About approval of Changes in Rules of the organization of the statistical reporting provided in the National Bank of Ukraine

According to Articles 7, 15, 56, 67 Laws of Ukraine "About the National Bank of Ukraine", article 69 of the Law of Ukraine "About banks and banking activity", to Articles 6, 7, 16 Laws of Ukraine "About the state statistics" concerning creation of monetary and financial statistics, statistics of paying balance, the international investment line item, external debt, bank statistical information, for the purpose of ensuring accomplishment of the regulating and observation Board of the National Bank of Ukraine DECIDES: functions by the National Bank of Ukraine

1. Approve Changes in Rules of the organization of the statistical reporting provided in the National Bank of Ukraine, Boards of the National Bank of Ukraine approved by the resolution of November 13, 2018 to No. 120, which are attached.

2. To department of statistics and reporting (Yury Polovnev) to inform banks of Ukraine and branches of foreign banks in Ukraine, non-bank organizations residents / non-bank financial resident organizations which are payment institutes and/or members/members of payment service providers, operators of services of payment infrastructure concerning which the National Bank of Ukraine enters data in the Register of payment systems, settlement systems, participants of these systems and operators of services of payment infrastructure, non-bank financial institutions who obtained the license of the National Bank of Ukraine for implementation of currency transactions / the general license of the National Bank of Ukraine for implementation of currency transactions, non-bank financial institutions, the companies, the organizations (except diplomatic, consular, trade and other official representations of Ukraine abroad; the isolated structural division of resident who according to the legislation of the country of the location is legal entity), physical persons entrepreneurs who have the accounts opened outside Ukraine, operators of mail service information on adoption of this resolution.

3. The resolution becomes effective since May 1, 2019.

Changes in Rules of the organization of the statistical reporting provided in the National Bank of Ukraine

1. In the Section I:

  And figures "The decree of the Cabinet of Ministers of Ukraine of February 19, 1993 No. 15-93 "About system of currency control and currency exchange control" shall be replaced with words 1) in Item 1 of the word "About currency and currency transactions";

2) in item 4:

subitems 2 - 4 to state in the following edition:

"2) non-bank organizations residents / non-bank financial resident organizations which are payment institutes and/or members/members of payment service providers, operators of services of payment infrastructure concerning which the National Bank enters data in the Register of payment systems, settlement systems, participants of these systems and operators of services of payment infrastructure (further - non-bank resident organizations which are payment institutes and/or members/members of payment service providers, operators of services of payment infrastructure);

3) non-bank financial institutions which obtained the license of National Bank for implementation of currency transactions / the general license of National Bank for implementation of currency transactions (further - non-bank financial institutions which obtained the license of National Bank for implementation of currency transactions);

in subitem 5 "national" to exclude the word;

3) in Item 7:

 state subitem 1 in the following edition:

"1) monetary and financial statistics, bank statistical information - data of the statistical reporting of banks, non-bank resident organizations which are payment institutes and/or members/members of payment service providers, operators of services of payment infrastructure, non-bank financial institutions who obtained the license of National Bank for implementation of currency transactions, operators of mail service;";

Data of the statistical reporting are doubtful (incomplete), that is data of the reporting are not true, in case of not correction by the respondent (the supplier of the statistical reporting) of the revealed material mistakes in the terms established in Item 42 of the Section VI of these Rules.

Provision by respondents (suppliers of the statistical reporting) of data of the statistical reporting with mistakes which are not essential is violation of procedure for forming of data of the statistical reporting.

Requirements of Item 43 of the Section VI of these Rules do not extend to the statistical reporting on currency transactions and concerning financial monitoring.".

4. In the text of Rules of the word "Supplier of the Statistical Reporting", "supplier of the statistical reporting" in all cases and numbers to replace respectively with the words "Respondent (Supplier of the Statistical Reporting)", "respondent (supplier of the statistical reporting)" in the corresponding cases and numbers.

5. In the text of appendix 1 of the word "supplier of the statistical reporting" in all cases shall be replaced with words "the respondent (the supplier of the statistical reporting)" in the corresponding cases.
