1. Bring in the order of the Minister of information and communications of the Republic of Kazakhstan of February 28, 2017 No. 75 "About approval of Rules of placement of the state order on carrying out the state information policy at the republican level" (it is registered in the Register of state registration of regulatory legal acts at No. 14886), the following changes:

The rules of placement of the state order on carrying out the state information policy at the republican level approved by the specified order to be reworded as follows according to appendix to this order.

2. To provide to committee of information of the Ministry of information and social development of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of information and social development of the Republic of Kazakhstan;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of information and social development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the supervising vice-minister of information and social development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of placement of the state order on carrying out the state information policy at the republican and regional levels

Chapter 1. General provisions

1. These rules of placement of the state order on carrying out the state information policy at the republican and regional levels (further - Rules) are developed according to subitem 7-1) of article 4-3 of the Law of the Republic of Kazakhstan "About mass media" (further - the Law) and determine procedure for placement of the state order by carrying out the state information policy at the republican and regional levels.

2. In these rules the following concepts are used:

1) the organizer of placement of the state order on carrying out the state information policy at the republican level (further - the organizer at the republican level) - department of authorized body in the field of information;

2) authorized body in the field of mass media (further - authorized body) - the state body performing state regulation in the field of mass media;

3) the state order on carrying out the state information policy - the order for rendering services at the expense of means republican and local budgets for carrying out the state information policy;

4) local executive body of area, the cities of republican value and the capital (further - local executive body) - the collegiate executive body headed by the akim of area, city of republican value and the capital, area (city of regional value) exercising local public administration within the competence;

5) the applicant - the physical person performing business activity or the legal entity who submitted the application for accomplishment of the state order on carrying out the state information policy;

6) synopsis - the statement of contents of the project (within one page) reflecting his original intention and moral substance, and also compliance to the thematic direction (ideological task) and to classroom indicators of the applicant.

Chapter 2. Procedure for placement of the state order on carrying out the state information policy at the republican level

3. The state order on carrying out the state information policy at the republican level (further - the republican order) is provided to the following types of subjects:

1) to periodic printing editions;

2) TV, to radio channels;

3) to Internet resources.

4. The authorized body creates the Republican commission on questions of the state information policy (further - the Republican commission) which activities are performed according to the provision approved according to Item 3 of article 4-6 of the Law.

5. The republican commission annually, till December 10 approves the list of the thematic directions of the state information policy at the republican level the forthcoming calendar year, taking into account the priority directions of the state information policy of the Republic of Kazakhstan based on the offers provided by the organizer at the republican level.

6. The republican commission within calendar year, taking into account the priority directions of the state information policy of the Republic of Kazakhstan makes corresponding changes to the list of the thematic directions of the state information policy at the republican level.

7. The organizer at the republican level places on Internet resource of authorized body the information message about carrying out placement of the republican order in form, according to appendix 1 to these rules, with appendix of the thematic directions of the state information policy at the republican level, and amounts at least in sixteen calendar days prior to day of its carrying out.

8. For participation in the republican order the applicant within fifteen calendar days from the next day of placement of the information message submits the request in form according to appendix 2 to these rules (further - the request), and also the list of documents according to appendix 3 to these rules.

9. The documents directed to participation in the republican order without request are not considered.

The envelope with the application for participation in the republican order provided after the expiration of fixed term is not opened. If on envelope with the request information on the given her face, and also the postal address is specified, this request returns the organizer at the republican level to the applicant.

The envelope with the application for participation in the republican order provided without specifying of full name and the postal address of the applicant is not opened, and is subject to storage within calendar year.

10. During the term established in the information message, the organizer at the republican level accepts envelopes with requests. The envelopes with requests which are drawn up with violation of the requirements established in appendix 1 to these rules return to applicants no later than one working day from the date of obtaining.

11. The organizer at the republican level:

1) is checked by availability on envelopes with applications for participation of the data provided in appendix 1 to these rules;

2) accepts the drawn-up envelopes with applications for participation according to the requirements established in appendix 1 to these rules;

3) is provided by return of the application for participation, in case of its response before the expiration of final term of submission of applications for participation in the republican order.

12. Before the order taking expiration, the accepted requests can be withdrawn in writing. The notification on withdrawal of the application for participation in the republican order is drawn up in the form of any application addressed to the organizer at the republican level signed by the applicant and under seal (in case of its availability).

13. The withdrawal of the application for participation in the republican order after the expiration of their representation is not allowed.

14. In case of receipt of envelopes with requests in time and the place specified in the information message about carrying out order placement, the Republican commission opens envelopes with requests and draws up the protocol of opening.

15. The protocol of opening of envelopes with applications for participation is signed at meeting by the chairman and the present members of the Republican commission.

16. Representation of incomplete document package according to the list provided by appendix 3 to these rules is the basis for not the admission in their consideration by the Republican commission.
