According to the subitem 2) of article 10 of the Law of the Republic of Kazakhstan of April 15, 2013 "About the state services", I ORDER:

1. Approve the enclosed regulations of the state service "Determination of Specialized Training Center by Authorized Body on Preparation and Advanced Training of the Workers Holding Positions of the Head and Security Guard in the Private Security Organization".

2. To committee of administrative police of the Ministry of Internal Affairs of the Republic of Kazakhstan (Lepekh I. V.) provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order its direction on official publication in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan.

3. To chiefs of departments of internal affairs of areas, cities of Astana and Almaty to organize studying of this order by the staff of the relevant services and to provide its strict execution.

4. To impose control of execution of this order on the deputy minister of internal affairs of the police major general Turgumbayev E. Z.

5. This order becomes effective after ten calendar days after day of its first official publication.

Regulations of the state service "Determination of Specialized Training Center by Authorized Body on Preparation and Advanced Training of the Workers Holding Positions of the Head and Security Guard in the Private Security Organization"

Chapter 1. General provisions

1. The state service "Determination of Specialized Training Center by Authorized Body on Preparation and Advanced Training of the Workers Holding Positions of the Head and Security Guard in the Private Security Organization" (further - the state service) is rendered based on the standard of the state service "Determination of Specialized Training Center by Authorized Body on Preparation and Advanced Training of the Workers Holding Positions of the Head and Security Guard in the Private Security Organization" approved by the order of the Minister of Internal Affairs of the Republic of Kazakhstan of March 16, 2015 No. 237 (it is registered in the Register of state registration of regulatory legal acts for No. 11132) (further - the Standard), the Ministry of Internal Affairs of the Republic of Kazakhstan (further - the service provider).

Documents acceptance and issue of result of rendering the state service is performed through the web portal of "the electronic government" www.egov.kz or the http://www.elicense.kz/ web portal (further - the Portal).

2. Form of rendering the state service: electronic.

Result of rendering the state service - the order of the Minister of Internal Affairs of the Republic of Kazakhstan "About determination of specialized training center on preparation and advanced training of the workers holding positions of the head and security guard in the private security organization" or the motivated answer with indication of causes of failure in rendering the state service.

Chapter 2. Operations procedure of structural divisions (employees) of the service provider in the course of rendering the state service

4. The basis for the procedure (action) for rendering the state service is the direction to the service provider of the statement and documents of specialized training center on preparation and advanced training of the workers holding positions of the head and security guard in the private security organization (further - uslugopoluchatel), provided in Item 9 of the Standard necessary for rendering the state service, in electronic form through the Portal.

5. Contents of each procedure (action) which is part of process of rendering the state service with indication of accomplishment duration:

1) the employee of office of the service provider performs registration of a statement and documents in day of receipt through the Portal (in case of receipt after 18:00 hours, the statement is registered the next working day) and sends them to division on control of security activities of Committee of administrative police of the Ministry of Internal Affairs (further - the CAP) - within one calendar day;

2) the ranking officer of division on control of security activities the CAP considers documents and in case of provision by uslugopoluchatel of incomplete document package according to the list, stipulated in Item 9 Standards, directs motivated refusal - within two working days;

3) the ranking officer of division on control of security activities the CAP studies the submitted documents and checks uslugopoluchatel for compliance to requirements of the Law "About Security Activities", including the dismissed persons, for negative motives from state bodies and the organization, and also from position of the security guard or the head of the private security organization - within three calendar days.

In case of availability of the bases for refusal in rendering the state service, the stipulated in Item 9-1 Standard, the motivated answer about refusal in rendering the state service is prepared and goes;

4) the ranking officer of division on control of security activities the CAP develops the draft of the order of the Minister of Internal Affairs of the Republic of Kazakhstan "About determination of specialized training center on preparation and advanced training of the workers holding positions of the head and security guard in the private security organization" who goes for legal and editorial examinations in the interested services of the Ministry of Internal Affairs (further - the Ministry of Internal Affairs) and Public council of the Ministry of Internal Affairs - within eleven calendar days;

5) the ranking officer of division on control of security activities the CAP after receipt of expert opinions approves the draft of the order of the Minister of Internal Affairs of the Republic of Kazakhstan "About determination of specialized training center on preparation and advanced training of the workers holding positions of the head and security guard in the private security organization" (leaf of approval) and brings it on signing to the Minister of Internal Affairs of the Republic of Kazakhstan - within four calendar days;

6) the ranking officer of division on control of security activities the CAP sends result of the state service (the order of the Minister of Internal Affairs of the Republic of Kazakhstan "About determination of specialized training center on preparation and advanced training of the workers holding positions of the head and security guard in the private security organization") to uslugopoluchatel to "personal account" in electronic form, certified by the digital signature (further - the EDS) the authorized person of the service provider - within one calendar day.

Chapter 3. The description of order of interaction of structural divisions (workers) of the service provider in the course of rendering the state service

6. The list of structural divisions (workers) of the service provider participating in process of rendering the state service:

1) employee of Office of the service provider;

2) the employee of division on control of security activities;

3) employees of the interested services of the Ministry of Internal Affairs (Legal department, the Headquarters, Department of internal and external communications) and Public council of the Ministry of Internal Affairs.

7. The description of the sequence of procedures (actions) between structural divisions (workers) with indication of duration of each procedure (action):

1) registration of a statement and documents the employee of office of the service provider sent through the Portal and the direction them to division on control of security activities the CAP - within one calendar day;

2) the ranking officer of division on control of security activities the CAP in case of provision by uslugopoluchatel of incomplete document package according to the list, stipulated in Item 9 Standards, directs motivated refusal - within two working days;

3) the ranking officer of division on control of security activities the CAP studies the submitted documents and checks uslugopoluchatel for compliance to requirements of the Law "About Security Activities", including the dismissed persons, for negative motives from state bodies and the organization, and also from position of the security guard or the head of the private security organization - within three calendar days.

6) the ranking officer of division on control of security activities the CAP sends result of the state service (the order of the Minister of Internal Affairs of the Republic of Kazakhstan "About determination of specialized training center on preparation and advanced training of the workers holding positions of the head and security guard in the private security organization") to uslugopoluchatel to "personal account" in electronic form, the authorized person of the service provider certified by the EDS - within one calendar day.

Chapter 4. The description of procedure for use of information systems in the course of rendering the state service

8. Structurally functional units which participate in process of rendering service (further - SFE):

1) the portal of the electronic government (further - PEP);

2) information system "The state E-licensing database (further - IS GBD "E-licensing");

3) service provider.

9. The state service is rendered on condition of availability at uslugopoluchatel of the EDS.

1) the uslugopoluchatel performs the registration for PEP by means of business and identification number (further - the BIN) (it is performed for the unregistered uslugopoluchatel on the portal);

2) process 1 - input by uslugopoluchatel the BIN and the password (authorization process) on PEP for receipt of service;

3) condition 1 - check on PEP of authenticity of data on uslugopoluchatel through the BIN and the password;

4) process 2 - forming of PEP of the message on refusal in authorization in connection with the available violations in data of uslugopoluchatel;

5) process 3 - the choice by uslugopoluchatel of the state service specified in these regulations, conclusion to the application form screen for rendering service and filling with uslugopoluchatel of form taking into account its structure and format requirements with attachment of the necessary documents in electronic form specified in Item 9 of the Standard, the choice of the registration certificate EDS for the certificate (signing) of the statement;

6) condition 2 - check on PEP of effective period of the registration certificate EDS and absence in the list of the withdrawn (cancelled) registration certificates, and also compliance of identification data (between the BIN, specified in request and the BIN, specified in the registration certificate EDS);

7) process 4 - PEP sends electronic documents (statement) through ShEP for check to the service provider;

8) condition 3 - the service provider checks completeness of the list of the documents specified in Item 9 of the Standard within two working days.

In case of provision by uslugopoluchatel of incomplete document package according to the list, stipulated in Item 9 Standards, the motivated refusal directs;

9) process 5 - the service provider checks the submitted documents for compliance to requirements of the Law of the Republic of Kazakhstan "About security activities".

In case of availability of the bases for refusal in rendering the state service according to Item 9-1 of the Standard the employee of division on control of security activities prepares and directs the motivated answer about refusal in rendering the state service;

10) condition 4 - the service provider develops, approves and signs the draft of the order "About Determination of Specialized Training Center on Preparation and Advanced Training of the Workers Holding Positions of the Head and Security Guard in the Private Security Organization" the Minister of Internal Affairs of the Republic of Kazakhstan;

11) process 6 - the service provider attaches the order of the Minister of Internal Affairs of the Republic of Kazakhstan "About determination of specialized training center on preparation and advanced training of the workers holding positions of the head and security guard in the private security organization", signed by the EDS of the authorized person of the service provider;

12) process 7 - the uslugopoluchatel receives result of service (the identification document) in electronic form, the authorized person of the service provider signed by the EDS.
