In pursuance of the Laws of the Kyrgyz Republic of April 30, 2003 No. 91 "About medicines" and of May 22, 1998 No. 66 "About drugs, psychotropic substances and precursors", for the purpose of improvement of quality of rendering the medicinal help to the population, strict accomplishment of procedure for writing out of recipes and leave of medicines
I ORDER:
1. Approve:
1.1. Rules of writing out of recipes on medicines (Appendix 1);
1.2. Blank forms of recipes (Appendix 2-4);
1.3. The list of the medicines which are subject subject quantitatively to accounting in the treatment-and-prophylactic and pharmaceutical organizations (Appendix 5);
1.4. Rules of leave of medicines from the pharmaceutical organizations (Appendix 6);
1.5. Rules of writing out of requirements in the treatment-and-prophylactic organizations (Appendix 7);
1.6. The instruction about procedure for storage of prescription forms (Appendix 8);
1.7. The list of the medicines and products of medical appointment permitted to leave from the pharmaceutical organizations without recipe of the doctor (Appendix 9);
1.8. List of medicines of lists A and B (Appendix 10).
2. To the CEO of Department of provision of medicines and medical equipment under the Ministry of Health of the Kyrgyz Republic (further - ДЛОиМТ) (R.A.Kurmanov):
2.1. Carry out state registration of this order in the Ministry of Justice of the Kyrgyz Republic.
2.2. Provide publication of this order in mass media and inform the Ministry of Justice of the Kyrgyz Republic on publication source (the name of the edition, number, date).
2.3. Bring this order to the attention of the treatment-and-prophylactic and pharmaceutical organizations, irrespective of pattern of ownership.
3. To heads of the national centers, research institutions, republican treatment-and-prophylactic organizations of wide and specialized profile, regional joint, city and district hospitals, regional, city and district centers of family medicine, Bishkek territorial administration of Fund of compulsory medical insurance, pharmaceutical organizations of the Kyrgyz Republic:
3.1. Provide accomplishment of statutory rules of writing out and leave of medicines to the population;
3.2. Write out medicines on forms of the approved sample.
4. To the director of Republican medico-information center of the Ministry of Health of the Kyrgyz Republic (Murzakarimova L. K.), to the head of department of economy and financial policy of the Ministry of Health of the Kyrgyz Republic (Oskombayeva G. T.) provide financing of replication and implementation of prescription forms.
5. This order comes into legal force after state registration in judicial authorities and the subsequent publication in mass media.
6. Consider No. 248 which voided the order of the Ministry of Health of the Kyrgyz Republic of July 24, 2000 "About rules of writing out of recipes on medicines and their leave", registration number of the Ministry of Justice of the Kyrgyz Republic No. 142 of 2.08.2000, and also the order of the Ministry of Health of the Kyrgyz Republic of 14.01.02 No. 13 "About the List of medicines of lists A and B", registration number of the Ministry of Justice of the Kyrgyz Republic No. 13-02 of 25.01.2002.
7. To impose control over the implementation of this order on the deputy minister of health care of the Kyrgyz Republic Karatayev M. M.

1. Doctors of the treatment-and-prophylactic organizations, the paramedic, obstetricians, private medical practitioners according to the license obtained in accordance with the established procedure (within competence), in the presence of the corresponding indications shall issue to patients recipes.
Recipes shall be written out taking into account age of the patient, payment procedure of medicines and nature of effect of the ingredients which are their part on the forms printed by typographical method in the forms established by Appendices 2 - 4 orders of the Ministry of Health of the Kyrgyz Republic of January 30, 2006 No. 48 "About rules of writing out of recipes on medicines and about their leave" and to have stamp of the treatment-and-prophylactic organization.
Private medical practitioners in addition shall specify the following details on prescription forms of the established sample: effective period and license number on the right of implementation of profession of a physician, date of its issue, the address, phone number in the form of stamp or printed by typographical method.
Forms of recipes of form No. 148-1/u (Appendix No. 2 to the above-stated Order MZ KR) are intended for writing out and leave of the medicines provided free of charge or on favorable terms. For all-in cost medicines on prescription forms of form No. 107/at (Appendix No. 3 to the above-stated Order MZ KR) are written out. The appointed treatment is reflected in medical documentation.
2. Recipes on receipt of medicines with partial payment or it is free for all categories of the patients having the right to privileges it is allowed to write out only to doctors of the treatment-and-prophylactic organizations which have assignments for payment of such recipes, and also the manager of medical and obstetrical centers which list is determined by local authorities of health care.
3. It is forbidden to appoint and write out recipes on the medicines which are not allowed by the Ministry of Health of the Kyrgyz Republic for use in medical practice. It is not allowed to write out narcotic medicines the patient with drug addiction.
4. Recipes are written out accurately and is legible, ink or ball pen, with obligatory filling of all columns provided in the form, are certified by the signature and personal seal of the doctor, corrections in the recipe are not allowed. Recipes of form No. 148-1/u in which the medicines provided on favorable terms or free of charge are written out are in addition certified by official stamp of the treatment-and-prophylactic organization and signed by her head.

5. The composition of medicine, designation of dosage form and the address of the doctor to the pharmaceutical worker about production and issue of medicine are written out in Latin. Use of Latin reducings in the recipe is allowed only according to the designations accepted in medical and pharmaceutical practice, according to Appendix to these rules.
Reducing designations of relatives according to the name of the ingredients which are not allowing to determine what medicine is written out is not allowed. Names of narcotic, psychotropic, poisonous medicines, and also the list A are written at the beginning of the recipe, then - all other ingredients.
6. The method of application of medicines is designated in the Kyrgyz or Russian languages with indication of dose, frequency, acceptance time (to or after food) and its duration. It is forbidden to be limited to general instructions: "internal", "is known", etc.
7. In need of the emergency leave of medicine to the patient in the upper part of the prescription form the designations "cito" (urgently) or "statim" are put down (immediately).
8. In case of writing out of the recipe the amount of liquid substances is specified in milliliters, grams or drops, and other substances - in grams.
9. On one prescription form it is allowed to write out:
a) one medicine:
- subject subject quantitatively to accounting;
- intended for leave freely or on favorable terms;
b) to 2 names of other drugs which are not subject subject quantitatively to accounting.
10. Narcotic medicines shall be written out by the outpatient on the special prescription forms on narcotic medicine having stamp and code of the treatment-and-prophylactic organization, serial number and degrees of protection according to the form established by Appendix No. 4 to the Order MZ KR.
The recipe on narcotic medicine shall be written by hand of the doctor who signed it and is assured him by personal seal, the amount of the written-out drug is specified in cursive script. Besides, the recipe is signed by the head of the treatment-and-prophylactic organization and certified by official stamp of the treatment-and-prophylactic organization.
In case of writing out the patient of the next recipe to the doctor needs to check the quantity which is written out in the previous time and the number of the returned ampoules from under drugs for narcotic medicine. The 1-2-day remaining balance of unused medicines at the patient is allowed.
11. In case of writing out of narcotic medicines for leave on favorable terms or free of charge in addition to the special prescription form of the established sample the recipe on the form of form No. 148-1/u is written out.
12. Recipes on medicines which part are atropine sulfate, arsenous anhydride, sodium arsenate crystal, mercury diiodide, mercury dichloride (corrosive sublimate), mercury oxycyanide, mercury cyanide, silver nitrate, strychnine nitrate, apomorfin hydrochloride, homatropine hydrobromide, дикаин, lity hydroxybutyrate; codeine, codeine phosphate, ethyl morphine hydrochloride, anabolic hormones, hypnotic drugs, neuroleptics, antidepressants, tranquilizers, tincture to wolfberry, and also the medicines of ex-temporal production containing ethyl alcohol are written out on the prescription forms which are drawn up by stamp, seal of the treatment-and-prophylactic organization "For Recipes", the signature and personal seal of the doctor.

15. To inadmissibly write out the outpatient recipes on the medicines applied to general anesthesia (inhalation and not inhalation anesthesia), fentanyl and miorelaksant.
16. It is not allowed to write out the stated below medicines in one recipe more quantities specified in Table 1:
