About unified information system of housing construction

The government of the Russian Federation decides:

1. Approve enclosed:

requirements to technological, program, linguistic, legal and organizational means of ensuring of use of unified information system of housing construction;

Rules of placement of information by subjects of information which obligatory placement is stipulated by the legislation the Russian Federation, in unified information system of housing construction;

Rules of interaction of subjects of information when using of information resources of unified information system of housing construction by them, including personal accounts;

Storage precautions and information processing, containing in unified information system of housing construction;

Rules of interaction of unified information system of housing construction with the infrastructure providing information and technological interaction of the information systems used for provision of the state and municipal services electronically and interactions of other information systems with unified information system of housing construction and also single formats for information exchange of other information systems with unified information system of housing construction.

2. Determine that information exchange of unified information system of housing construction (further - system of housing construction) with information systems of federal executive bodies, executive bodies of subjects of the Russian Federation, local government bodies, the public company "Fund of Development of the Territories" and authorized banks is performed with use of single system of interdepartmental electronic interaction and the regional systems of interdepartmental electronic interaction connected to it.

3. Take into consideration that the operator at the expense of own means provides financial, organizational and technical support of functioning of system of housing construction, its interaction with other information systems, and also information exchange of the bodies and the organizations specified in Item 2 of this resolution in system of housing construction with use of single system of interdepartmental electronic interaction.

4. Determine that information on emergence of technical capability of placement in system of housing construction of information (documents) in the form of electronic files in certain formats which acceptance in system of housing construction was technically impossible earlier including information (documents) which contains in the state and (or) municipal information systems and (or) joins in the state and (or) municipal information systems without fail including information systems of ensuring town-planning activities, and contains in registers which maintaining is performed according to the Federal Laws, and also information on creation of organizational and technical capability of transition of system of housing construction to information exchange with other information systems and to information exchange between the bodies and the organizations specified in this resolution with use of single system of interdepartmental electronic interaction is subject to publication by the operator on the website of system of housing construction on the Internet.

5. This resolution becomes effective after 2 months from the date of its official publication and is effective till March 1, 2031.

Requirements to technological, program, linguistic, legal and organizational means of ensuring of use of unified information system of housing construction

1. The functioning of unified information system of housing construction used for support (further - system of housing construction) technological, software shall be placed in the territory of the Russian Federation and provide:

a) placement in the automatic or automated mode of information which according to the Federal Law "About Assistance to Development and Increase in Management Efficiency in the Housing Sphere and about Modification of Separate Legal Acts of the Russian Federation", the Federal Law "About Participation in Shared-equity Construction of Apartment Houses and Other Real Estate Objects and about Modification of Some Legal Acts of the Russian Federation" and the Federal Law "About Construction of Apartment Houses under Construction Contracts with Use of Escrow Accounts" shall be placed in system of housing construction from the state or municipal information systems, including information systems of ensuring town-planning activities and registers which maintaining is performed according to the Federal Laws;

b) input in system of housing construction by the bodies and persons which are according to the Federal Laws and other regulatory legal acts of the Russian Federation subjects of information, information in the form of the electronic documents signed by the strengthened qualified digital signature, and filling developed by single institute of development in the housing sphere, the certain Federal Law "About Assistance to Development and Increase in Management Efficiency in the Housing Sphere and about Modification of Separate Legal Acts of the Russian Federation" which is the operator of system of housing construction (further - the operator, subjects of information), electronic forms (templates, forms) of documents, and also input in system of housing construction of other information determined by the legislation of the Russian Federation or agreements with the operator;

c) interaction of system of housing construction with the infrastructure providing information and technological interaction of the information systems used for provision of the state and municipal services electronically by means of single system of interdepartmental electronic interaction and also interaction of system of housing construction with other information systems;

d) availability of information, except for information, access to which is limited in accordance with the legislation of the Russian Federation, for subjects of information and other users of system of housing construction, including by search in content and details placed in system of housing construction of documents and also by search and receipt of information with use of public search engines (in open part of system of housing construction);

e) program and technical protection of information placed in system of housing construction;

e) information exchange between subjects of information (including with use of their personal accounts) for the purpose of the direction of notifications, requests, instructions and information on their execution, exchange of messages, and also in others the stipulated by the legislation purposes of the Russian Federation;

g) automatic formatno-logical verification of information;

h) the automated maintaining online magazines of accounting of the transactions performed in system of housing construction with fixing of placement and change of information, the exact time of making of such transactions, contents of changes and the information about the subjects of information who performed the specified actions;

i) the round-the-clock continuous system operation of housing construction, except for beforehand (at least in 6 hours) the announced planned breaks for carrying out the scheduled and technological works which is made not more often than 2 times during one calendar month which duration cannot exceed 6 hours within one days, except for the breaks connected with emergence of technical malfunctions (technological failures) in system of housing construction;

j) copying of information placed in system of housing construction on reserve material carriers with possibility of its recovery with use of such carriers within one days from the moment of emergence of complete or partial technical unavailability of system of housing construction to users;

k) protection of information placed in system of housing construction against unauthorized copying, distribution, destruction, change and blocking of access to it, and also protection of system of housing construction and information against other wrongful acts from subjects of information and the third parties.

2. Placement in system of housing construction of information is performed in Russian, and also can be performed in addition in state languages of the republics of the Russian Federation. Names of foreign legal entities and names of physical persons, and also construction projects can be specified with use of letters of the Latin alphabet. Use in system of housing construction of the special designations and signs interfering use of system of housing construction by persons who do not have special skills in the field of the computer equipment and computer programming is not allowed.

3. Legal means of ensuring of use of system of housing construction are the following documents prepared and published by the operator on the website of system of housing construction in the Internet (further - Internet network):

a) evident and available to any users including who do not have special skills in the field of the computer equipment and computer programming, the rule of provision of access to system of housing construction and its use;

b) the organizational and administrative and methodical documents necessary for ensuring functioning of system of housing construction according to these requirements which accomplishment is obligatory for the operator, subjects of information and other users of information placed in system of housing construction;

c) rules of maintaining personal accounts of subjects of information.

4. The documents specified in the subitem "b" of Item 3 of these requirements and the changes made to them become effective not earlier than in 3 months from the date of publication on the website of system of housing construction in Internet network.

Modification of the documents specified in the subitem "b" of Item 3 of these requirements is allowed not more often than once in 3 months.

5. Organizational means of ensuring of use of system of housing construction are:

a) ensuring with the operator the round-the-clock functioning of service of the technical support performing communication with subjects of information for operational permission of the questions arising at them when using system of housing construction;
