1. 4. Realization of tools and the equipment to the organizations for use in case of production and production of drugs, psychotropic substances is performed based on the relevant agreement.

5. Acquisition of tools and the equipment by the organizations for use in case of production and production of drugs, psychotropic substances is performed in the presence at them license for activities on drug trafficking, psychotropic substances and their precursors, to cultivation of the narcocontaining plants with indication of the corresponding works and services in production and (or) production of drugs and psychotropic substances.

6. Import to the territory of the Russian Federation, export from the territory of the Russian Federation of tools and the equipment are performed according to international treaties of the Russian Federation, including the Agreement on the Customs code of the Eurasian Economic Union, the acts constituting the right of the Eurasian Economic Union and the legislation of the Russian Federation on customs regulation.

7. When importing by the organizations to the territory of the Russian Federation of tools and the equipment for use in case of production and production of drugs, psychotropic substances within 14 working days after implementation of such import by the organizations the notification with indication of the name and the number of the imported tools and the equipment, their brands, serial numbers and the name of their producer or the manufacturer goes to the Ministry of Industry and Trade of the Russian Federation in any written form.

8. Transfer of tools and the equipment is performed according to requirements of the Federal Laws "About Communication", "About Mail Service", other Federal Laws and other regulatory legal acts of the Russian Federation, international treaties of the Russian Federation, and also the laws and other regulatory legal acts of the subjects of the Russian Federation adopted within their appropriate authority.

9. Storage by the organizations of temporarily not used tools and the equipment is recommended to be performed in the specially allotted for these purpose locked safes (metal cases) and (or) rooms.

10. Leave of tools and the equipment within organizational structure of the organization is performed according to the procedure, established by her head.

11. The organizations after carrying out destruction of tools and the equipment within 14 working days in any written form notify the Ministry of Industry and Trade of the Russian Federation and the relevant territorial authority of the Ministry of Internal Affairs of the Russian Federation on such destruction.

12. The organizations conduct register of tools and the equipment (further - the magazine) in which data on tools and the equipment which are acquired by the organization are subject to entering, are released and used by the organization within the organizational structure, and also destroyed by the organization.

13. The form of the magazine affirms the head of the organization. In the magazine the name and the number of tools and the equipment, their brand, serial numbers, the name of their producers or manufacturers, details of documents based on which leave of tools and the equipment within organizational structure of the organization is performed are specified.

14. The head of the organization or the official authorized by him appoints persons responsible for maintaining and storage of the magazine.

15. The magazine is drawn up on paper and shall be stitched, numbered and certified by the signature of the head of the organization or the official authorized by it and seal (in the presence) of the organization.

16. Filling of the magazine electronically is allowed. Sheets of the magazines completed electronically are monthly unpacked and drawn up according to requirements of these rules.

17. Log entries are made by person responsible for its maintaining and storage, ink in chronological procedure after each movement of tools and the equipment.

18. Numbering of log entries is performed within calendar year in ascending order of numbers. Numbering of entries in the new magazine begins with number following the last room in the completed magazine.

19. The pages of the magazine which are not used current calendar year can be used next calendar year, at the same time numbering of records begins with figure 1.

in case of liquidation - in the Public Records Office in accordance with the legislation of the Russian Federation.
