About approval of General provisions of safety of removal from operation of nuclear installations

According to articles 8 and 24 of the Law of Ukraine "About use of nuclear energy and radiation safety", I ORDER to the subitem 7 of item 4 of the Regulations on the State inspection of the nuclear regulation of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of August 20, 2014 No. 363,:

1. Approve General provisions of safety of removal from operation of nuclear installations which are attached.

2. Declare invalid the order of the Ministry of protection of the surrounding environment and nuclear safety of Ukraine of January 9, 1998 No. 2 "About approval of General provisions of safety in case of removal from operation of nuclear power plants and research nuclear reactors", registered in the Ministry of Justice of Ukraine on January 23, 1998 for No. 47/2487.

3. To management to ensure safety of the treatment of radioactive waste (Yuli Novikov) submission of this order on state registration in the Ministry of Justice of Ukraine in accordance with the established procedure.

4. This order becomes effective from the date of its official publication.

5. I reserve control of execution of this order.

General provisions of safety of removal from operation of nuclear installations

I. General provisions

1. These General provisions establish the purposes and the main requirements of ensuring nuclear and radiation safety when implementing activities for planning, preparation, implementation and completion of removal from operation of nuclear installations.

2. These General provisions are obligatory for the operating organizations of nuclear installations.

3. These General provisions are applied in full to nuclear installations which projects of removal from operation are not approved in accordance with the established procedure on the date of entry into force of these General provisions.

Amounts and terms of implementation of these General provisions concerning removal from operation of nuclear installations which projects of removal from operation on the date of entry into force of these provisions were approved in accordance with the established procedure are proved by the operating organization and are approved by Gosatomregulirovany.

4. Activities for removal from operation of nuclear installations are subject to environmental impact assessment according to requirements of the Law of Ukraine "About environmental impact assessment".

5. In these General provisions terms are used in such values:

the database for removal from operation - set of the documented and arranged data on operation of nuclear installation, engineering and radiation inspections, results of the researches, project data necessary for planning and work on removal from operation of nuclear installation, and also about results of performance of works at all stages of removal from operation of nuclear installation;

the differentiated approach - dependence of amounts and content of measures for safety on degree of danger and characteristics of nuclear installation, and also work types or transactions which are carried out on nuclear installation;

operational limits - parameter values, systems characterizing condition and the equipment (elements) which are operated during removal from operation of nuclear installation, installed in operational documentation for systems and the equipment (elements);

removal from operation of nuclear installation - stage of lifecycle of nuclear installation which begins after completion of stage of the termination of operation of nuclear installation and during which full or limited relief of the platform of nuclear installation from the regulating control is reached;

the concept of removal from operation of nuclear installation - the document in which the systematized complex of the main measures for the termination of operation and to removal from operation of nuclear installation, terms of accomplishment of the termination of operation and removal from operation of nuclear installation, the main criteria of end state of the platform of nuclear installation after completion of each stage of removal from operation of nuclear installation is determined;

the strategy of removal from operation - the document in which on the basis of comparative analysis the option of removal from operation of nuclear installation is chosen;

safety conditions of nuclear installation - condition on quantity, characteristics of working capacity, rules of maintenance, repair of systems and the equipment (elements) important for safety, at stage of removal from operation in case of which observance of limits of safety of nuclear installation is provided.
