About approval of the Technique of carrying out the analysis of regulating impact of regulatory legal acts on activities of subjects of entrepreneurship

According to article 19 of the Law of the Kyrgyz Republic "About regulatory legal acts of the Kyrgyz Republic", articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides:

1. Approve the Technique of carrying out the analysis of regulating impact of regulatory legal acts on activities of subjects of entrepreneurship (further - ARV Technique) according to appendix.

2. To the ministries, the state committee, administrative departments and local government bodies (under approval) to be guided by ARV Technique in case of project development of the regulatory legal acts regulating business activity.

2-1. Determine that the personal responsibility for accuracy of the data of carrying out the analysis of regulating impact is conferred on heads of bodies developers.

3. Determine the Ministry of Economy and Trade of the Kyrgyz Republic authorized body on:

1) to conducting examination of analytical notes about the analysis of regulating impact (further - ARV) projects of the regulatory legal acts regulating business activity on compliance to ARV Technique;

2) to forming of policy of development of the ARV system and mechanisms of its realization;

3) to examination on compliance of public consultations in the course of carrying out ARV.

4. Declare invalid the order of the Government of the Kyrgyz Republic "About approval of the Technique of carrying out the analysis of regulating impact of regulatory legal acts on activities of subjects of entrepreneurship" of September 30, 2020 No. 504.
