About additional measures for support of production of finished goods in tanning and shoe and fur industries
In the country for the purpose of acceleration of production and export of finished tanning and shoe goods with high value added from rawhide on the basis of its deep conversion:
1. Determine implementation of measures for increase in export of tanning and shoe products, products from wool and fur in time 2,8 till 2026 priority task of the Ministry of investments and foreign trade, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent, and also Uzcharmsanoat Association.
2. Approve:
Target parameters of production and export of tanning and shoe products and fur products for 2022 - 2026 according to appendices No. No. 1 and 1.1. - 1.14;
The plan died on effective use of raw material resources, increase in indicators of quality, creation of small industrial zones, strengthening of promotion in the foreign markets and to enhancement of system of training in tanning and shoe and fur industries according to appendix No. 2.
3. Approve offers of the Ministry of investments and foreign trade, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of the Andijan, Bukhara, Jizzakh, Kashkadarya, Namangan, Samarkand, Surkhandarya, Fergana, Khorezm, Tashkent regions and Uzcharmsanoat Association on creation of the small industrial zones specialized on conversion of skin, and also the small industrial zones specialized on production of finished tanning and shoe goods and fur products (further - small industrial zones) in areas (cities).
At the same time to determine that:
a) for providing small industrial zones with external engineering and communication networks funds in the amount of 90 billion sum at the expense of the means provided on these purposes within the Development program of social and production infrastructure of the Republic of Uzbekistan for 2022-2023 are allocated;
b) the additional expenses connected with construction and repair on projects in which design estimates on construction and repair of external infrastructure there are not enough means become covered:
on networks of electrical energy and gas - at the expense of own means of JSC Regionalnye elektricheskiye seti and its regional branches and JSC Hududgaztajminot;
on networks of drinking water and the sewerage, highways - at the expense of additional sources of the budget of the Republic of Karakalpakstan and local budgets of areas based on decisions according to the Jokargi Kenes of the Republic of Karakalpakstan and Kengasha of People's Deputies of areas.
To the Cabinet of Ministers to make the relevant government decision on creation of these small industrial zones in a month.
4. For the purpose of financing of the investment projects realized in tanning and shoe and fur industries to open in commercial banks credit line for the total amount of 60 million US dollars.
At the same time:
this credit line is financed within the approved expenses of Fund of reconstruction and development for 2022 - 2025 based on the requests which arrived from commercial banks;
to commercial banks, in authorized fund (capital) of which the state share constitutes 50 percent and more, the credit line opens based on their requests for a period of up to 7 years, including grace period 3 years, at the rate 3 annual interest rates;
commercial banks allocate the credits to subjects of entrepreneurship on purchase of the new modern equipment and technologies for a period of up to 7 years, including grace period 3 years, at the rate of 5 annual interest rates.
5. Government commission concerning foreign trade, investments, development of the local industry and technical regulation (S. Umurzakov) to approve programs of the investment projects realized in tanning and shoe and fur industries in 2022 - 2026 with fixing of responsible persons of Uzcharmsanoat Association, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent, and also the Ministry of investments and foreign trade in a month.
6. Approve the offers of the Ministry of investments and foreign trade, the Ministry of Finance and Uzcharmsanoat Association providing:
a) prolongation from January 1, 2023 to January 1, 2026 the privileges on taxes and customs payments provided for the companies of the tanning and shoe and fur industry and the organizations which are engaged in slaughter and conversion of leather of cattle;
b) collection from April 1, 2022 to January 1, 2025 the social tax at the rate in the amount of 1 percent from producers:
in which gross revenue following the results of the accounting period the share of receipts from production of children's, women's and sports shoes, artificial skin, fitment, shoe forms and soles constituted at least 60 percent;
in which total amount of gross revenue I will eat around receipts from export of footwear, leather haberdashery products and fur products constituted 80 percent;
c) covering by fund of development and support of tanning and shoe industry of Uzcharmsanoat Association of 50 percent of the expenses connected with the compensation of the specialists designers, technologists and marketing specialists involved from abroad by the companies of tanning and shoe and fur industries, which however is not exceeding the size in equivalent 1 thousand US dollars for the companies located in the city of Tashkent, 2 thousand US dollars - located in other regions of the republic.
To the Cabinet of Ministers in two weeks to introduce in Legislative house of Oliy Majlis of the Republic of Uzbekistan the bill on the changes and amendments in the Tax code of the Republic of Uzbekistan following from subitems "an" and "b" of this Item.
7. To the ministry of investments and foreign trade together with Uzcharmsanoat Association for the purpose of strengthening of promotion of products of tanning and shoe industry in the foreign markets with involvement of the entrepreneurs of industry having potential to take measures on:
to creation of large wholesale trade warehouses and trading houses in the foreign states intended for storage and realization of tanning and shoe and leather haberdashery products, woolen and fur products;
to broad promotion abroad domestic production by participation in the international exhibitions with products of tanning and shoe industry;
the organizations two times a year (in the spring and in the fall) the International trade fair of skin, footwear and UzCharmExpo bellows;
to work on extended coverage of opportunities and potential of tanning and shoe and fur industries of the republic with involvement of foreign specialists by fund of development and support of tanning and shoe industry;
to expansion of involvement of foreign partners on the basis of outsourcing and franchizing.
8. Determine that for the purpose of stimulation of collection, conducting complete accounting and the direction of skin for complete conversion:
activities of physical persons for collection and procurement of rawhide are activities in which self-employed persons can be engaged;
in densely populated makhallyakh by each area compact mobile services on slaughter and collection of rawhide of cattle are created.
9. To the state committee of veterinary science and development of livestock production together with Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Uzcharmsanoat Association in a month:
develop and realize the program of address projects on creation of compact mobile services for slaughter and collection of rawhide of cattle in densely populated makhallyakh by each area;
carry out inventory count of the slaughterhouses and platforms of slaughter of cattle performing the activities which are not conforming to requirements of regulations in the field of technical regulation of veterinary and sanitary activities;
introduce instructions on remedial action, revealed as a result of inventory count, take adequate measures on reduction of illegal activities of slaughterhouses and butchers in compliance with the regulations established by acts of the legislation;
make in the Cabinet of Ministers reasonable offers on strengthening of measures of responsibility of the slaughterhouses and butchers who are engaged in the activities which are not conforming to requirements of regulations in the field of technical regulation of veterinary and sanitary activities.
10. To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent together with Uzcharmsanoat Association to select at least five makhally in the territory in which workmanship is developed, to develop and provide program implementation of address projects on expansion of activities of handicraftsmen on the basis of experience Orol buy" the city of Margilan of the Fergana region waved ".
At the same time soft credits on projects on expansion of activities of handicraftsmen are allocated according to the resolution of the President of the Republic of Uzbekistan of December 20, 2021 No. PP-55 "About additional measures for development of family entrepreneurship and expansion of sources of the income of the population" on the conditions provided by development programs of family entrepreneurship and also for members of Hunarmand Association.
11. Take into consideration that the Uzcharmsanoat Association together with the Ministry of employment and employment relationships, and also foreign and domestic specialists of the companies of tanning footwear industry organizes training and practical courses on designing, modeling, technology and the equipment of production of shoe and tanning products in the Fergana technical school of transport and service of the Fergana region.
To the ministry of the higher and secondary vocational education, the Ministry of employment and employment relationships together with Uzcharmsanoat Association to organize training and practical courses on procurement of skin, fur raw materials and wool, production of products from wool, astrakhan fur and imitation leather, to production of leather haberdashery products and footwear on the basis of experience of the Fergana region in the professional colleges and technical schools performing activities in the territories of creation of small industrial zones.
12. To the ministry of the higher and secondary vocational education, the Ministry of Foreign Affairs and Uzcharmsanoat Association since 2022 to take measures for attraction of educational grants and implementation of educational programs for preparation and retraining of specialists for tanning and shoe industry at the Aegean university of Turkey, Nortgemptonsky university of Great Britain, the Russian state university of name A.N. Kosygina (Technologies. Design. Art), St. Petersburg State University of industrial technologies and design of the Russian Federation, Vitebsk state technological university of the Republic of Belarus.
13. To technical regulation agency together with Uzcharmsanoat Association to create the list of international standards and certificates in the tanning and shoe and fur industries recognized in the developed states in a month.
14. National broadcasting company of Uzbekistan, the Agency of information and mass communications and National news agency of Uzbekistan to take measures for illumination of essence and content, and also accomplishment of the tasks determined by this resolution.
15. Make changes and additions to some acts of the President of the Republic of Uzbekistan according to appendix No. 3.
16. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan S. U. Umurzakov.
