About approval of Rules of accession of cogeneration installations to power networks

According to the Law of Ukraine "About power industry", the Regulations on the National commission of regulation of power industry of Ukraine approved by the Decree the President of Ukraine of 14.03.95 No. 213/95 (with changes), and the Law of Ukraine "About the combined production of heat and electrical energy (cogeneration) and use of waste power potential", the National commission of regulation of power industry of Ukraine DECIDES:

1. Approve Rules of accession of cogeneration installations to power networks (are applied).

2. To department of regulation of the relations of licensees with consumers (Gorodisky I. M.) in accordance with the established procedure to provide provision of this resolution on state registration in the Ministry of Justice of Ukraine.

Rules of accession of cogeneration installations to power networks

1. General provisions

1.1. These rules govern the relations which arise between owners of power networks and customers during the accessions and connection which are new constructed, reconstructed or the modernized cogeneration installations of customers to power networks.

1.2. For the purposes of these rules terms and determinations are used in such value:

the act of the admission on connection of cogeneration installation - the document on accomplishment of specifications processed in the procedure established by these Rules in full which is condition for safe and accident-free connection of cogeneration installation to power networks (further - the act of the admission);

basic data for designing - the list of reasonable technical requirements of rather engineering power supply of construction object or reconstruction or upgrade;

the owner of power networks - legal entity or physical person to which belong on the electroinstallation property right, intended for transfer and/or distributions of electrical energy;

the admission on connection of cogeneration installation - complex of the actions necessary for ensuring safe and accident-free giving of tension and the cases of giving of tension directed to prevention with abuse of regulations of use of electrical energy approved by the resolution NKRE of July 31, 1996 No. 28, registered in the Ministry of Justice of Ukraine on August 2, 1996 for No. 417/1442 (with changes) (further - Instructions for use electrical energy) and these rules;

electroinstallations of engineering support - the external power networks (objects) built, reconstructed or technically re-equipped from networks of the owner to cogeneration installation of the customer, including commercial accounting and systems of protection, for accomplishment of specifications;

the customer - the owner of cogeneration installation who wishes to attach to power networks new constructed (established or constructed based on the existing energy object), the reconstructed or modernized cogeneration installation or to change reliability of its power supply;

cogeneration installation - equipment complex which works on method of the combined production of electrical and heat energy or will transform waste energy potential of engineering procedures to electrical and heat energy;

operating-technical servicing - the round-the-clock technical operation of electroinstallations with providing reliable and uninterrupted, with observance of requirements of energy security, delivery of electrical energy to consumers;

accession of cogeneration installation - creation of technical capability of implementation of transfer of the electrical energy developed by cogeneration installation, necessary amount for certain period with respect for its quality and reliability in the approved accession point;

electroinstallation accession point - the designed or actually existing border of balance sheet accessory of electroinstallation;

specifications of accession of cogeneration installation to power network - the document which is issued to the customer by the owner of power networks and contains basic data for designing (further - specifications);
