About some measures for enhancement of state regulation of foreign trade activity

1. Determine that the Council of Ministers of the Republic of Belarus in coordination with the President of the Republic of Belarus makes decisions on application:

quantitative restrictions in case of foreign trade in goods;

licensing of foreign trade in separate types of goods;

automatic export licensing and (or) import of some types of goods;

allowing procedure for re-export of the goods occurring from the territory of the Republic of Belarus, other State Parties of the Agreement on re-export of goods and approval procedure on re-export of April 15, 1994.

2. To Council of Ministers of the Republic of Belarus:

2.1. in five-months time to develop and approve package of measures for reduction of the legislation of the Republic of Belarus in compliance with requirements of the World Trade Organization;

2.2. in two-month time in coordination with the President of the Republic of Belarus to approve:

the list of the food and (or) other products, major for the domestic market, concerning which temporary restrictions or export bans for prevention or reduction of their critical shortcoming can be set;

the list of agricultural goods and water biological resources to which quantitative restrictions in foreign trade can be applied;

lists of types of the goods which are subject to licensing in case of foreign trade, procedure for their licensing with determination of state bodies of the Republic of Belarus authorized to grant export licenses and (or) import of separate types of goods;

the list of types of the goods which are subject to automatic licensing with determination of state body of the Republic of Belarus, authorized to grant automatic export licenses and (or) commodity import;
