1. Approve the enclosed Provision of republican public institution "Committee of geodesy and cartography of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan".

2. To provide to committee of geodesy and cartography of the Ministry of digital development, innovations and aerospace industry of the Republic of Kazakhstan in the procedure established by the legislation:

1) within ten calendar days from the date of approval of this order the direction it in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan.

3. Take other measures following from this order.

4. To impose control of execution of this order on the supervising vice-minister of digital development, innovations and the aerospace industry of the Republic of Kazakhstan.

5. This order becomes effective from the date of its signing.

Provision of republican public institution "Committee of geodesy and cartography of the Ministry of digital development, innovations and aerospace industry of the Republic of Kazakhstan"

Chapter 1. General provisions

1. The committee of geodesy and cartography of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan (further - Committee) is department of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan (further - the Ministry) performing management in the field of geodesy, cartography and space data.

2. The committee performs the activities according to the Constitution and the laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan, other regulatory legal acts, and also this Provision.

3. The committee is legal entity in form of business of public institution, has seals and stamps with the name in Kazakh, forms of the established sample, according to the legislation of the Republic of Kazakhstan of the account in bodies of treasury.

4. The committee enters the civil relations from own name.

5. The committee has the right to act as the party of the civil relations on behalf of the state if it is authorized on it according to the legislation of the Republic of Kazakhstan.

6. The committee on questions of the competence of the procedure established by the legislation makes the decisions which are drawn up by orders of the Chairman of Committee and other acts, stipulated by the legislation the Republic of Kazakhstan.

Chapter 2. Tasks, rights and obligations of Committee

13. Task: implementation of measures of state policy in the field of geodesy, cartography and space data.

14. Rights and obligations:

1) provides realization of the tasks and functions assigned to Committee;

2) makes suggestions for improvement of the legislation of the Republic of Kazakhstan;

Requests 3) and receives from other state bodies and officials information, documents and materials necessary for the solution of the questions carried to competence of Committee;

4) makes offers on all questions of the activities;

5) is provided by availability of bylaws, determining procedure for rendering the state services;

6) is provided by knowledge of consumers of the state services of procedure for rendering the state services;

7) participates in provision of the relevant information to the non-profit organizations which are carrying out public monitoring in the procedure established by the legislation;

8) considers claims and addresses of consumers of the state services;

9) performs other rights and obligations according to the legislation of the Republic of Kazakhstan.

15. Functions:

1) coordination of activities of subjects of geodetic and cartographic activities;

2) development of rules of accounting, storage, reproduction and use of data and materials of geodetic, cartographic and aerokosmosjemochny works taking into account interests of homeland security of the Republic of Kazakhstan;

3) organization of accomplishment of geodetic and cartographic works of the state appointment;

4) implementation of activities for ensuring unity and accuracy of means of geodetic measurements according to the legislation of the Republic of Kazakhstan;

6) maintaining the state electronic register of permissions and notifications in the field of geodesy, cartography and space data;

8) issue of permissions to demolition or relaying (transfer) of geodetic Items;

10) implementation of geodetic and cartographic activities for the benefit of ensuring defense and homeland security of the Republic of Kazakhstan according to mutually approved work plans with the Ministry of Defence of the Republic of Kazakhstan;

11) organization of creation and development of the state geodetic, leveling and gravimetric networks;

11-1) creation and updating of topographic maps and plans;

11-2) creation and development of National infrastructure of space data;

12) consideration of draft documents on standardization within competence, and also preparation of offers on development, modification, review and cancellation of national, interstate standards, national qualifiers of technical and economic information and recommendations about standardization for entering into authorized body in the field of standardization;

12-1) consideration of the technical report on creation (updating) of local coordinate reference system;

13) development of technique of cost determination of the aero film-making, geodetic and cartographic works performed at the expense of budgetary funds;

14) development of rules about technical supply of carrying out delimitation and demarcation of Frontier of the Republic of Kazakhstan in coordination with Committee of homeland security of the Republic of Kazakhstan;

15) development of frequency of updating of the cartographic products created at the expense of budgetary funds;

16) development of instructions for creation of cartographic products at the expense of budgetary funds;

17) development of the instruction for creation and updating of National infrastructure of space data;

18) development of industry system of encouragement;

19) the organization of works on development of technical regulations and national standards within the competence;

20) development, approval of authorized body in the field of permissions and notifications of regulatory legal acts on approval of qualification requirements and the list of the documents confirming compliance to them;

21) development of the subordinate regulatory legal acts determining procedure for rendering the state services;

22) development of checking sheets, criteria for evaluation of risk degree according to the Entrepreneurial code of the Republic of Kazakhstan;

22-1) development of rules about protection, demolition or relaying (transfer) of geodetic Items;

22-2) development of parameters of transformation and transformation between state, the international, local coordinate reference systems;

22-3) development of rules of forming, collection, storage, use and issue of data of National fund of space data;

22-4) development of rules of establishment and use of local coordinate reference systems;

22-5) development of rules on use of National infrastructure of space data;

22-19) development of the instruction for maintaining the help card on duty the Republic of Kazakhstan;

22-20) development of the instruction on bookmark, inspection and recovery of Items and signs of the state geodetic, leveling and gravimetric networks of the Republic of Kazakhstan;

22-21) development of the instruction for carrying out checking and researches of geodetic devices and equipment;

22-22) development of the instruction for creation of engineering designs on production of geodetic and cartographic works;

22-23) development of the instruction for creation of catalogs of heights of Items of leveling;

22-24) development of the instruction for creation of technical reports on geodetic and cartographic works;

22-25) development of the main indicators of the state geodetic and cartographic support of the Republic of Kazakhstan;

22-26) development of the safety rule at geodetic and cartographic works;

22-27) development of the instruction for calculation of speeds of modern vertical movements of the land surface on materials of repeated leveling;

22-28) development of the instruction for geodetic works on geodynamic polygons;

22-29) development of the instruction for creation and edition of catalogs of geodetic Items;

24) implementation of the state control of geodetic and cartographic activities in the Republic of Kazakhstan;

26) issue of instructions, obligatory for execution, on elimination of the revealed violations of the law in the field of geodesy, cartography and space data within competence;

27) introduction of requirements for elimination of the revealed violations of procedure for the organization and accomplishment of geodetic and cartographic works, and also implementation of geodetic and cartographic materials and the data got as a result of carrying out the specified job or space shootings within competence;

30) the organization and carrying out the state control of display of Frontier of the Republic of Kazakhstan on cartographic materials;

30-1) ensuring carrying out research, developmental works and implementation of modern technologies;

31) participation in implementation of international cooperation within the competence;

32) accomplishment of obligations according to the international treaties signed on behalf of the Republic of Kazakhstan;

33) implementation of other powers provided by the Law of the Republic of Kazakhstan "About geodesy, cartography and space data", other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

Chapter 3. The status and powers of the Chairman of Committee under the organization of its activities

16. Management of Committee is performed of the Chairman who bears the personal responsibility for accomplishment of the tasks assigned to Committee and implementation of the functions by it.

17. The chairman of Committee is appointed to position and dismissed according to the legislation of the Republic of Kazakhstan.

18. The chairman of Committee has the deputy who is appointed to position and is dismissed according to the legislation of the Republic of Kazakhstan.

19. Powers of the Chairman of Committee:

1) determines obligations and powers of heads of structural divisions of Committee;

2) is approved by regulations on structural divisions of Committee;

3) concerning the competence issues orders;

4) is represented by Committee in state bodies, other organizations;

5) organizes preparation and initiation of offers, and also implementation of measures for development of industry of geodesy and cartography;

6) is controlled by observance of performing and labor discipline;

7) following the results of public procurements signs acts of the performed works;

8) appoints to positions and dismisses employees of Committee except for workers whose questions of employment relationships are carried to competence of higher state bodies and officials;

9) resolves issues of sending, provision of leaves, rendering financial support, encouragement, payment of allowances and awarding of employees of Committee;

10) resolves issues of disciplinary responsibility of employees of Committee except for workers whose questions of employment relationships are carried to competence of higher state bodies and officials;

Develops 11) and submits for approval to management of the Ministry the annual work plan of Committee and the annual report on result of its activities;

12) provides preparation of the budget request of Committee, submission of the budget request to the Chief of staff of the Ministry who submits it to the Minister for introduction of its Republican budget commission, and also accomplishment of other procedures of budget process;

13) provides plan development of financing of Committee and submits for approval to the Chief of staff of the Ministry;

14) will organize project development of regulatory legal acts within competence of Committee;

15) makes decisions on other questions, carried to its competence;

16) appoints heads of the subordinated organization in the procedure established by the legislation;

17) within the competence takes the measures directed to anti-corruption in Committee and bears the personal responsibility;

18) performs other powers assigned by the legislation of the Republic of Kazakhstan.

Execution of powers of the Chairman of Committee in the period of its absence is performed by person replacing it according to the current legislation.

20. The chairman determines powers of the deputy according to the current legislation.

Chapter 4. Property of Committee

21. The committee can have on the right of operational management the isolated property in cases, stipulated by the legislation.

The property of Committee is created at the expense of the property given it by the owner and also the property (including cash incomes) acquired as a result of own activities and other sources which are not prohibited by the legislation of the Republic of Kazakhstan.

22. The property assigned to Committee belongs to republican property.

23. The committee has no right to alienate independently or to dispose otherwise of the property assigned to it and the property acquired at the expense of the means issued to it according to the plan of financing if other is not established by the legislation.

Chapter 5. Reorganization and abolition of Committee

24. Reorganization and abolition of Committee are performed according to the legislation of the Republic of Kazakhstan.
