About modification of the order of the Government of the Kyrgyz Republic "About approval of Traffic regulations and Basic provisions according to the admission of vehicles to operation and obligations of officials on traffic safety" of August 4, 1999 No. 421

For the purpose of introduction of new regulations and identification marks in the field of safety and regulation of traffic, exception of accomplishment by the staff of divisions of authorized state body in the field of safety of traffic of law-enforcement body of the Kyrgyz Republic of functions unusual for them, according to articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:

1. Bring in the order of the Government of the Kyrgyz Republic "About approval of Traffic regulations and Basic provisions according to the admission of vehicles to operation and obligations of officials on traffic safety" of August 4, 1999 No. 421 the following changes:

in the text in state language:

- state the name in the following edition:

"Jol кыймылынын эрежелерин Jean Transport каражаттарын paydalanuuga уруксат to beru of boyunch of negizga to Jean Jol's zhobolord кыймылынын коопсуздугун камсыздоо boyuncha кызмат адамдарынын милдеттерин to bekitu жонундо";

- in Item 1.1 in the text in state language of the word "Zholdo to Zhuru" shall be replaced with words "Zhol кыймылынын";

- state Item 2.1.1 in the following edition:

"2.1.1. Stop the vehicle and upon the demand of the staff of authorized body in the field of internal affairs on safety of traffic to transfer to them for check:

- car driver license;

- registration documents on the vehicle;

- the route sheet and documents on the transported load in the cases established by the law;

- the accreditation card issued by authorized state body in the field of foreign affairs in case of road traffic offense by the staff of diplomatic representations, consular establishments of foreign states, and also representative offices of the international organizations and other representations equated to them accredited in the Kyrgyz Republic.

To have and transfer in the cases which are directly provided by the current legislation for check to employees of authorized state body in the field of regulation and control of activities on road transport the license and documents provided by rules of transportations of passengers and loads.";

- the paragraph one of Item 8.5 to state in the following edition:

"8.5. - add Section 22 with Item 22.9 of the following content:

"22.9. It is forbidden to transport children aged up to 12 years:

- on back seat of the motorcycle;

- in body of the cargo vehicle with onboard platform;

- on front seat of the car in the absence of the special children's holding device corresponding to growth and the child's weight.

Installation of the children's holding devices and accommodation of children in them shall be performed according to requirements of the operation manual on vehicles and the holding devices.";

- to state appendices 1 and 2 to the Traffic regulations approved by the above-stated resolution in edition according to appendix to this resolution;

2) in Basic provisions according to the admission of vehicles to operation and obligations of the officials on safety of traffic approved by the above-stated resolution:

to state the name in the text in state language in the following edition:

- "Transport каражаттарын paydalanuuga уруксат to beru of boyunch of negizga Jean Jol's zhobolor кыймылынын коопсуздугун камсыздоо boyuncha кызмат адамдарынын mildetter";

in Item 1 of the word "5 days" shall be replaced with words "10 working days";

in Item 8:
