About introduction of amendments to some acts of the Government of the Russian Federation concerning enhancement of the organization of accounting of electrical energy

1. Approve the enclosed changes which are made to acts of the Government of the Russian Federation concerning enhancement of the organization of accounting of electrical energy.

2. To the Ministry of Construction and Housing and Communal Services of the Russian Federation in 3-month time to bring the regulatory legal acts into accord with this resolution.

3. To the Ministry of Economic Development of the Russian Federation together with the Ministry of Construction and Housing and Communal Services of the Russian Federation till January 1, 2021 to approve methodical recommendations about reduction in compliance with the Federal Law "About Modification of Separate Legal Acts of the Russian Federation in connection with Development of Systems of Accounting of Electrical Energy (Capacity) in the Russian Federation" and this resolution of regional and municipal programs in the field of energy saving and increase in energy efficiency regarding determination of the guaranteeing suppliers and the network organizations as executives in charge of actions for equipment by metering devices of electrical energy of apartment houses and apartment houses.

4. To provide to the Ministry of Energy of the Russian Federation, the Ministry of Construction and Housing and Communal Services of the Russian Federation, the Ministry of Economic Development of the Russian Federation and Federal Antimonopoly Service carrying out monitoring of implementation of this resolution and on its results to report in the Government of the Russian Federation till July 1, 2021.

5. Declare invalid the paragraph of the sixth of the subitem 20 of Item of 3 changes which are made to acts of the Government of the Russian Federation concerning provision of utilities and the content of common property in the apartment house approved by the order of the Government of the Russian Federation of December 26, 2016 No. 1498 "About questions of provision of utilities and contents of common property in the apartment house" (The Russian Federation Code, 2017, No. 2, the Art. 338).

6. This resolution becomes effective since July 1, 2020.

In Rules of non-discriminatory access to services in transfer of electrical energy and rendering these services approved by the order of the Government of the Russian Federation of December 27, 2004 No. 861 "About approval of Rules of non-discriminatory access to services in transfer of electrical energy and rendering these services, Rules of non-discriminatory access to services in supervisory control in power industry and rendering these services, Rules of non-discriminatory access to services of Trading System Administrator of the wholesale market and rendering these services and Rules of technological connection of power receiving devices of consumers of electrical energy, facilities for production of electrical energy, and also the objects of electric grid economy belonging to the network organizations and other persons to power networks" (The Russian Federation Code, 2004, No. 52, Art. 5525; 2012, No. 23, Art. 3008; 2013, No. 32, Art. 4309; 2014, No. 32, the Art. 4513), Item 15 (to add 1) with the paragraph of the following content:
