About measures for implementation of the Presidential decree of the Russian Federation of June 24, 2019 No. 290 "About modification of some Presidential decrees of the Russian Federation"

1. Approve enclosed:

Rules of implementation of transit international motor transportations and transit international rail haulings through the territory of the Russian Federation to the third countries of separate types of agricultural products, raw materials and food which country of source is the state which made the decision on imposition of economic sanctions on the Russian legal and (or) physical persons or joined such decision and separate types of goods country of source or the country of departure of which is Ukraine or which move through the territory of Ukraine, and also imposing (removal) and application of means of identification (seals) functioning on the basis of technology of the GLONASS global navigation satellite system, when implementing of the specified motor transportations and rail haulings;

Rules of issue of accounting coupons to the transport drivers performing transit international motor transportations through the territory of the Russian Federation to the third countries of separate types of agricultural products, raw materials and food which country of source is the state which made the decision on imposition of economic sanctions on the Russian legal and (or) physical persons or joined such decision and separate types of goods country of source or the country of departure of which Ukraine or which move through the territory of Ukraine, and also delivery of accounting coupons is;

requirements to means of identification (seals) which are functioning on the basis of technology of the GLONASS global navigation satellite system, subject to application when implementing transit international motor transportations and transit international rail haulings through the territory of the Russian Federation to the third countries of separate types of agricultural products, raw materials and food which country of source is the state which made the decision on imposition of economic sanctions on the Russian legal and (or) physical persons or joined such decision and separate types of goods country of source or the country of departure of which Ukraine or which move through the territory of Ukraine is;

the list of check points through frontier of the Russian Federation, stationary and portable checkpoints and the checkpoints located at railway stations which are used when implementing transit international motor transportations and transit international rail haulings through the territory of the Russian Federation to the third countries of separate types of agricultural products, raw materials and food which country of source is the state which made the decision on imposition of economic sanctions on the Russian legal and (or) physical persons or joined such decision and separate types of goods country of source or the country of departure of which is Ukraine or which move through the territory of Ukraine;

changes which are made to acts of the Government of the Russian Federation.

2. Provide to the Ministry of Transport of the Russian Federation creation and operation of the control system providing application of means of identification (seals) functioning on the basis of technology of the GLONASS global navigation satellite system and its interaction with information system of the Federal Customs Service in case of implementation of this resolution.

3. Determine the Ministry of Transport of the Russian Federation the body performing functions on certification of systems of collection, the processing, transfer and storage of information including the means of identification (seal) functioning on the basis of technology of the GLONASS global navigation satellite system, according to the procedure, the established Rules of obligatory certification of technical means of ensuring transport safety approved by the order of the Government of the Russian Federation of September 26, 2016 No. 969 "About approval of requirements to functional properties of technical means of ensuring transport safety and Rules of obligatory certification of technical means of ensuring transport safety".

4. Information exchange of the Federal Customs Service with the organizations authorized by the Ministry of Transport of the Russian Federation to perform activities for imposing (removal) of electronic navigation seals (further - operators of sealing), in case of implementation of this resolution it is performed with use of information system of the national operator providing tracking of transportations of subjects to tracking with use of navigation seals who is authorized by the Government of the Russian Federation on interaction with monitoring bodies of the Russian Federation and authorized operators (bodies) of other state members of the Eurasian Economic Union within implementation of the Agreement on application in the Eurasian Economic Union of navigation seals for the tracking of transportations signed in Moscow on April 19, 2022.

5. To the Ministry of Transport of the Russian Federation to approve:
