The instruction about procedure for issue of visas of the Republic of Belarus to foreign citizens and stateless persons (further - the Instruction) is developed according to the Law of the Republic of Belarus of June 3, 1993 "About legal status of foreign citizens and stateless persons in the Republic of Belarus" (Vedamasts? This Instruction establishes procedure for issue of visas of the Republic of Belarus to foreign citizens and stateless persons (further - foreigners), and also determines operations procedure of officials of diplomatic representations and consular establishments of the Republic of Belarus (further - the consular official), officials of the Ministry of Foreign Affairs of the Republic of Belarus (further - the MFA), the Ministries of Internal Affairs of the Republic of Belarus (further - the Ministry of Internal Affairs), Committee for State Security of the Republic of Belarus, the State boundary committee of the Republic of Belarus by consideration of addresses about issue of visas.
3. The foreigner can drive to the Republic of Belarus and leave the Republic of Belarus according to the valid passport or other document replacing him, intended for trip abroad and issued by relevant organ of the state of civil accessory or the regular residence of the foreigner or the international organization (further - the document for trip abroad), in the presence of the visa of the Republic of Belarus (further - the visa) if other is not defined by international treaties of the Republic of Belarus.
