1. Approve enclosed:

report form about emissions of greenhouse gases;

Rules of creation and maintaining register of emissions of greenhouse gases;

changes which are made to acts of the Government of the Russian Federation.

2. The realization of this resolution is enabled within the number of employees of central office of the Ministry of Economic Development of the Russian Federation and Federal Nature Management Supervision Service, and also budgetary appropriations provided to the specified bodies in the federal budget on management and management in the field of the established functions established by the Government of the limiting Russian Federation.

3. To federal executive bodies till March 1, 2023 to bring the regulatory legal acts into accord with this resolution.

4. Rules of representation and verification of reports on emissions of greenhouse gases

I. General provisions

1. These rules determine procedure for representation by the legal entities and individual entrepreneurs belonging according to the Federal Law "About Emission Limitation of Greenhouse Gases" to the regulated organizations (further - the regulated organizations), and verifications of reports on emissions of the greenhouse gases (further - reports) represented by the regulated organizations, and also the legal entities and individual entrepreneurs who are not belonging to the regulated organizations (further - other organizations).

Other organizations have the right to submit reports according to the procedure, the stipulated in Clause 7 Federal Laws "About Emission Limitation of Greenhouse Gases".

II. Submission of reports

2. The report is submitted in electronic form on the Internet (further - Internet network) by means of filling of report form with the regulated organization in the register of emissions of greenhouse gases (further - the register).

3. The report completed in electronic form is signed by the strengthened qualified digital signature or the strengthened unqualified digital signature of the head (other authorized person) of the regulated organization which certificate of key of check is created and used in the infrastructure providing information and technological interaction of the information systems used for provision of the state and municipal services electronically and it is represented in the Ministry of Economic Development of the Russian Federation (further - the operator of the register) with use of software and hardware of the register.

4. Determination of lot of emissions of greenhouse gases included in the report is performed according to the technique of quantitative determination of amounts of emissions of greenhouse gases containing including calculation and tool methods of scoping of emissions of greenhouse gases, approved by the Ministry of Natural Resources and Environmental Protection of the Russian Federation.

5. The report is submitted the regulated organization annually, till July 1 of the year following for reporting on the report form about emissions of greenhouse gases approved by the order of the Government of the Russian Federation of April 20, 2022 No. 707 "About approval of Rules of representation and verification of reports on emissions of greenhouse gases, report forms about emissions of greenhouse gases, Rules of creation and maintaining the register of emissions of greenhouse gases and about introduction of amendments to some acts of the Government of the Russian Federation".

III. Registration and verification of reports

6. Registration of the report is performed by register software and hardware in the automatic mode after its representation by the regulated organization according to Item 3 of these rules.

7. The operator of the register within 20 days from the date of registration of the report in the register checks completeness of filling of report form. Verification of presence of record about the regulated organization which submitted the report in the Unified State Register of Legal Entities, the Unified State Register of Private Entrepreneurs and the state register of accredited branches, representations of foreign legal entities is performed by means of single system of interdepartmental electronic interaction.
