About approval of the Method of forming and calculation of statistics according to the statistics foreign trade in goods

Based on subitem 8.10 of Item 8 of the Regulations on National Statistical Committee of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of August 26, 2008 No. 445, National Statistical Committee of the Republic of Belarus DECIDES:

1. Approve the Method of forming and calculation of statistics according to the statistics of foreign trade in goods it (is applied) and to enact it, since forming and calculation of statistics according to the statistics of foreign trade in goods for 2019.

2. Recognize to invalid:

the resolution of National Statistical Committee of the Republic of Belarus of May 7, 2013 No. 27 "About approval of the Method of forming of statistics on foreign trade in goods of the Republic of Belarus";

the resolution of National Statistical Committee of the Republic of Belarus of December 9, 2014 No. 225 "About modification and amendments in the Method of forming of statistics of foreign trade in goods of the Republic of Belarus";

the resolution of National Statistical Committee of the Republic of Belarus of December 28, 2015 No. 213 "About modification and amendments in the Method of forming of statistics of foreign trade in goods of the Republic of Belarus".

3. This resolution becomes effective after its official publication.

Method of forming and calculation of statistics according to the statistics foreign trade in goods

Chapter 1. General provisions

1. This Technique determines procedure for forming by National Statistical Committee (further - Belstat) the statistics according to the statistics foreign trade in goods characterizing export and commodity import of the Republic of Belarus in quantitative and value term and calculation of indexes of average prices and physical export volume and commodity import.

This Technique is based on rules of maintaining foreign trade statistics goods which contain in provisions of publications of United Nations Statistical division "Statistics of international trade in goods: concepts and determinations, 2010", "Statistics of international trade in goods: Management for originators, the first reviewed edition (CMTT 2010-PC)", Methodologies of maintaining statistics of mutual trade in goods of state members of the Eurasian Economic Union and Methodology of maintaining customs statistics of foreign trade in goods of the state members of the Eurasian Economic Union approved by the Decision of Board of the Eurasian economic commission of December 25, 2018 No. 210.

Calculation of indexes of average prices and physical export volume and commodity import is based on Recommendations of statistical service of the European Union "Calculation of indexes of average prices based on data on foreign trade (appendix TREND)" and Methodical recommendations about calculation of indexes of foreign trade in goods of Interstate statistical committee Commonwealths of Independent States.

2. Forming and calculation of statistics according to the statistics of foreign trade in goods is perfromed:

monthly in months and the periods since the beginning of accounting year - no later than for the 20th day of the second month following the accounting period;

annually for accounting year - no later than February 20 (preliminary data) and no later than June 30 (final data).

3. The statistics according to the statistics foreign trade in goods characterizing export and commodity import of the Republic of Belarus in quantitative and value term are created on goods and on the enlarged groups of goods, over the countries and groups of the countries, on areas and the city of Minsk, the cities of regional subordination and areas, on state bodies, by types of economic activity, on groups of the organizations depending on the number of hired employees, in forms (types) of property.

Calculation of indexes of average prices and physical export volume and commodity import is performed across the Republic of Belarus in general, on foreign trade with countries of the Commonwealth of Independent States (further – the CIS), with state members of the Eurasian Economic Union (further – EEU), with the Russian Federation, with other CIS countries (except the Russian Federation), with the countries which are not entering the CIS with the countries of the European Union, and also on areas and the city of Minsk and on the enlarged groups of goods.

4. In this Technique terms and their determinations in the values established by the Customs code of the Eurasian Economic Union and also the following terms and their determinations are used:

foreign trade in goods - foreign trade in goods of the Republic of Belarus with the states which are not members of EEU and mutual trade in goods of the Republic of Belarus with state members of EEU;

commodity import - import to the territory of the Republic of Belarus of goods which are added to inventories of material resources of the state;

the country of destination of goods - the state in the territory of which the goods will be consumed, used, exposed to conversion, or the state to which territory the goods, data on which are specified in transport (consignment, transportation) or other documents confirming movement of goods from the territory of one state on the territory of other state, move;

the country of departure of goods - the state from which territory the goods, data on which are specified in transport (consignment, transportation) or other documents confirming movement of goods from the territory of one state on the territory of other state, were sent;

the country of goods' origin - the state determined according to the rules of determination of origin of the imported (exported) goods established according to the Agreement on the Eurasian Economic Union of May 29, 2014;

goods - any personal estate which is subject of the transaction according to which it moves from the territory of the Republic of Belarus to the territory of other state or back;

commodity export - export from the territory of the Republic of Belarus of goods which reduce inventories of material resources of the state.
