About change of resolutions of Council of Ministers of the Republic of Belarus

Council of Ministers of the Republic of Belarus DECIDES:
1. Make changes to the following resolutions of Council of Ministers of the Republic of Belarus:
1.1. in the resolution of Council of Ministers of the Republic of Belarus of February 1, 2021 No. 59 "About the State program "Agrarian business" for 2021-2025":
in Item 3:
in subitem 3.2:
the paragraph one of part one to state in the following edition:
"3.2. budget transfers are provided from republican and (or) local budgets to the legal entities realizing the investment projects included in the State program:";
third to state part in the following edition:
"Budget transfers are provided to the legal entities realizing the investment projects specified in part one of this subitem, in the following procedure:
in case of specific weight of the credits of banks or "Development Bank of the Republic of Belarus" open joint stock company in the amount of capital expenditures excluding tax for value added according to the investment project at least 30 percent:
in the amount of 15 percent from the cost of capital expenditure excluding tax for value added according to the investment project one-timely upon input of object (objects) of investments into operation in full (further - the first stage);
in the amount of 10 percent from the cost of capital expenditure excluding tax for value added according to the investment project one-timely upon exit of object (objects) of investments to full design capacity (further - the second stage);
in case of specific weight of the credits of banks or "Development Bank of the Republic of Belarus" open joint stock company in the amount of capital expenditures excluding tax for value added according to the investment project less than 30 percent - in the amount of 15 percent from the cost of capital expenditure excluding tax for value added according to the investment project one-timely upon input of object (objects) of investments into operation in full.";
paragraphs two and third to state to part four in the following edition:
"in the act (acts) of acceptance of object (objects) in operation;
in the reference confirming the amount of capital expenditures according to the investment project, not included in the act (acts) of acceptance of object (objects) in operation (purchase costs of the general economy equipment and another) and the containing in the project documentation according to the investment project, specific weight of the credits of banks or "Development Bank of the Republic of Belarus" open joint stock company in the amount of capital expenditures excluding tax for value added according to the investment project approved by the customer, constituted based on accounting data by both the signed head and the chief accountant of the legal entity.";
after part four to add the subitem with parts of the following content:
"The specific weight of the credits is determined based on the certificate of bank, "Development Bank of the Republic of Belarus" open joint stock company of the actual amount of granted loans on financing of the investment project.
According to the investment project providing according to the business plan construction of several objects (including with development of the design estimates on each object) including located far off from each other calculation of budget transfers it is performed proceeding from capital expenditure excluding tax for value added on all objects, provision of budget transfers is made upon input of all objects in operation.";
part six in paragraph three:
