About approval of Aviation rules of Ukraine, Part 47 "Rules of registration of civil aircrafts in Ukraine"

According to requirements of Articles 11, of 39, of 41 Air code of Ukraine, Item 8 of the Regulations on the Public air service of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of October 8, 2014 No. 520, for the purpose of ensuring compliance with standards and recommended practice of International Civil Aviation Organization I ORDER:

1. Approve Aviation rules of Ukraine, Part 47 "Rules of registration of civil aircrafts in Ukraine" which are attached.

2. (Ovchinnikov V. M.) in the procedure established by the legislation to provide to department of the flight validity:

1) submission of this order on state registration in the Ministry of Justice of Ukraine;

2) promulgation of this order on the official website.

3. The registration certificates of the aircraft, temporary accounting certificates of the aircraft issued according to the Aviation rules of Ukraine, Part 47 "Rules of registration of civil aircrafts in Ukraine" approved by the order of the Ministry of infrastructure of Ukraine of October 25, 2012 No. 636, registered in the Ministry of Justice of Ukraine on November 16, 2012 for No. 1926/22238, are effective during the effective period established in them.

4. Declare invalid the order of the Ministry of infrastructure of Ukraine of October 25, 2012 No. 636 "About approval of Aviation rules of Ukraine, Part 47 "Rules of registration of civil aircrafts in Ukraine", registered in the Ministry of Justice of Ukraine on November 16, 2012 for No. 1926/22238.

5. This order becomes effective from the date of its official publication.

Aviation rules of Ukraine, Part 47 "Rules of registration of civil aircrafts in Ukraine"

I. General provisions

1. These Aviation rules are obligatory for all subjects of aviation activities.

2. These Aviation rules determine the procedure and requirements to registration (re-registration) of civil aircrafts (further - aircrafts) in the State register of civil aircrafts of Ukraine, procedure for their exception of this register, provision and drawing the state and registration signs on aircrafts, procedure for temporary accounting of the new, modified aircrafts and aircrafts after their maintenance.

3. In these Aviation rules terms are used in such values:

aircraft of general purpose - the aircraft which is not used for implementation of commercial air transportations and accomplishment of aviation works;

the autogyro - the aircraft is heavier than air, supported in flight due to interaction of air with one or several bearing screws freely rotating around the axes which are approximately in vertical position;

the aerostat - the aircraft is easier than air, moving in air without the power plant;

the pilotless aircraft - the aircraft intended for accomplishment of flight without pilot onboard, which flight control and control behind which are performed by means of the special station of management located out of the aircraft. Pilotless uncontrollable aerostats and remotely piloted aircrafts belong to pilotless aircrafts;

the helicopter - the aircraft is heavier than air which is supported in flight mainly due to interaction of air with one or several bearing screws which rotate the power plant around the axes which are approximately in vertical position;

the owner of the aircraft - legal entity or physical person which property right to the aircraft is supported by the relevant documents;

fire-resistant material - material which maintains heating as steel or is better;

the helicopter - the aircraft is heavier than air which moves by means of the power plant and is supported in air due to interaction of air with one or several bearing screws;

the hang-glider - the motorless aircraft is heavier than air which carrying power in flight is created generally due to aerodynamic reactions to surfaces that allows to move in such flight conditions, and control in flight is exercised, mainly, due to movement of the center of masses (balancer management) on which take off and landing are performed by means of the pilot's legs;

the state of registration - the state in which register of aircrafts the aircraft is registered;

the state aircraft - the aircraft which is used in the military, border service, service of civil protection, in bodies of National police and monitoring bodies;

the state sign of the aircraft - sign which consists of several symbols and shows national identity of the aircraft. It is provided to the state of registration by International Civil Aviation Organization (_SAO). This sign is provided by authorized body concerning civil aviation to aircrafts which are registered in the State register of civil aircrafts of Ukraine;

The state register of civil aircrafts of Ukraine - the book and the electronic database in which the current register of the civil aircrafts and pilotless aircrafts registered in Ukraine is kept;

the airship - the aircraft, is lighter than air, set in motion by the power plant;

remotely piloted aircraft - the pilotless aircraft which is piloted from Item of remote piloting;

very light aircraft - the aircraft which has no more than two places, inclusive with places of crew and the maximum take-off weight no more than 750 kg. For very easy helicopter the maximum take-off weight - no more than 600 kg;

the experimental aircraft - aircraft prototype, the modified or new aircraft on which the organization of developer of the civil aircraft equipment approved by authorized body concerning civil aviation carries out testing or developmental, experimental and research works;

the operator - legal entity or physical person which operates or offers services in operation of aircrafts;

the request - the appeal of the applicant to authorized body concerning civil aviation for the purpose of receipt of the state and registration signs for the aircraft, registration of its (re-registration) in the State register of civil aircrafts of Ukraine or its exception of the register;

the applicant - the owner of the aircraft either other legal entity, or physical resident person who according to the written order of the owner submitted the application to authorized body concerning civil aviation for the purpose of receipt of the state and registration signs, registration (re-registration), exception, the organization of developer, the producer of the civil aircraft equipment, the organization of maintenance approved by authorized body concerning civil aviation which submitted the application for the temporary accounting certificate, the organization of developer of the civil aircraft equipment approved by authorized body concerning civil aviation which submitted the application for the purpose of receipt of the state and registration signs, registration (re-registration), exception of the experimental aircraft;
