1. Approve enclosed:

requirements to anti-terrorist security of objects (territories) of the State corporation for space activities Roskosmos, organizations of the State corporation for space activities Roskosmos and organizations of the space-rocket industry;

form of the material safety data sheet of object (territory) of the State corporation for space activities Roskosmos, organizations of the State corporation for space activities Roskosmos and organizations of the space-rocket industry.

2. Declare invalid the order of the Government of the Russian Federation of March 18, 2015 No. 252 "About approval of requirements to anti-terrorist security of objects (territories) of the space-rocket industry and form of the material safety data sheet of object (territory) of the space-rocket industry" (The Russian Federation Code, 2015, No. 13, the Art. 1938).

Requirements to anti-terrorist security of objects (territories) of the state corporation for space activities Roskosmos, organizations of the state corporation for space activities Roskosmos and organizations of the space-rocket industry

I. General provisions

1. These requirements establish procedure for ensuring anti-terrorist security of objects (territories), including questions of categorization, the organization of protection, the equipment technical means of protection of objects (territories), informing on threat of making or making of acts of terrorism on objects (territories) and responses to the acquired information, control of accomplishment of these requirements, and also development of the material safety data sheet of objects (territories).

2. In these requirements objects (territories) are understood as complexes technologically and technically the buildings (structures, constructions) connected among themselves and systems, and also certain buildings (structures, constructions) and the territories adjoining to them which owners are the State corporation on space activities Roskosmos (further - Corporation), the organizations of Corporation and the organization of the space-rocket industry.

3. These requirements do not extend to the following objects (territories):

a) objects (territories) which are subject to obligatory protection by troops of national guard of the Russian Federation;

b) the important state objects, particular loads, constructions on communications which are subject to protection by troops of national guard of the Russian Federation regarding their equipment technical means of protection and operation of the specified technical means of protection;

c) the objects of transport infrastructure, vehicles and objects of fuel and energy complex which are in limits of the territories of Corporation, the organizations of Corporation and the organizations of the space-rocket industry (further - the operating organizations);

d) objects (territories), requirements to which anti-terrorist security are approved by other regulatory legal acts of the Government of the Russian Federation.

4. On objects (territories) actions for ensuring anti-terrorist security of objects (territories) according to category of danger of these objects (territories) are implemented.

5. Heads of these operating organizations or persons authorized by them are responsible for ensuring anti-terrorist security of objects (territories) which are under authority of the operating organizations.

II. Categorization of objects (territories) and procedure for its carrying out

6. For the purpose of establishment of the differentiated requirements to ensuring anti-terrorist security of objects (territories) depending on the degree of threat to making on object (territory) of act of terrorism and its possible effects categorization of objects (territories) is carried out.

7. The degree of threat to making on object (territory) of act of terrorism is determined based on quantitative indices of statistical data (data) on the conducted and prevented terrorist attacks (except for obviously untrue reports on threat of making and (or) on making of act of terrorism) in the territory of subject of the Russian Federation in which object (territory), and in the territory of the subject (subjects) of the Russian Federation directly adjacent is located (adjacent) to object (territory).

Possible effects of making of act of terrorism on object (territory) are determined based on forecast indicators of number of the people working at object (territory), number of people who can die or receive harm to health in case of making on object (territory) of act of terrorism, possible material damage and environmental damage around arrangement of object (territory), and also time necessary on recovery of object (territory).

8. Categorization of objects (territories) is performed following the results of studying of objects (territories) regarding conditions of their safe functioning and possible material damage.

Concerning earlier categorized object (territory) studying and assessment of the happened changes of indicators according to which categorization of object (territory) was performed is carried out.

9. When carrying out categorization of objects (territories) are considered:

a) information on critical elements of object (territory) for infrastructure and life support of the operating organization which damage will lead to the termination of normal functioning of objects (territories);

b) scales of social and economic effects which can be caused by act of terrorism on object (territory);

c) availability of potentially dangerous sites of object (territory) which damage can lead to emergence of emergency situation with dangerous social and economic effects.

10. For carrying out categorization of object (territory) the commission on inspection and categorization of object (territory) is created (further - the commission):

a) concerning the functioning (operated) object (territory) - within 30 working days from the date of entry into force of these requirements;

b) concerning the object (territory) put into operation - within 30 working days from the date of input of object (territory) in operation;

c) on other bases, stipulated in Item 51 these requirements, - within 5 working days from the date of emergence of the bases for confirmation (change) of category of object (territory).

11. The structure of the commission affirms the decision of the head of the operating organization or the official authorized by it.
