About change of resolutions of Council of Ministers of the Republic of Belarus concerning energy saving

Based on paragraph two of article 7 of the Law of the Republic of Belarus of May 24, 2021 "About change of the laws concerning technical regulation and energy saving" and the paragraph of the fifth subitem 12.2 of Item 12 of the Presidential decree of the Republic of Belarus of June 25, 2021 No. 240 "About the ministerial procedures performed concerning subjects of managing" Council of Ministers of the Republic of Belarus DECIDES: No. 111-Z

1. Make changes to the following resolutions of Council of Ministers of the Republic of Belarus:

1.1. ceased to be valid since March 27, 2022 according to Item 3

1.2. in the resolution of Council of Ministers of the Republic of Belarus of March 18, 2016 No. 216 "About approval of provisions concerning energy saving, modification and amendments in resolutions of Council of Ministers of the Republic of Belarus of July 31, 2006 No. 981 and of February 17, 2012 No. 156 and recognition voided resolutions of Council of Ministers of the Republic of Belarus and structural elements of resolutions of Council of Ministers of the Republic of Belarus":

"1. Approve:

The regulations on procedure and conditions of conducting state examination of energy efficiency (are applied);

The regulations on procedure for approval of preproject (pre-investment) documentation for construction of sources of heat and electrical energy (are applied);

Regulations on procedure for the organization and carrying out energy inspections (energy audits) (are applied);

The regulations on procedure for development, establishment and review of consumption rates and (or) limits of consumption of fuel and energy resources (are applied);

The regulations on some measures for implementation of the state program in the field of energy saving (are applied).";

item 4 of the Regulations on procedure and conditions of the conducting state examination of energy efficiency approved by this resolution to state in the following edition:

"4. For conducting state examination of energy efficiency of the project documentation on construction and reconstruction of the sources of heat and electrical energy specified in subitems 3.1 and 3.2 of Item 3 this provision, builders, customers of their construction - legal entities and individual entrepreneurs submit the following documents:

statement;

general explanatory note;

Section "Energy Efficiency" of the project documentation".;

in Regulations on the procedure for approval of preproject (pre-investment) documentation for construction of sources of heat and electrical energy approved by this resolution:

"3. For review preproject (pre-investment) documentation builders, customers of construction of sources of heat and electrical energy - legal entities and individual entrepreneurs submit the following documents:

statement;

reasons for investments, the feasibility statement, design assignment (if development of the specified documents is required as a part of preproject (pre-investment) documentation).";

"8. Effective period of the decision on approval of preproject (pre-investment) documentation is limited to the term of project duration of asset construction increased for one year.";
