1. Establish prohibition on implementation of the international motor transportations of loads on the territory of the Russian Federation the cargo vehicles belonging to the foreign carriers registered in foreign states which entered concerning citizens of the Russian Federation and the Russian legal entities rationing arrangements in the field of the international motor transportations of loads.

2. The prohibition, the stipulated in Item 1 this resolution, extends to implementation of the following types of the international motor transportations of loads:

bilateral transportations;

transit transportations;

transportations from the territory or on the territory of the third state.

3. Approve enclosed:

the list of foreign states which entered concerning citizens of the Russian Federation and the Russian legal entities rationing arrangements in the field of the international motor transportations of loads;

conditions of implementation of the international motor transportations of loads in case of which observance will lock, the stipulated in Item 1 this resolution, it is not applied;

changes which are made to acts of the Government of the Russian Federation.

4. This resolution becomes effective since October 10, 2022 and is effective until elimination of the circumstances which formed the basis for introduction of prohibition, the stipulated in Item 1 this resolution.

Conditions of implementation of the international motor transportations of loads in case of which observance the prohibition, stipulated in Item 1 Orders of the Government of the Russian Federation of September 30, 2022 is not applied No. 1728

1. The international motor transportations of loads are performed by the cargo vehicles belonging to foreign carriers registered in foreign states which entered concerning citizens of the Russian Federation and the Russian legal entities rationing arrangements in the field of the international motor transportations of loads which list is determined by the order of the Government of the Russian Federation of September 30, 2022 No. 1728 "About measures for implementation of the Presidential decree of the Russian Federation of September 29, 2022 No. 681 "About some questions of implementation of the international motor transportations of loads" (further respectively - foreign carriers, foreign states), being in day of entry into force of this resolution in the territory of the Russian Federation, on condition of departure of such vehicles from the territory of the Russian Federation in time not exceeding 7 days from the date of entry into force of the specified resolution.

2. Transit international motor transportations of loads are performed by the cargo vehicles belonging to foreign carriers for the purpose of return to the state of registration on condition of their entrance for the territory of the Russian Federation and their departure from the territory of the Russian Federation in time, No. 1728 which is not exceeding 7 days from the date of entry into force of the order of the Government of the Russian Federation of September 30, 2022 "About measures for implementation of the Presidential decree of the Russian Federation of September 29, 2022 No. 681 "About some questions of implementation of the international motor transportations of loads".

3. The international motor transportations of loads are performed in the relation:

mailings;

diplomatic mail and consular bag;

humanitarian assistance;

the loads imported through the site of frontier of the Russian Federation with the Republic of Byelorussia;

loads in the trail cars or semitrailer trucks registered in foreign states, towed by the driverless vehicles registered in the Russian Federation or in state members of the Eurasian Economic Union (further - the states members of EEU);

the loads which are exported from the territory of the Russian Federation for the purpose of ensuring organization activity of the Russian Federation on Svalbard archipelago;

finished pharmaceutical products, including bulk, raw materials, materials, pharmaceutical substances, standard samples and reactants for production and monitoring procedure of quality of medicines, medical products, spare parts and component parts to them, raw materials, materials for production of medical products;

the goods classified in groups 30 and 90 of the single Commodity nomenclature of foreign economic activity of the Eurasian Economic Union;

blood, bodies and tissues of the person;

property of the physical persons moving to the Russian Federation, in the presence at such physical persons of one of the following statuses:

participant status (the member of the family of the participant) of the State program on rendering assistance to voluntary resettlement to the Russian Federation the compatriots living abroad, the Russian Federation approved by the Presidential decree of June 22, 2006 No. 637 "About measures for rendering assistance to voluntary resettlement to the Russian Federation of the compatriots living abroad";

the status of the displaced person acquired according to the Law of the Russian Federation "About displaced persons";

the status of the refugee or person who was granted provisional asylum, acquired according to the Federal Law "About Refugees";

the status of the immigrant acquired according to international treaties of the Russian Federation.

4. The international motor transportations of loads are performed concerning the goods included in the list according to appendix No. 1, except for of such international motor transportations of loads, performed by the driverless vehicles registered in the Republic of Poland and the Republic of Moldova.

5. The international motor transportations of loads are performed from the territory of foreign states on the territory of the Kaliningrad region or from the territory of the Kaliningrad region on the territory of foreign states.

6. Reloading of goods from the cargo vehicles belonging to foreign carriers, in the cargo vehicles belonging to the carriers included in the register of the Russian carriers allowed to implementation of the international motor transportations (further - the Russian carriers), and having foreign permission of any state on which territory the international motor transportation of loads was performed, or in the cargo vehicles belonging to the carriers registered in the territories of state members of EEU and having stipulated by the legislation one-time permission of the Russian Federation to implementation of the international motor transportation from the territory or on the territory of the third state (further - carriers of state members of EEU), or reloading of goods from the cargo vehicles belonging to the Russian carriers having foreign permission of any state on which territory the international motor transportation of loads will be performed, or from the cargo vehicles belonging to carriers of state members of EEU in the cargo vehicles belonging to foreign carriers it is carried out in the customs control zones which are in the territories of subjects of the Russian Federation and municipalities included in the list according to appendix No. 2.

7. When implementing transportations by driverless vehicles with trail cars or semitrailer trucks replacement of the driverless vehicles belonging to foreign carriers by the driverless vehicles belonging to the Russian carriers having foreign permission of any state on which territory the international motor transportation of loads, either to carriers of state members of EEU was performed or replacement of the driverless vehicles belonging to the Russian carriers having foreign permission of any state on which territory the international motor transportation of loads will be performed or to carriers of state members of EEU on the driverless vehicles belonging to foreign carriers is carried out in the customs control zones which are in the territories of subjects of the Russian Federation and municipalities included in the list provided by appendix No. 2 to this document.

8. In case of departure from the territory of the Russian Federation of the cargo vehicles belonging to foreign carriers when implementing of the international motor transportations of loads by them in accordance with the terms specified in Items 4-7 of this document, the amount of the fuel which is in the reservoirs provided for each model of such cargo vehicle, technologically and structurally connected with power supply system of the engine and established by manufacturing plant shall not exceed 200 liters.

9. The international motor transportation of loads is performed based on the order of the Government of the Russian Federation.

10. Transportation of the cargo vehicles of technical support belonging to foreign carriers used for transportation on the territory of the Russian Federation of the equipment and sports cars, to venues of sports competitions in the presence of the confirmation of the Ministry of Sport of the Russian Federation and the invitation of the Russian public organization of road transport "The Russian automobile Federation" containing information on the physical persons and vehicles crossing frontier of the Russian Federation, and advance (at least in 48 hours) submissions by the Ministry of Sport of the Russian Federation of the specified information to the Border service of Federal Security Service of the Russian Federation is performed.
