I ORDER:

1. Bring in the order of the Minister of Finance of the Republic of Kazakhstan of December 28, 2015 No. 693 "About approval of Rules of collection, generalization and the analysis of the reporting taking into account information on purchases at the domestic producers included in the database of goods, works, services and their suppliers integrated with the web portal of public procurements provided by the Entrepreneurial code of the Republic of Kazakhstan" (it is registered in the Register of state registration of regulatory legal acts of the Republic of Kazakhstan at No. 12734) the following changes:

2. To provide to department of the legislation of public procurements and purchases of the quasi-public sector of the Ministry of Finance of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Finance of the Republic of Kazakhstan;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Ministry of Finance of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. This order becomes effective after ten calendar days after day of its first official publication.

Rules of collection, generalization and analysis of the reporting of public procurements, including procedure for forming of the reporting of public procurements

Chapter 1. General provisions

1. These rules of collection, generalization and analysis of the reporting of public procurements, including procedure for forming of the reporting of public procurements (further - Rules) are developed according to the subitem 2) of article 16 of the Law of the Republic of Kazakhstan of December 4, 2015 "About public procurements".

2. Rules determine procedure for collection, generalization and analysis of the reporting of public procurements, including procedure for forming of the reporting of public procurements, authorized body in the field of public procurements by means of the web portal of public procurements.

3. In Rules the following concepts are used:

1) the web portal of public procurements - the information system of state body providing single point of access to electronic services of public procurements;

2) authorized body in the field of public procurements (further - authorized body) - the state body performing management in the field of public procurements;

3) subjects of system of public procurements - the potential supplier, the supplier, the customer, the organizer of public procurements, the single organizer of public procurements, the single operator in the field of public procurements, authorized body, the expert;

4) the single operator in the field of public procurements - the legal entity determined by authorized body in the field of public procurements, the single owner of shares (shares in the authorized capital) which is the state.

Chapter 2. Collection and generalization of the reporting under questions of public procurements, including procedure for forming of the reporting of public procurements

4. Reports on the carried-out public procurements of goods, works, services and information on purchasing amounts are created on the web portal of public procurements daily in the automatic mode based on the data represented by subjects of system of public procurements.

5. The systems of public procurements of the data represented by subjects automatically are generalized by the web portal of public procurements in the form of the summary reporting according to appendices 1, of 2, of 3, of 4, of 5, of 6, of 7, of 8, of 9, of 10, of 11, of 12, of 13, of 14, of 15, of 16, of 17, of 18, of 19, of 20, of 21, of 22, 23 to these rules.

Chapter 3. Analysis of the reporting of public procurements

6. The analysis of the reporting is performed by authorized body based on the summary reporting by means of the web portal of public procurements and includes:

comparison of the provided reporting data with the planned public procurements specified in the annual plan of public procurements;

comparison of information on purchasing amounts to the data containing in agreements on public procurements.

7. The authorized body by collection, generalization and the analysis creates aggregated data of reports on the carried-out public procurements of goods, works, services and information on purchasing amounts for the purpose of further representation to the interested bodies.
