About approval of Instructions on filling in forms of the state statistical observations of statistics on work

Based on subitem 8.10 of Item 8 of the Regulations on National Statistical Committee of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of August 26, 2008 No. 445, National Statistical Committee of the Republic of Belarus DECIDES:

1. Approve Instructions on filling in forms of the state statistical observations of statistics on work (are applied) and to enact them since the state statistical observations for February, 2020.

2. Recognize to invalid:

the resolution of the Ministry of statistics and the analysis of the Republic of Belarus of July 29, 2008 No. 92 "About approval of Instructions on filling in forms of the state statistical observations of statistics on work";

the resolution of National Statistical Committee of the Republic of Belarus of July 14, 2010 No. 118 "About modification of Instructions on filling in forms of the state statistical observations of statistics on work";

the resolution of National Statistical Committee of the Republic of Belarus of July 29, 2011 No. 198 "About entering of amendments and changes into Instructions on filling in forms of the state statistical observations of statistics on work";

the resolution of National Statistical Committee of the Republic of Belarus of May 8, 2014 No. 41 "About modification of Instructions on filling in forms of the state statistical observations of statistics on work";

the resolution of National Statistical Committee of the Republic of Belarus of July 1, 2014 No. 76 "About modification and amendments in Instructions on filling in forms of the state statistical observations of statistics on work";

the resolution of National Statistical Committee of the Republic of Belarus of August 13, 2015 No. 92 "About modification of Instructions on filling in forms of the state statistical observations of statistics on work";

the resolution of National Statistical Committee of the Republic of Belarus of November 11, 2016 No. 171 "About modification of Instructions on filling in forms of the state statistical observations of statistics on work".

3. This resolution becomes effective after its official publication.

Instructions for filling in forms of the state statistical observations of statistics on work

Chapter 1. General provisions

1. These Instructions are intended for filling with respondents - legal entities, their separate divisions having separate balance (further, unless otherwise specified, - the organizations) in forms of the state statistical observations of statistics (further - indicator) about number working in the organization, movement of workers, use of calendar fund of time, salary fund and the average salary of the workers, other payments and expenses which are not reflected in structure of salary fund.

2. In forms of the state statistical observations indicators on work are filled for calendar period of time.

Chapter 2. Number working in the organizations

3. In forms of the state statistical observations the following indicators of number working in the organization are filled:

payroll number of workers for date;

payroll number of workers on average for the period;

average number of workers;

average number of external part-time employees;

the average number of the citizens performing works on civil agreements.

Indicators of number of the state statistical observations working in forms are reflected in integers. In some cases they can be reflected with one sign after comma if it is established in forms of the state statistical observations and (or) instructions for their filling.

4. For the purposes of the state statistical observations payroll number of workers (payroll) of the organization joins the workers working according to the employment contract (contract) and performing permanent, temporary or seasonal work one day and more. Payroll number joins workers:

4.1. actually been for work, including workers who did not work because of idle time;

4.2. employed according to the employment contract with preliminary testing;

4.3. employed on the working conditions with part-time (accepted on incomplete rate) according to the employment contract (contract) except for accepted in combination. In payroll number the specified workers are considered for each calendar day, including the non-working days of week established for them in case of employment as the whole units, in the average number of workers they are considered according to subitem 10.4 of Item of 10 these Instructions.

To employed on working conditions with part-time (part-time or part-time working week) separate employee categories to which according to the legislation the reduced duration of working hours is established, in particular do not belong: the workers occupied at works with harmful and (or) dangerous working conditions; workers are younger than eighteen years; disabled people of I and II groups; other employee categories (teachers, doctors and others);

4.4. sent to official journeys, including the workers sent to official journeys abroad;

4.5. signed the employment contract with the employer:

about performance of work at home personal labor with use of own materials, the equipment, tools, mechanisms, devices either allocated by the employer or acquired at the expense of means of the employer (workers-home-workers);

about accomplishment of remote work.

In payroll and average number the workers-home-workers and workers performing remote work are considered for each calendar day as the whole units;

4.6. accepted for the period of fulfillment of duties of temporarily absent worker;

4.7. temporarily attracted for work from other organizations if behind them the salary in the place of the main work does not remain;

4.8. the educations studying in organizations, other organizations which according to the legislation are granted the right to perform educational activities (further if other is not determined - organizations of education), working in the organizations during passing of work practice if they are employed according to the employment contract (contract) and the salary receive directly in the organization;

4.9. registered in bodies for work, employment and social protection as the unemployed, employed in the direction of the specified bodies for acquisition of experience of practical work on the received profession, specialty (the direction of specialty, specialization), qualifications.

5. Payroll number joins also the workers who were temporarily absent from work:

5.1. not been for work which absences are drawn up by leaves of disability or certificates of temporary disability (during the entire period of disability before appearance at work or before dismissal);

5.2. not been for work in connection with accomplishment of the state or public duties; directed to disaster recovery; prevention of accidents;

5.3. in case of temporary transfer on agricultural and other works, for work in other organization if behind them the salary in the place of their main work remains;

5.4. being on labor vacation;

5.5. being on vacation non-paid for the home reasons, for work on the thesis, writing of textbooks and on other reasonable excuses, provided by agreement between the worker and the employer;

5.6. being on leaves granted at the initiative of the employer;

5.7. being on maternity leaves, on child care before achievement of age by it three years;

5.8. being on short-term vacation non-paid which the employer shall provide to the worker;

5.9. the taking place advanced training, retraining, professional training and training if behind them average earnings or the salary remain;

5.10. the educations which are on vacation in connection with education in organizations according to the legislation on work, and also by provision of day, free from work, in connection with education;

5.11. being on vacation for passing of entrance tests in case of acceptance in organizations of education for receipt of secondary vocational, higher and postgraduate education;

5.12. the organizations which did not be for work in connection with the day off according to the working schedule, and also in day of the rest provided for work in overtime or in the day off;

5.13. not been for work in day of the rest provided for work on the public holiday, holiday established and announced by the President of the Republic of Belarus non-working (further - non-working holiday);

5.14. participating in strikes;

5.15. the made absences subjected to administrative detention;

5.16. the vessels which are under examination before adjudgement.

In case of the introduction in legal force of the court verdict by which the worker is condemned to the punishment excluding further work it is excluded from payroll number from the first day of absence from work;

5.17. discharged by the employer of work upon the demand of authorized state bodies in cases, stipulated by the legislation, and other cases when the employer (has the right) not to allow to work (to discharge of work) in the corresponding day (change) of the worker;

5.18. for the unspecified reasons.

After clarification of absence reasons in case of need payroll number can be counted (for example if the death of the worker was absence reason).

6. Do not join in payroll number:

6.1. the workers performing paid work in free from the main work at another (others) the employer (employers) time on the terms of other employment contract (further - external part-time employees).
