. To the Ministry of Industry and Trade of the Russian Federation to perform from December 20, 2018 to December 31, 2019 (inclusive) issue to participants of foreign trade activity of import licenses of the beef quoted of the pork quoted of pork trimming and parts of carcasses of poultry within amounts of the tariff quotas distributed according to Item 2 of this resolution.
4. The decision on issue of licenses, the stipulated in Item 3 presents of the resolution, or on refusal in their issue is accepted by the Ministry of Industry and Trade of the Russian Federation within 5 working days from the date of giving in accordance with the established procedure by the participant of foreign trade activity of the corresponding statement.
Effective period of the specified licenses is established from the date of their issue (but not earlier than January 1, 2019) till December 31, 2019 (inclusive).
5. Represent to the Federal Customs Service to the Ministry of Economic Development of the Russian Federation:
a) not later than in 39 calendar days after the termination of each month under report (starting with the report for January, 2019) - data on the amounts of beef, pork or bird imported into the Russian Federation in month under report and the accruing result since the beginning of year;
b) till March 1, 2019 - the list of the participants of foreign trade activity importing into the Russian Federation beef, pork or bird according to customs procedure of release for internal consumption from January 1, 2018 to December 31, 2018 (inclusive), except for the beef, pork or the bird occurring and imported from the State Parties of the Commonwealth of Independent States;
c) till November 5, 2019 - the list of the participants of foreign trade activity importing into the Russian Federation beef, pork or bird according to customs procedure of release for internal consumption from January 1, 2019 to September 30, 2019 (inclusive), except for the beef, pork or the bird occurring and imported from the State Parties of the Commonwealth of Independent States.
6. This resolution becomes effective from the date of its official publication.
