About approval of the Program of digital transformation of the small and medium companies

(as amended on 16-12-2025)

Based on the Law No. 179/2016 on the small and medium companies (The official monitor of the Republic of Moldova, 2016, Art. No. 306-313, 651), with subsequent changes, DECIDES: the Government

1. Approve:

1) the Program of digital transformation of the small and medium companies, according to appendix No. 1;

2) the Plan of implementation of actions of the Program of digital transformation of the small and medium companies, according to appendix No. 2.

2. Implementation of the Program of digital transformation of the small and medium companies to assign to Public organization "Organization for Development of Entrepreneurship".

3. To public organization "Organization for Development of Entrepreneurship" to develop and before approval previously to discuss with public organization "Agency of Electronic Control" operational management on implementation of the Program of digital transformation of the small and medium companies in which to determine stages and procedure for its implementation, and also to provide publication of this manual and management on submission of applications for participation in the Program on the official website of the organization.

4. Financing of the actions provided by the Program of digital transformation of the small and medium companies to perform for the account and within the means provided in the government budget including due to external financial aid.

5. Actions for financing within the Program of digital transformation of the small and medium companies constitute the scheme of the little significant help and fall under action of provisions of the Law No. 139/2012 on government assistance and the Regulations on the little significant help approved by the Resolution of the Plenum of Competition council No. 01/2020.

6. To impose control over the implementation of this resolution on the Ministry of Economics.

Program of digital transformation of the small and medium companies

Chapter I General provisions

1. The purpose of the Program of digital transformation of the small and medium companies (further - the Program) consists in recovery and increase in their economic potential by integration of digital technologies, creation of the new business models based on increase in coherence and development of innovative potential.

2. The purpose of the Program is support of the small and medium companies (further - MSP) by provision of non-paid financial support for digitization of own business, and also simplification of access to the domestic and foreign markets.

3. In implementation process of the Program achievement of the following specific purposes is provided:

1) development in entrepreneurs of skills in the field of planning and implementation friendly the business expert for digital transformation at least 40% of beneficiaries;

2) provision of financial support for implementation of plans of digital transformation at least 150 MSP;

3) increase in competitive advantage and portfolio of clients of MSP by 20% at least;

4) development of electronic commerce, assistance to process of reducing turnover of cash and development of courier services for at least 20% of the companies beneficiaries.

4. In this Program the following basic concepts are used:

digitization - creation of digital representation of physical objects or attributes, with transition from manual processes to digital, transformation of data, documents and processes of analog form in digital;

digitalization - simplification or improvement of processes with use of digital technologies and the digitized data, developing culture of use of information technologies in business, transformation of the existing business processes by use of digital technologies that will create opportunities for increase in competitiveness of the companies;

digital transformation - the integration of digital technologies in all processes of business radically changing the mode of work of business and providing considerable benefits to the clients;

digital technologies - the electronic tools, systems, devices and resources used or extended by means of the computer which generate store or process the data aimed, first of all, at the development of intellectual processes.

Chapter II Criteria and acceptable spheres of the program

5. Beneficiaries of the Program are the micro, small and medium companies determined according to the Law No. 179/2016 on the small and medium companies irrespective of type of property and form of business which correspond to criteria, stipulated in Article 4 physical persons specified the Law, except for working at the patent basis and legal entities of the public law.

6. Beneficiaries get out on the basis of tender within the available budget.

7. Applicants of the Program shall correspond to the following eligibility criterions:

1) perform business activity in the territory of the Republic of Moldova;

2) performed the economic activity within the last 12 months before date of application for participation in this Program reflected in the financial statements submitted in National bureau of statistics / the single tax report submitted in the State Tax Administration for the last year of activities.

3) ceased to be valid;

4) ceased to be valid according to the Order of the Government of the Republic of Moldova of 26.09.2023 No. 726

5) not to be affiliated to group of companies, the number of workers, total income from sales or the available total assets of which exceed determination conditions as MSP, the stipulated in Article 4 Laws No. 179/2016 on the small and medium companies.

8. The types of economic activity accepted within this Program are specified in appendix to the Program.

9. Inadmissible expenses due to non-paid financing, and also own contribution within the Program are:

1) the cost of the goods and services covered at the expense of other instruments / projects / programs of support;

2) the losses connected with change in the exchange rate of currencies;

3) expenses on purchase of goods/works/services before submission of the form in component II of this Program. The issued advance payments in the amount of more than 50% of cost the procurements conducted more than in 6 months prior to application are unacceptable;

4) purchase of second-hand goods;

5) taxes and fees;

6) transport services;

7) the payments made by cash;

8) the equipment and computer programs necessary for providing the main activities of the company (the computer equipment, printers, mobile phones, tablets, fire-proof systems, digital decisions for conducting financial accounting and other);

9) financing of leasing, credit expenses, including percent and the related commissions;

10) cost of lease or hiring of the rooms/offices/parcels of land necessary for the organization of activities;

11) consumable materials and administrative expenses;

12) salary.

Chapter III Components of the program and main activities

10. This Program offers integrated approach to support of MSP by implementation of digital tools for the purpose of development of performance and competitiveness of the local companies and consists of the following components:

1) component I - understanding, informing, promotion and the notification;

2) component II - non-paid financial support;

3) component III - monitoring, mentorship and assessment.

The Section 1 Component I - understanding, informing, promotion and lighting

11. The component I includes packet of the complex actions performed at the national and local levels for promotion of this Program and distribution of information on implementation of all stages, including by distribution of information on the successful companies.

12. The organization for development of the sector of the small and medium companies (further - PU ORP) provides information support to business incubators, organizations and organizations in support of business to facilitate digital transformation of MSP and to promote increase in their competitiveness.

13. PU ORP develops promotional materials and will organize actions for promotion of this Program, namely:

1) information and fact-finding meetings, thematic actions;

2) TV and broadcasts on national and local channels;

3) other elements of evident informing.

14. For the purpose of creation of information and methodological tools PU ORP develops set of promotional materials and practical tools for beneficiaries:

1) the web page devoted to this Program;

2) base of online resources with the relevant information;

3) the questionnaire for check and self-assessment of requirements of the company;

4) elements of informing on opportunities of digital transformation of MSP and about success stories.

The Section 2 Component II - non-paid financial support

15. The non-paid financial support is provided in the form of non-paid financing (grant) directed to assistance to transition of the beneficiary of the Program to electronic trading, acquisition of the equipment and the software for the purpose of innovations and implementation of new technologies in the course of digital transformation, and also for the purpose of the elimination or risk minimization connected with the market.

16. The procedure of request of grant provides the following conditions:

1) the amount of grant constitutes no more than 70% of cost of the investment project and shall not exceed 500 thousand lei:

a) 250 000 lei for the microcompanies;

b) 500 000 lei for the small and medium companies;

2) the contribution of the receiver constitutes at least 30% of cost of the investment project.

For participation in this Program each applicant submits the request containing without fail document package, specified in operational management on implementation of the Program and in the reference book on submission of applications for participation in the Program.

19. Information on the period of registration and submission of documents will be placed on official web pages Ministerstva ekonomiki and PU ORP, and also in the press.

20. The procedure for selection of beneficiaries of component II is provided in the operational management on implementation of the Program approved by Council PU ORP.

21. The financial resources provided in the form of grant are used for:

1) acquisitions of the equipment of TIC and other accompanying devices and the equipment, including expenses on installation, the configuration, commissioning justified from the point of view of project implementation;

2) acquisitions and/or developments and/or adaptations of the program appendices / licenses necessary for project implementation, setup and implementation of databases, migration and integration of the different existing structures of data;

3) acquisitions and/or developments and/or adaptations of complex systems of automation like ERP/CRM;

4) acquisitions of processing equipment, systems, machines, equipment and new working tools necessary for digitization, innovations and upgrade of operational process;

5) acquisitions of services in transfer of archives/cases/papers from analog form in digital;

6) acquisitions of services/decisions in the field of information technologies for electronic trading, but no more than 20% of maximum amount of grant for each of the following types of activity:

a) consultations by determination and accomplishment of the specific steps necessary for digitalization and transfer of the company into online trade, to determination of marketing tools;

b) services in development of the new website or updating existing including with integration of systems of online payments, to acquisition of the domain and hosting;

c) development of evident information materials and placement of banners and advertisements on the Internet, with the presentation of products and/or business;

d) placement of information on campaigns on social networks and google for suitable niche;

e) selection, integration and placement of profile of the company on MarketPlace platforms which integrated systems of online payments and logistic elements (connected with delivery etc.).

7) acquisition of Cloud and SaaS services;

8) acquisition of the services in strengthening of cybernetic safety applicable to the software (software)/hosting/networks;

9) acquisition of consulting services for development of the technical documentation necessary for project implementation, but no more than 10% of the amount of the requested grant;

10) personnel training which will use the realized/acquired products, and personnel which will provide servicing as own contribution;

11) partial covering of the costs/costs incured on electronic MarketPlace platforms in the course of delivery of goods/services, but no more than 20% of maximum amount of grant during the period which is not exceeding 36 months from the moment of approval;

12) acquisition of the program equipment and the decisions allowing to minimize/exclude physical currency from the address;

13) acquisition of the equipment and the decisions necessary for the organization of process of delivery in the industry of public catering (HoReCa);

14) consulting services in questions of planning of business and the access to financing connected with the investment project within this Program.

22. In case of acquisition of "subscription" services (CRM, ERP, SaaS, Cloud, the domain) financing is provided at most for 36 months from the moment of the conclusion of the agreement, with submission of supporting documents, including about final monitoring.

23. Transfer to beneficiaries of free financial aid will be performed by tranches, according to operational management on implementation of the Program.

24. The MSP which are corresponding to eligibility criterions for participation in the Program and not having sufficient own resources for joint financing of the requested project will be able to cover insufficiency of the capital from credit sources. With respect thereto MSP can use, depending on circumstances, the financial guarantee issued by Fund of guaranteeing the credits for the small and medium companies based on Regulations on the organization, functioning and use of Fund of the guaranteeing the credits for the small and medium companies approved by the Order of the Government No. 709/2022, and/or instruments of financing provided by financial means of Fund of entrepreneurship and economic growth of Moldova (FPERM) based on Regulations on activities of Fund of the entrepreneurship and economic growth of Moldova approved by the Order of the Government No. 94/2023.

25. The companies which got financial support within the Tool on support of digitization of MSP approved by the Order of the Minister of Economy and Infrastructure No. 100/2020, can request in addition difference in financing before achievement of the maximum limits set in this Program.

25-1. The small and medium companies can address for financial support before limiting achievement of the amount provided by this Program.

26. Within the Program use of quality of the founder/administrator of the company to their own advantage or interests of affiliates for the purpose of the organization of dummy transactions with beneficiaries of the Program for reasons for implementation of investments due to non-paid financing is considered conflict of interest for beneficiaries/applicants of the Program.

27. Affiliates are the spouses/spouse, relatives to the second degree relationships/relatives or cousins-in-laws to the second degree of relationship of the founder and/or the administrator of the company which are beneficiaries of the Program.

The Section 3 Component III - monitoring, mentorship and assessment

28. Activities of component III are directed to assessment of implementation of investment projects, identification and decrease in risks which can cause crisis situations, determination of tactics of communication with beneficiaries of non-refundable financial resources, and also assessment of their influence that implies:

1) process of monitoring of the beneficiary which is carried out PU ORP;

2) tracking of observance of conditions and use of financial resources to destination, established in the agreement on non-paid financing;

The period of monitoring of beneficiaries of the Program will constitute 3) 24 months from the date of representation of full range of documents on use of financial resources.

29. Beneficiaries of the Program according to the agreement on non-paid financing shall:

1) to use financial resources for designated purpose, provided in the agreement on non-paid financing;

2) not to sell the investment objects acquired at the expense of grant as a result of implementation of the investment project before completion of the period of monitoring;

3) to show openness and not to evade from monitoring from PU ORP and/or not to provide the documents, false declarations untrue;

4) to perform investments it is transparent, with observance of the current legislation, with non-admission of conflict of interest.

30. In case of non-compliance with conditions of this Program the beneficiary of grant shall compensate the provided financial resources.

31. PU ORP, if necessary, will perform activities for mentorship, monitoring of results on the basis of performance indicators of the company and plan development of actions for implementation, adaptation and updating of process of digital transformation.

32. PU ORP will carry out monitoring at stages of preliminary financing, after financing, the final check connected with monitoring and periodically to request reports on efficiency of implementation of the Program.

Chapter IV Term of program implementation and cost estimation

33. The term of program implementation constitutes 36 months, with possibility of prolongation on the basis of the available additional financial resources.

34. Implementation of the Program will require the budget in the amount of 60 million lei, with possibility of increase with assistance of other local and external donors.

Chapter V program Indicators

35. Indicators of the Program include:

1) production indicators:

a) at least 600 MSP informed on Program provisions;

b) at least 3 000 companies informed on development of own business;

c) the register of suppliers IT решений/services (PU ORP published on the official website), and also the exact mechanism of inclusion and exception of suppliers of IT services (developed);

d) at least 150 MSP supported in implementation of actions for digital transformation due to provision of non-paid financial support;

2) effectiveness indicators:

a) at least 400 kept workplaces;

b) the volume of investment into economy increased by 120 million at least lei as a result of program implementation;

c) at least 70% of the supported companies which are successfully implementing measures for digitalization;

d) at least 60% of beneficiaries at which increase in the taxes and fees paid to the national public budget is noted;

e) at least 60% of the beneficiaries providing average monthly gross earnings at the level of industry earnings;

f) at least 60% of beneficiaries at which increase in financial performance is noted.

Chapter VI Realization and coordinating of the program

36. Implementation of this Program will be performed PU ORP according to operational management on implementation.

37. For effective management of this Program PU ORP will provide information system of internal management which will be connected to process of implementation, assessment and monitoring of filled forms on participation in the Program.

38. PU ORP will develop and PU ORP and to the Ministry of Economics will annually represent to Council reports on implementation of this Program and achievement of the planned indicators of progress and efficiency.

39. Committee on financing and risks PU ORP considers the valuation report of the file of applicants on receipt of financial support within the Program and makes the decision on their acceptance or variation.

40. In the course of consideration Committee on financing and risks PU ORP is guided by the conditions and evaluation criteria provided in this resolution and operational management on implementation of this Program.

Chapter VII Council PU ORP

41. Function on supervision, assessment of activities and procedure for implementation of this Program is performed by Council PU ORP.

42. Proceeding from the functional powers and the rights of Council PU ORP provided in the Order of the Government No. 487/2022 about the organization and functioning of public organization "Organization for Development of Entrepreneurship" for the purpose of effective management of this Program, Council PU ORP carries out the following obligations:

1) is approved by operational management on implementation of this Program;

2) is approved by the annual statement on implementation of this Program;

3) resolves other issues which do not contradict provisions of appendix No. 1 to the Order of the Government No. 538/2007 and legislation.

43. All decisions of Council PU ORP are fixed in protocols of meetings.
