Article 1. Make changes and additions to the following legal acts of the Republic of Kazakhstan:

"the medical organizations" to add Item 2 of article 209 after words with words ", the medical organizations, hundred percent of voting shares (shares in the authorized capital) which belong to the state, and also in the medical organizations "Nazarbayev University".

Rotation of the first heads of the state organizations of education who are disabled people, pregnant women, parents (guardians) the having many children, single parents who are bringing up the child aged up to fourteen years have (are guardians) the handicapped children including adopted (adopted) or dependent on which there are aged parents, connected with moving to other area, it is allowed only in their consent.".

In the Law of the Republic of Kazakhstan of February 18, 2011 "About science" (Sheets of Parliament of the Republic of Kazakhstan, 2011, No. 4, Art. 36; 2013, No. 15, Art. 82; 2014, No. 1, Art. 4; No. 9-І, 19-II, Art. 96; 2015, No. 20-VII, Art. 119; No. 21-III, Art. 135; 2018, No. 15, Art. 47; No. 22, Art. 83; 2019, No. 5-6, of Art. 27; Art. No. 19-20, 86):

10) after the word "received" to add the subitem with words by "proper scientific methods and means";

Article 5 to add 5) with subitem 4-6) of the following content:

"3. The main objectives of the Highest scientific and technical commission are:

3) consideration of offers of national scientific councils;

4) determination and distribution in the priority directions of development of science of the amounts of financing from the government budget on scientific and (or) scientific and technical activities, except for the scientific, scientific and technical projects and programs created within the state defense order and also determination of the amounts of financing of commercialization of results of scientific and (or) scientific and technical activities.";

9) in Article 19:

in Item 1 of the word "in the directions of development of scientific and (or) scientific and technical activities" shall be replaced with words ", created in the directions of science";

in Item 2:

5) to state the subitem in the following edition:

10) in Article 20:

in Item 1 of the word "and innovative projects and programs" shall be replaced with words "projects and programs, and also projects of commercialization of results of scientific and (or) scientific and technical activities";

in Item 2:

subitems 1) to state 2), 3), 4) and 5) in the following edition:

5) implementation of monitoring of implementation of scientific, scientific and technical projects and programs, projects of commercialization of results of scientific and (or) scientific and technical activities at stages of their accomplishment and completion and the direction of its results in national scientific councils;";

in the subitem shall be replaced with words the words "and innovative projects and programs" "projects and programs, and also projects of commercialization of results of scientific and (or) scientific and technical activities";

3) of Item 3 to exclude the subitem;

11) in Article 21:

in Item 1 of the word "and innovative projects and programs" shall be replaced with words "projects and programs, and also projects of commercialization of results of scientific and (or) scientific and technical activities";

The state scientific and technical examination of scientific, scientific and technical projects and programs, and also projects of commercialization of the results of scientific and (or) scientific and technical activities which are subject to financing from the government budget is carried out by competent Kazakhstan and foreign experts whose main objectives is the expert evaluation of objects, taking into account scientific novelty, the offered scientific and technical level, relevance, prospects, degree of readiness of scientific, scientific and technical projects and programs, and also projects of commercialization of results of scientific and (or) scientific and technical activities and economic justification of the required amount of financing.

Selection of the Kazakhstan and foreign experts is made on the basis of scientometric indicators according to their specialization and features of scientific, scientific and technical projects and programs, and also projects of commercialization of results of scientific and (or) scientific and technical activities.";

the second Item 3 to exclude part;

in item 4 of the word "and innovative projects and programs" shall be replaced with words "projects and programs, and also projects of commercialization of results of scientific and (or) scientific and technical activities";

12) in Article 24:

in Item 3 of the word "rather basic, grant and program target financing of scientific and (or) scientific and technical activities" shall be replaced with words "rules basic and program target financing of scientific and (or) scientific and technical activities, and also grant financing of scientific and (or) scientific and technical activities and commercialization of results of scientific and (or) scientific and technical activities";

state item 4 in the following edition:

"4. The contract for implementation of scientific, scientific and technical projects and programs consists between the accredited subject of scientific and (or) scientific and technical activities or the autonomous organization of education by both its organization and authorized body or industry authorized body or legal entities determined by the Government of the Republic of Kazakhstan financing scientific and (or) scientific and technical activities for all term of their realization, but no more than for three years.";

13) in Article 26:

in Item 3:

replace the words "has the right to take part" with the word "participate";

add with part two of the following content:

"Tender on grant financing of projects of commercialization of results of scientific and (or) scientific and technical activities is performed according to the Law of the Republic of Kazakhstan "About commercialization of results of scientific and (or) scientific and technical activities", rules basic and program target financing of scientific and (or) scientific and technical activities, and also grant financing of scientific and (or) scientific and technical activities and commercialization of results of scientific and (or) scientific and technical activities.";

and 5 to state items 4 in the following edition:

"4. Tender on grant financing appears authorized body or industry authorized body and the announcement is subject to placement on Internet resource of the authorized body or industry authorized body which announced competition.

5. Applications for participation in grant financing are submitted by accredited subjects of scientific and (or) scientific and technical activities, and also the autonomous organizations of education and their organizations to the authorized body or industry authorized body which announced competition.";

add with Item 5-1 of the following content:

"5-1. The submitted applications go the authorized body or industry authorized body which announced competition to the National center of the state scientific and technical examination for consideration by the relevant national scientific council.

The list of the requests considered by national scientific councils, except for requests in the field of homeland security and defense is subject to placement on Internet resource of the National center of the state scientific and technical examination.";

in Item 7 of the word "the other person (body) authorized by the Government of the Republic of Kazakhstan on implementation of financing of scientific and (or) scientific and technical activities" shall be replaced with words "the legal entities determined by the Government of the Republic of Kazakhstan, financing scientific and (or) scientific and technical activities, and also commercialization of results of scientific and (or) scientific and technical activities";

14) in Article 27:

state Item 1 in the following edition:

"1. Program target financing is allocated for carrying out strategic scientific research for the purpose of the solution of strategically important national objectives, including national scientific and technical tasks, and performed on competitive basis or according to the decision of the Government of the Republic of Kazakhstan out of competitive procedures.";

in Item 2 of the word "has the right to take part" to replace with the word "participate";

state Items 3 and 4 in the following edition:

"3. Tender on program target financing according to the scientific, scientific and technical program appears authorized body or industry authorized body and the announcement is subject to placement on Internet resource of the authorized body or industry authorized body which announced competition.

4. Applications for participation in program target financing are submitted by accredited subjects of scientific and (or) scientific and technical activities, and also the autonomous organizations of education and their organizations to the authorized body or industry authorized body which announced competition.

The submitted applications go the authorized body or industry authorized body which announced competition to the National center of the state scientific and technical examination for consideration by the relevant national scientific council.

The list of the requests considered by national scientific councils, except for requests in the field of homeland security and defense is subject to placement on Internet resource of the National center of the state scientific and technical examination.";

in Item 8 of the word "the other person (body) authorized by the Government of the Republic of Kazakhstan on implementation of financing of scientific and (or) scientific and technical activities" shall be replaced with words "the legal entities determined by the Government of the Republic of Kazakhstan, financing scientific and (or) scientific and technical activities";
