About measures for radical enhancement of system of financing of activities of judicial authorities

In recent years in the country the reforms aimed at providing independence of judicial authority, legal proceedings enhancement, strengthening of guarantees of judicial protection of the rights, freedoms and legitimate interests of citizens, and also subjects of entrepreneurship are performed.

At the same time now more than 70 percent of expenses on compensation of judges, workers of the office of courts and bodies of judicial community are made by fund of development of judicial bodies. This procedure does not conform to international standards of ensuring authentic independence of judges and does not give opportunity of forming of strong material and technical resources of judicial system according to modern requirements.

For the purpose of radical enhancement of system of financing of activities of judicial authorities and strengthening of social protection of judges, and also ensuring execution of the Presidential decree of the Republic of Uzbekistan of July 24, 2020 No. UP-6034 "About Additional Measures for Further Enhancement of Activity of the Courts and Increase in Efficiency of Justice":

1. Establish procedure according to which since 2021 financing of the salary and additional payments to judges and workers of the Constitutional court, the Supreme judicial council, Supreme Court of the Republic of Uzbekistan, subordinate courts, Academies of justice and their device, to employees of Department on ensuring activity of the courts under the Supreme Court and its territorial departments is performed completely at the expense of means of the Government budget of the Republic of Uzbekistan.

At the same time, the following payments till October 1, 2021 are made by fund of development of judicial bodies, since October 1, 2021 - at the expense of means of the republican budget of the Republic of Uzbekistan:

length-of-service allowances - to judges of courts, the Supreme judicial council and workers of their device, employees of Department on ensuring activity of the courts under the Supreme Court and its territorial departments;
