About modification and amendments in the order of the Chairman of the Agency of the Republic of Kazakhstan on anti-corruption (Anti-corruption service) of October 30, 2019 No. 272 "About some questions of passing of law-enforcement service in anti-corruption Agency of the Republic of Kazakhstan (Anti-corruption service)" and recognition invalid its structural elements"
I ORDER:
1. Bring in the order of the Chairman of the Agency of the Republic of Kazakhstan on anti-corruption (Anti-corruption service) of October 30, 2019 No. 272 "About some questions of passing of law-enforcement service in anti-corruption Agency of the Republic of Kazakhstan (Anti-corruption service)" (it is registered in the Register of state registration of regulatory legal acts at No. 19551) the following changes and amendments:
state preamble in the following edition:
"According to Item 8 of Article 12, Item 3 of Article 36, Item 7 of Article 42 and Item 2 of article 48 of the Law of the Republic of Kazakhstan "About law-enforcement service" I ORDER:";
add Item 1 with the subitem 12) of the following content:
"12) Rules and terms of the organization of mentorship for persons for the first time arriving on law-enforcement service in anti-corruption Agency of the Republic of Kazakhstan (Anti-corruption service) according to appendix 11-1 to this order.";
Rules of maintaining the personal records containing the personal data of the employee of anti-corruption service approved by the specified order to be reworded as follows according to appendix 1 to this order;
in the Rules of the organization of professional office and physical training in anti-corruption service approved by the specified order:
state Item 1 in the following edition:
"1. These rules of the organization of professional office and physical training in anti-corruption service (further – Rules) are developed according to Item 3 of article 36 of the Law of the Republic of Kazakhstan "About law-enforcement service" and determine procedure for the organization of professional office and physical training of staff of anti-corruption service (further – employees).";
in Rules and conditions of passing of computer testing of the staff of anti-corruption service who are subject to certification on knowledge of the legislation of the Republic of Kazakhstan and logical thinking, standard rates by determination of professional suitability, and also threshold values for categories of the positions approved by the specified order:
state Item 1 in the following edition:
"1. These rules and conditions of passing of computer testing of staff of anti-corruption service, certification subjects, on knowledge of the legislation of the Republic of Kazakhstan and logical thinking, standard rates by determination of professional suitability, and also threshold values (further – Rules) are developed for categories of positions according to Item 2 of article 48 of the Law of the Republic of Kazakhstan "About law-enforcement service" and determine procedure and conditions of passing of computer testing (further – testing) the staff of anti-corruption service who is subject to certification on knowledge of the legislation of the Republic of Kazakhstan and logical thinking, standard rates of determination of professional suitability, and also threshold values for categories of positions.";
be reworded as follows appendix 1 according to appendix 2 to this order;
be reworded as follows appendix 2 according to appendix 3 to this order;
in the Instruction for assignment of cool qualification to the staff of the anti-corruption service approved by the specified order:
state Item 2 in the following edition:
"2. Depending on the reached level of training, experience and service length the following cool qualifications are consistently appropriated to employees: "the specialist 2 classes", "the specialist of 1 class" and "the specialist of 1 class – the mentor".
Assignment of cool qualifications is made for the purpose of stimulation of increase in professionalism of employees and fixing of personnel.
Cool qualifications are appropriated:
1) "the specialist 2 classes" – to the employees who do not have cool qualification and worked in anti-corruption service at least one year;
2) "the specialist of 1 class" – to the employees, on the expiration of two years from the moment of assignment of cool qualification "the specialist 2 classes".
As the exception, to the employees who do not have cool qualification "the specialist 2 classes" and served in law enforcement, special state and other state bodies, and also Armed forces of the Republic of Kazakhstan at least five years is allowed assignment of cool qualification "the specialist of 1 class" taking into account the level of professional knowledge and skills in post;
3) "the specialist of 1 class – the mentor" – to the employees having cool qualification "the specialist of 1 class" and who served in law enforcement and special state bodies, and also Armed forces of the Republic of Kazakhstan at least five years, from them at least one year in anti-corruption service performing (performing) mentorship, or to the employees having cool qualification "the specialist of 1 class" and who served in law enforcement and special state bodies, and also Armed forces of the Republic of Kazakhstan at least fifteen years, from them at least one year in anti-corruption service which is not performing (not performing) mentorship, or holding executive positions.";
state item 4 in the following edition:
"4. The decision on assignment and confirmation of cool qualification is accepted by the head or the authorized head of anti-corruption service by the publication of the relevant order.";
1) and 2) of Item 8 to state subitems in the following edition:
"1) the Chairman of the Agency – to heads of structural divisions of central office of the Agency and its territorial authorities on written representation of the first deputy (the supervising deputies) of the Chairman of the Agency;
2) the First Deputy Chairman of the Agency – to the staff of the Agency on the written representation of heads of structural divisions approved with the supervising vice-chairman of the Agency (chief of staff);";
state Item 10 in the following edition:
"10. To persons which arrived to anti-corruption service according to the procedure of transfer from other law enforcement and special state bodies, and also Armed forces of the Republic of Kazakhstan, assignment (confirmation) of cool qualification is performed based on ideas of assignment (confirmation, being available earlier) cool qualification according to requirements, stipulated in Item the 2nd this Instruction.";
in Item 15:
1) to state the subitem in the following edition:
"1) biographical particulars about the employee (surname, name, the employee's middle name (in case of its availability), year of birth, education(s), specialty(specialties), cool qualification(s), academic degree (in case of its availability) and special rank;"
3) to state the subitem in the following edition:
"3) business and personal qualities, data on encouragement and the operating penalties, and also about lack of data on conducting office investigation and (or) investigation of criminal case.";
16, 17 and 18 to exclude Items;
state Item 21 in the following edition:
"21. Representations to assignment (confirmation) of cool qualification are stored in personal records of employees.";
add the specified order with appendix 11-1 according to appendix 4 to this order.
2. Recognize invalid subitems 2), 3), 4), 7), 8), 9) and 11) Item 1 of the order of the Chairman of the Agency of the Republic of Kazakhstan on anti-corruption (Anti-corruption service) of October 30, 2019 as No. 272 "About some questions of passing of law-enforcement service in anti-corruption Agency of the Republic of Kazakhstan (Anti-corruption service)" (it is registered in the Register of state registration of regulatory legal acts at No. 19551).
3. To provide to department of personnel work of the Agency of the Republic of Kazakhstan on anti-corruption (Anti-corruption service) in the procedure established by the legislation:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) placement of this order on Internet resource of the Agency of the Republic of Kazakhstan on anti-corruption (Anti-corruption service) after its official publication.
4. To impose control of execution of this order on the chief of staff of the Agency of the Republic of Kazakhstan on anti-corruption (Anti-corruption service).
5. This order becomes effective after ten calendar days after day of its first official publication.

Appendix 1
to the Order of the Chairman of the Agency of the Republic of Kazakhstan on anti-corruption (Anti-corruption service) of October 30, 2019 No. 272
1. These rules of maintaining the personal records containing personal data of the employee of anti-corruption service (further – Rules), are developed according to Item 7 of article 42 of the Law of the Republic of Kazakhstan "About law-enforcement service" (further – the Law) and determine procedure for maintaining personal records of staff of the Agency of the Republic of Kazakhstan by anti-corruption (Anti-corruption service) (further – the Agency) and its territorial authorities, their accounting, storage and issue.
2. In case of arrival of the candidate for bodies of anti-corruption service by personnel service the personal record which all materials of studying and data on office activities and years of service of law-enforcement service join further is created.
3. Personal records are drawn up and kept on all staff of anti-corruption service.
4. The personal record is the main document reflecting the personal data and materials characterizing office, professional and public work of employees.
5. The personal record acts as information model of the employee and is used as the accounting document containing the exact and detailed bio data and data characterizing it business and personal qualities, office and labor activity and also as storage of the documents confirming these data (characteristics, office certifications, the oath, representations).
6. Materials of the personal record are used for the solution of questions of service by the employee, its representation to assignment of the next special rank, rewarding and encouragement, calculation of service length for determination of the size of official pay rate, working life, calculation of length of service for award of pension.
7. In bodies of anti-corruption service in case of collection, processing and personal data protection of the employee the following requirements shall be observed:
1) collection and processing of personal data of the employee is performed for the purpose of assistance to the employee in passing of law-enforcement service, training and official growth, ensuring personal security of the employee and members of his family, and also for the purpose of ensuring safety of the property belonging to it, accounting of results of execution of job responsibilities by it;
2) check of reliability of the personal data obtained at the employee according to the Law is performed with participation of state bodies;
3) personal data protection of the employee from their unauthorized use or loss is provided at the expense of means of law enforcement agency according to the procedure, established by the Law and other legal acts of the Republic of Kazakhstan;
4) transfer of personal data of the employee to the third party is not allowed without the consent of the employee expressed in writing, except as specified, established by the laws.
8. The employee guilty of violation of the regulations regulating obtaining, storage, processing, use and transfer of personal data of other employee, and equally guilty of loss or disclosure of such data bears responsibility according to the Law and other laws of the Republic of Kazakhstan.
9. The data containing in the personal record of the employee belong according to the legislation of the Republic of Kazakhstan to the state secrets.
10. The personal record consists of five parts in form, according to appendix 1 to these rules:
are stored in the first part: the record of service in form, according to appendix 2 to these rules, the conclusion of the commission on determination of service length;
in the chronological sequence are stored in the second part:
1) appraisal sheets;
2) office characteristics in the period of service;
3) ideas of assignment (lowering, recovery) of special rank;
4) representations to position assignment, movement, release from post, dismissal from bodies of anti-corruption service;
5) the official report of employees, written with own hand, on movement, rotation, appointment and dismissal from post;
6) quit notice;
in the chronological sequence are stored in the third part:
1) the application for admission in anti-corruption service;
2) the autobiography in form, according to appendix 3 to these rules;
3) questionnaire;
4) characteristics (office, educational);
5) materials of tender committee;
6) certificate of medical examination of the Central (district) military-medical commission;
7) subscription in form, according to appendix 4 to these rules;
8) the obligation in form, according to appendix 5 to these rules;
9) signed text of the oath of the employee;
10) the conclusion (admission) to agential operational work;
11) the agreement (contract) on the admission to the state secrets;
12) personal leaf on registration of personnel in form, according to appendix 6 to these rules;
13) notarially attested copy of the contract for property trust management (in the presence);
"Archive materials" are stored in the fourth part (the separate folder): obsolete records of service; obsolete autobiographies and questionnaires; official report of the employee; conclusions and materials of functional audit checks and investigations; decision and protocol of meetings of staff; obsolete certificates of medical examination of the Central (district) military-medical commission, health declaration, of wounds and contusions; petition and official report for prolongation of service life; recommendations when moving about service; materials on work with the candidates enlisted in personnel reserve; copies of certificates (about the end of special initial training, rates of retraining, advanced training, and also language and educational course); obsolete results of testing, delivery of standard rates on physical training; the documents of the personal record which are in irrelevant condition;
"Materials of studying and special check" are stored materials of special check on the employee and his close relatives in the fifth part (the separate folder), the original or the copy of the letter of Committee of homeland security of the Republic of Kazakhstan or its territorial authority about results of special check; information of division of own (internal) safety; references recommendations from the local police inspector at the place of residence, the conclusion on special check.
11. On the back title cover of the personal record the color photograph (fullface, bust) of the employee in uniform of 9х12 centimeters in size is attached (without outerwear and headdress).
On the back photographs ink register surname, name, middle name (in case of its availability) the employee which are certified by the signature of the employee of personnel service or the direct head.
On the second inside of cover the envelope in which personal papers are stored is glued: the copy of the identity certificate of the citizen of the Republic of Kazakhstan (further – the identity certificate) certified by the employee (worker) of personnel service; the copies of documents on the higher education certified notarially; the copies of documents on marital status, the birth of children certified by the employee (worker) of personnel service; service record; the document of military accounting (for persons liable for call-up of persons); copies of certificates of delivery of the declaration on assets and liabilities, the income and property, including, on the spouse (hectare) (for the last three years).
On outer side of envelope the list of documents, being in envelope of the personal record, in form, according to appendix 7 to these rules is attached.
12. The record of service is the document reflecting passing by the employee of law-enforcement service.
Entries in the record of service are made by ink (ball pen) of blue color, is legible, is accurate, by hand, without reducings and erasures.
In cases if in the subsequent work inaccuracies and misstatements in the records made in the record of service are revealed, corrections are made. All corrections are certified by the phrase: "Corrected to trust", the signature of the employee (worker) of the personnel service certified by impress of a seal of personnel service.
Registration and the subsequent entering of records into the record of service is performed in the state or Russian languages. Digital registration of different entries in the record of service, inventories and other documents of the personal record is performed with use only of the Arab figures.
In the record of service records about statement on special accounting, about establishment of length of service are made.
Entering into the record of service of the data which are not provided by its form is not allowed.
If when filling Sections of the record of service there is no information, or it has non-constant character (has no, she is not married), entry is made by simple pencil in the form of the note "has no", "does not own" (for example, in the Section "Data on Academic Degree and Academic Status" – has no).
The employee (worker) of personnel service in case of creation and the subsequent maintaining the record of service is guided by the following:
1) on the title page of the record of service in the graph the surname, name, middle name (in case of its availability) are specified completely and is legible surname, name and middle name (in case of its availability) the employee in strict accordance with the identity certificate, without misstatement taking into account lexicographic execution of words.
In cases of change of surname, name or middle name (in case of its availability), former data accurately undertake in parentheses, are not crossed out. Nearby it is legible the changed data are entered. In the left bottom corner data on change of accounting data, the former and changed data, number and date of the order, the name of the instance which issued the order are specified;
2) in the table of special (military) ranks, the ranks specified in the military ID of again accepted person are not specified. As the bases for filling of the table orders on staff on assignment of special ranks act;
3) record in strict accordance with the identity certificate of the employee is made to the Section 1 "Data on Birth Date" and registers completely in text zone by verbal and digital method;
4) the record based on the identity certificate verified with the questionnaire is made to the Section 2 "Birthplace";
5) record about national identity of the employee in strict accordance with the identity document, in the presence of such data is made to the Section 3 "Nationality";
6) the Section 4 "Education" is filled in based on education documents.
The name of the organization of education, series and number of the diploma, year of the termination, qualification, the direction or specialty according to the diploma are introduced in structural elements of Section 4;
7) record is made to the Section 5 "Language skills" based on the questionnaire completed with the employee. Languages which are known by the employee are specified completely, without reducings. Degree of knowledge of language in text form is specified as follows: "uses masterfully", "reads and can speak", "reads and translates with the dictionary";
8) in the Section 6 "Data on Academic Degree and Rank" records are brought based on the documents issued by the authorized body performing management in the field of the higher and postgraduate education. In this Section the academic degree and (or) academic status, date of award of academic degree or assignment of academic status who issues the document, number (series) of the document is specified. Also the code of specialty and the field of scientific research is specified;
9) in the Section 7 "Data on Availability of Scientific Works and Inventions" names are specified to those theses, records are made based on the list of scientific works and inventions of the established sample submitted the employee. In case of impossibility to reflect all list of works and inventions provided by the employee in this Section the list is filed in the fourth part of the personal record;
10) in the Section 8 "Independent Labour Activity" data on the performed work since the beginning of labor activity, excepting service in Armed Forces, other troops and military forming of the Republic of Kazakhstan, special state and law enforcement agencies, similar structures and law enforcement agencies of the State Parties of the Commonwealth of Independent States based on the documents confirming labor activity are entered. In this Section data on resident instruction in civil educational institutions, work as workers and employees in Armed Forces, other troops and military forming of the Republic of Kazakhstan, special state and law enforcement agencies, similar structures and law enforcement agencies of the State Parties of the Commonwealth of Independent States are reflected.
At the end of the Section the fixed data are certified by the signature of person which is drawing up the record of service with indication of its position, surname and initials, details of the document confirming labor activity and based on which records are made are also reflected. The signature is certified by seal of personnel service;
11) in the Section 9 "Service" records are made in chronological procedure. Data on passing of conscription military service in Armed Forces register based on the military ID, about passing of initial special training – based on the certificate (certificate), about training at internal departments of the organizations of formation of law enforcement agencies – based on orders on transfer in study and about the end of training of educational institutions, about service in Armed Forces, other troops and military forming of the Republic of Kazakhstan, special state and law enforcement agencies, similar structures and law enforcement agencies of the State Parties of the Commonwealth of Independent States – based on orders on staff.
Data are made to this section:
about labor activity on positions based on orders on staff;
about posting of the military personnel, employees to separate state bodies of the Republic of Kazakhstan;
about training at the expense of the government budget in educational institutions of the foreign states based on the orders on transfer for study and the end of training provided by foreign educational institutions or students.
Also in this Section based on orders record about establishment of service length for determination of the size of official pay rate is made.
Number, date of the order and the name of the instance which published it register against every period of service confirmed with this order. In case of record of movements of faces of the commanding structure from the highest position the movement reason is specified the lowest, for example: "it is appointed with lowering according to the procedure of authority punishment" or "it is appointed with lowering in connection with staff reduction" or "it is appointed with lowering at own will". Record about the reasons of demotion is made only based on the order on staff.
In cases of sending out on business, dismissal of the employee from service or its exception of lists of staff, the records made 9, are certified of the Section by the signature of the head of personnel service or his face replacing and sealed personnel service;
12) in the Section 10 "The Periods of Service Which Are Subject to Offsetting in Length of Service on Favourable Terms" the periods of service which are subject to offsetting in length of service in case of award of pension on favorable terms register.
In this Section of the record of service record of the following content is made:
"The period of service in length of service for award of pension with ______
on _________ to consider on favorable terms:
one month for _______ month.
Basis: _______________________________________
(orders, documents for preferential calculation of length of service)".
Data on participation in wars and fighting register consistently, in chronological procedure, with indication of military units, connections, organizations as a part of which the employee was involved in fighting. Records are made based on orders and documents for preferential calculation of length of service about specifying of number and document date, the name of the body which issued them.
Records about service of the employee in the remote and mountain areas are made with reference to the order of the Government of the Republic of Kazakhstan of February 24, 2014 No. 129 "About approval of Rules of calculation of length of service by the serviceman, to the staff of special state and law enforcement agencies, the public courier service, and also persons whose rights to have military or special ranks, class ranks and to wear uniform are abolished since January 1, 2012, and to persons whose medical positions are reduced in law-enforcement bodies of the Republic of Kazakhstan since July 1, 2022 and on January 1, 2023, having at the time of reducing position length of service at least twelve years and six months of continuous military service, service in special state and law enforcement agencies, the public courier service, on condition of continuation of work by them in the medical organizations, located in pre-trial detention centers and organizations of criminal and executive (penitentiary) system".
The records made 10, are certified of the Section by the signature of the head of personnel service or person replacing it and seal of personnel service;
13) in the Section 11 "Preparation, Advanced Training and Retraining" based on supporting documents (certificates, diplomas) records about preparation, advanced training and retraining of employees in the organizations of education, including, foreign countries are made. The period of time and educational institution or department in which preparation, advanced training and retraining, profile and type of training, the profession and qualification, details of the supporting document was performed is specified;
14) in the Section 12 "Data on Certification" data on date of certification, the decision and on recommendations made by certifying commission are entered.
The basis for introduction of records is the appraisal sheet signed by the chairman and members of certifying commission;
15) in the Section 13 "Awards and Encouragement" data on the state awards of the Republic of Kazakhstan and foreign states, and also encouragement received during service by the employee are brought. The basis for records are presidential decrees of the Republic of Kazakhstan about rewarding, orders on encouragement;
16) in the Section 14 "Authority punishments" the authority punishments imposed on employees during passing of service by them register. The bases for introduction of records are orders on involvement of the employee to disciplinary responsibility, at the same time, in graphs of the Section completely is reflected what penalty is imposed and for what, in strict accordance with the order;
17) in the Section 15 "Data on the Wounds and Contusions Received in case of Execution of Office Debt" records about wounds, contusions, injuries, mutilations, the diseases received by the employee in case of execution by it of service duties or office debt are made. The documents issued by medical institutions, archive references with reference to number and date of supporting documents form the basis for records, at the same time nature of wounds, contusions, injuries, mutilations, diseases when and where they were received is specified;
18) in the Section 16 "Information about the Employee's Parents" surname, the name, middle name (are entered in case of its availability) the father and mother, their residence. The basis for record are the checked data reflected in the questionnaire and the autobiography of the employee;
19) in the Section 17 "Data on Marital Status" to the right of the name of the Section the following possible values register: "he is married she (is married)"; "he is single she (is not married)"; "it is divorced it (is divorced)", "the widower (widow)". In the table of this Section surname (including maiden), the name, middle name (register in case of its availability) spouses (spouse) and the employee's children (including adopted, adopted). Records of data on marital status of the employee are made only based on the documents issued by the bodies performing state registration of acts of civil status.
In the column "Note" additional data are displayed (about annulment of marriage, death);
20) the Section 18 "Residential Address of the Employee" is filled in based on the data reflected in the questionnaire completed with the employee, the autobiography (registration address and the actual accommodation). In this Section numbers of home and mobile phones according to which it is possible to contact the employee are specified. Records of numbers of home and mobile phones are made by simple pencil;
21) at the end of the record of service the position, surname and initials of the employee (worker) of personnel service who constituted the record of service is specified, its signature, date and seal of division of personnel service is appended.
Person on who the record of service is constituted studies the constituted record of service, and in confirmation of reliability of the data which are written down about it undersigns for the record of service. After that the record of service affirms the head of personnel service or person replacing it, is certified by seal of personnel service.
The last leaf of the record of service is intended for fastening by seal.
Employees get acquainted with entries in the record of service during service at least once in five years, after dismissal, and also with the permission of the head of personnel service or person replacing it.
The record of service is kept throughout all office activities of the employee.
Subsequent changes and amendments in data social and demographic (surname, birth date and birth place, education, marital status), administrative nature (position and the duty station, encouragement and penalties), and also in the data characterizing personal and business qualities of the employee are reflected in the record of service of the personal record those personnel divisions in which these cases are on accounting.
Renewal of records of service is allowed only in cases of their receipt to complete worthlessness, according to the motivated conclusion of personnel service approved by the head of personnel service or person replacing it. At the same time the former record of service is not destroyed, and filed in the fourth part of the personal record.
13. The autobiography contains biographical particulars of the employee, and also the short description of its educational, labor and public work.
The autobiography is written by the employee with own hand in any form, the signature of the employee and date is appended at the end. After each next five years the new autobiography which is filed in the personal record is filled in.
14. The personal leaf on registration of personnel is filled without reducings, crossed out sections, corrections and blots, in strict accordance with records which contain in the documents concerning the employee.
When filling personal leaf the following documents are used (in the presence): identity certificate; service record; record of service; military ID; education documents; documents on award of academic degree and on assignment of academic status.
The personnel service checks completeness of filling of personal leaf and reliability of the data specified in it according to the submitted documents.
15. In case of new circumstances (the introduction in scrap/annulment of marriage), changes of biographic nature, detection of the data contradicting data of the record of service checking events are held, new necessary documents will be requested the employee.
16. The employee in cases of change of its marital status, attraction it or close relatives to criminal liability, departure any of them on the permanent residence abroad, informs on it the direct head till three working days the official report which is transferred to personnel service and joins the personal record of the employee.
17. Control of condition of personal records and compliance to their requirements of these rules is performed periodically, but at least once in two years, by carrying out audit of personal records with creation of the deficiencies list with indication of specific terms of remedial action.
Carrying out audit, creation of the deficiencies list is assigned to the staff (workers) of personnel service responsible for maintaining and storage of personal records.
Control of execution of the deficiencies list is imposed on the staff (workers) of personnel service who fixes in control card results of these activities. The card of control of execution of the personal record is in each personal record and is filled throughout all service of the employee in form, according to appendix 8 to these rules.
18. All materials of the personal record are filed in separate parts.
Use of glue, adhesive tape, the staplers intended for fastening of documents is not allowed.
Numbering of sheets of each part is made by simple pencil, in the right upper corner. The number of sheets of documents of each part is not limited.
Documents of each part of the personal record are numbered separately and included in the internal schedule of each part.
In the beginning documents which were accepted or drawn up in case of acceptance of the employee on service, and further – in chronological procedure in process of receipt them in personnel service are included in the internal schedule.
The internal inventory is constituted and certified by the signature of the employee (worker) of personnel service opposite to each introduced document.
The total quantity of documents and sheets of the internal inventory is specified in case of dismissal of the employee in Sections of the internal inventory by digital and capital method, the position, surname, name, middle name (is also specified in case of its availability) the employee (worker) of personnel service who filled in the inventory date, the signature and is certified by seal of personnel service.
Change (correction) in content of the records included in the internal schedule are certified by the signature of the employee (worker) of personnel service responsible for accounting of personal records, and seal of personnel service.
19. The reduced military cases of the reserve officers passing anti-corruption service join the main personal record in not embroidered type.
20. Accounting and storage of personal records of employees will be organized by personnel services and assigned to employees (workers) having the admission to the state secrets.
Personal records are stored in the storage (the certain room) equipped with racks, safes, cases, meeting the requirements of the Instruction for protection of the state secrets of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of October 28, 2021 No. 776 "About Approval of the Instruction for Protection of the State Secrets of the Republic of Kazakhstan and Recognition Voided Some Decisions of the Government of the Republic of Kazakhstan" chipboard.
21. The personal record is subject to registration and delivery in storage of personnel service no later than fifteen calendar days after the publication of the order on appointment of the employee to position. On storage the personal records which are drawn up according to these rules are accepted.
Registration number of the personal record is specified on cover and is introduced in the registration accounting form (journal or the database in the automated information system).
Accounting of personal records is made according to the stock record book of personal records in form, according to appendix 9 to these rules. The number of accounting numbers in it correspond to the number of the personal records which are subject to storage.
At each accounting number the place for the subsequent ten records is provided. Number behind which in the stock record book of personal records the personal record is considered is put down on front part of cover of the personal record. Personal records are stored in the order of numbers.
At least once in two years inventory count of personal records (reconciliation of availability of personal records with entries in the stock record book of personal records) is made about what the statement of availability of personal records in any form in which the number of cases for check is specified is drawn up.
22. Withdrawal of documents from the personal record, and also storage in the personal record of the documents which are not provided by these rules is not allowed.
Copying from the documents which are in the personal record is made only with the permission of the head of personnel service or his face replacing.
Marks in the original of the personal record about copying are not made.
Personal records of the employees appointed to positions of central office of the Agency and position of heads of territorial authorities of the Agency, their deputies, and also heads of managements of territorial authorities of the Agency (including interdistrict) are stored in personnel service of the Agency. In personnel services of territorial authorities where personal registration of personnel according to personal records is performed, duplicates of personal records of the designated employees are drawn up.
In the right upper corner of the personal record the mark "Duplicate" becomes. After dismissal of the employee the duplicate of the personal record is stored in personnel service within one year then it is destroyed.
23. Issue (dispatch) of personal records is performed by the staff (workers) of personnel service from written specifying (permission) of the head of personnel service of the Agency or the head, the deputy of territorial authority.
At the request of the head of body or the authorized head personnel service the materials characterizing the employee go to Armed Forces of the Republic of Kazakhstan, other troops and military forming of the Republic of Kazakhstan, special state and law enforcement agencies (the reference or the record of service, the conclusion on the last certification, data on assignment of the last special rank, cool qualification, service length).
On the recalled staff of central office of the Agency and its territorial authorities personal records are sent in the new place of their appointment no later than five working days from the date of the publication of the order on sending out on business.
Personal records are issued to the staff (workers) of personnel services for temporary use until the end of the working day then are given in storage.
Fixing of issue (dispatch) of personal records is made for temporary use in control card of the personal record in form, according to appendix 10 to these rules, being in each personal record,-faced, responsible for accounting and storage of personal records. Control cards of the issued (sent) personal records are stored in special card-index in number procedure.
In case of return of the personal record to it the control card with indication of in it dates of return and the signature of the accepted person invests. Personal records on requests are sent for the term of no more than one month, in exceptional cases term is prolonged by the written request.
In the stock record book of personal records entry with indication of when where and in case of what reference number the personal record is sent is made.
24. Personal records of the employees dismissed from anti-corruption service are checked in year after their dismissal in departmental archives according to the order of the Government of the Republic of Kazakhstan of October 31, 2018 No. 703 "About approval of Rules of documentation, management of documentation and uses of electronic document management systems in the state and non-state organizations" and the order of the acting minister of culture and sport of the Republic of Kazakhstan of September 29, 2017 No. 263 "About approval of the List of the standard documents which are formed in activities of the state and non-state organizations, with indication of storage duration" (it is registered in the Register of state registration of regulatory legal acts for No. 15997).
In case of the solution of questions of recovery in anti-corruption service of earlier dismissed employees after the publication of the order on appointment them to position the archive personal record is requested from departmental archive and continues to be created by the employee (worker) of personnel service.
25. According to the Rules of maintaining and storage of service records approved by the order of the Minister of health and social development of the Republic of Kazakhstan of November 30, 2015 No. 929 "About approval of form, Rules of maintaining and storage of service records" (it is registered in the Register of state registration of regulatory legal acts for No. 12621), the personnel service keeps the Book of accounting of movement of service records and inserts in them in form, according to appendix 11 to these rules.
In case of receipt of the service record in connection with dismissal, the employee undersigns for the Book of accounting of movement of service records and inserts in them. The service records which are not received by employees in case of dismissal or in case of their death are stored within two years in personnel service. After the specified term unclaimed service records are stored in departmental archive.
26. To the employees dismissed from anti-corruption service, personnel services issue service records with the record about dismissal made in them, return military IDs and issue the instruction according to the order of the Minister of Defence of the Republic of Kazakhstan of January 24, 2017 to No. 28 "About approval of Rules of military accounting of persons liable for call-up and recruits", (it is registered in the Register of state registration of regulatory legal acts for No. 14881).
At the same time record about service in anti-corruption service in the service record is made without transfer of names of posts.

Service records are drawn up and issued to persons which do not have service records in case of transfer in anti-corruption service at the request of the employee by the personnel service performing its dismissal from anti-corruption service.
On reserve officers the personnel service directs their reduced military cases (in case of their availability) together with counter to bodies of military management for the place of registration.
At the same time on the second inside of cover of the personal record in the list of documents, stored in envelope of the personal record, in case of issue of documents from envelope entry which is certified by the signature of the employee who received documents is made.
27. By reorganization of anti-corruption service personal records are submitted in the processed type and according to the inventory to the legal successor of anti-corruption service with creation of the delivery-acceptance certificate.

Conditions of accomplishment of exercises on physical training
1. Run on 60, of 100 m is carried out on racetrack of stadium or on any flat area.
2. Bending and extension of hands is carried out in emphasis lying – body direct, to bend hands to contact with floor breast – for men.
3. Pulling up on high crossbeam is carried out from starting position on hung the successful fellow from above, without touching by legs of floor (earth). Exercise is considered executed when crossing chin of signature stamp of crossbeam.
It is not allowed to have a rest (to stop) in provision of vis more than 5 seconds and to begin pulling up with rocking – for men.
4. Raising of trunk is carried out from provision, lying on spin, legs are bent in knees at an angle of 90 degrees, hands on shoulders, feet are kept by the partner – for women.
In case of the wrong accomplishment of exercise the command of "not consider" no more than three times then, tested acts from exercise accomplishment is given.
5. Firing (men)
Purpose: target with circles (50kh 50) established on board 75x 75, at the level of eyes of shooting.
Range to the purpose: 25 meters.
Quantity of ammunition: 6 (3 trial, 3 test).
Provision for firing: standing from hand (it is allowed from two hands).
Time for firing: it is not limited.
Estimative indicators: from 20 and above – is "excellent", 15-19 – it is "good", 10-14 – is "satisfactory", 0-9 – is "unsatisfactory".
The mark is put down by the best results of firing practice (trial or test).

1. These rules and terms of the organization of mentorship for persons for the first time arriving on law-enforcement service in anti-corruption Agency of the Republic of Kazakhstan (Anti-corruption service) (further – Rules), are developed according to Item 8 of article 12 of the Law of the Republic of Kazakhstan "About law-enforcement service" and determine procedure and terms of the organization of mentorship for persons for the first time arriving on law-enforcement service in anti-corruption Agency of the Republic of Kazakhstan (Anti-corruption service) and its territorial authorities (further – anti-corruption service).
2. In these rules the following concepts are used:
1) professional adaptation – process of mastering person for the first time arriving on law-enforcement service, professional skills, familiarizing with organization (corporate) culture, forming of commitment to service in anti-corruption service;
2) person for the first time arriving on law-enforcement service – person for the first time arriving on law-enforcement service in anti-corruption Agency of the Republic of Kazakhstan (Anti-corruption service);
3) the mentor – the employee of law enforcement agency assigned to person for the first time arriving on law-enforcement service, and giving him practical help in its professional adaptation;
4) mentorship – process of professional adaptation of persons for the first time arriving on law-enforcement service.
3. Behind persons for the first time arriving on law-enforcement service, except for persons for the first time arriving to positions of the senior and highest commanding structure the mentor is fixed.
4. The mentor within three working days after fixing with his mentor under the leadership of the division manager taking into account functional obligations, specifics of work develops the plan of professional adaptation of person for the first time arriving on law-enforcement service (further – the plan of professional adaptation), in form, according to appendix 1 to these rules.
During the term specified in part one of this Item, the plan of professional adaptation is approved with the head of the structural unit in whom person for the first time arriving on law-enforcement service works.
5. The plan of professional adaptation includes actions on:
1) to mastering person for the first time arriving on law-enforcement service, the professional knowledge and practical skills necessary for the successful solution of the assigned tasks;
2) to studying by person for the first time arriving on law-enforcement service, requirements of the legislation, organizational and administrative documents of anti-corruption service;
3) to education at person for the first time arriving on law-enforcement service, sense of responsibility for the charged site of work;
4) to observance of regulations of the Ethical code of law enforcement officers, bodies of civil protection and the public courier service of the Republic of Kazakhstan approved by the Presidential decree of the Republic of Kazakhstan of January 2, 2023 No. 81 "About approval of the Ethical code of law enforcement officers, bodies of civil protection and the public courier service of the Republic of Kazakhstan", office and labor discipline.
6. The mentorship is established for a period of up to six months.
In time implementation of mentorship the periods when person for the first time arriving on law-enforcement service, or the mentor was absent from work on reasonable excuses are not set off.
7. The reserve of mentors is created of the employees having considerable experience according to the decision of the head of anti-corruption service.
8. The basis for fixing of the mentor is the positive decision of the head of anti-corruption service on brought by personnel division of idea of fixing of the mentor.
9. Fixing of the employee of anti-corruption service as the mentor is made based on the order of the head of anti-corruption service no later than five working days from the date of appointment of person for the first time arriving on law-enforcement service.
10. For one mentor fixing more than two persons for the first time arriving on law-enforcement service are not allowed.
11. Replacement of the mentor is made by the order of the head of anti-corruption service in cases:
1) dismissals of the mentor or transfer into other work;
2) absences from work of the mentor more than two weeks on reasonable excuses (leave, disease, official journey);
3) the written application of the mentor about its discharge from mentorship in general or concerning the particular person for the first time arriving on law-enforcement service (with indication of the reasons);
4) the written application of person for the first time arriving on law-enforcement service about replacement of the mentor (it is possible without specifying of the reasons).
12. The period between release of the mentor from mentorship and fixing to person for the first time arriving on law-enforcement service, the new mentor does not exceed five working days. At the same time the term of implementation of mentorship does not change.
13. Mentor:
1) exercises daily control over the implementation of the plan of professional adaptation by person for the first time arriving on law-enforcement service;
2) gives help to person for the first time arriving on law-enforcement service in mastering the chosen profession, explains it functional obligations, shows acceptances and methods of their high-quality accomplishment, reveals, jointly analyzes and eliminates the made mistakes;
3) is positive example for person for the first time arriving on law-enforcement service in effective implementation of office activities, and also in the independent solution of objectives;
4) involves person for the first time arriving on law-enforcement service in active participation in public life of collective, agitates to maintaining healthy lifestyle, promotes development of common cultural and professional outlook, imparts patriotism;
5) is studied strong-willed, business and moral qualities of person for the first time arriving on law-enforcement service, its relation to service, collective and citizens and also his hobbies, bent, by circle of leisure communication;
6) helps person for the first time arriving on law-enforcement service to overcome difficulties, to strengthen moral and psychological stability in case of service;
7) timely takes measures for non-admission of misconduct and legality by person for the first time arriving on law-enforcement service;
8) at least once a month reports on the division manager on process of professional adaptation of person for the first time arriving on law-enforcement service about its achievements, behavior, results of the personal influence on its formation;
9) makes offers to the head of the structural unit in whom person for the first time arriving on law-enforcement service about its encouragement, application of measures of educational and disciplinary impact works.
14. Person for the first time arriving on law-enforcement service:
1) performs the instructions given it, performs the actions provided by the plan of professional adaptation;
2) makes efforts for increase in level of the professional competence, development of skills and capabilities, knowledge acquisition;
3) actively participates in public life of collective;
4) follows recommendations of the mentor in case of accomplishment of job responsibilities;
5) after the termination of term of mentorship is prepared by the report on accomplishment of the plan of professional adaptation (further – the report) in form, according to appendix 2 to these rules.
15. The report of person for the first time arriving on law-enforcement service with appendix of the plan of professional adaptation is submitted to the head of the structural unit in whom it works.
16. On completion of mentorship the mentor prepares response on person for the first time arriving on law-enforcement service (further – response), in form, according to appendix 3 to these rules.
17. The response is represented to the head of the structural unit in whom person for the first time arriving on law-enforcement service works.
18. Within five working days from the date of completion of mentorship, the report and response are represented to the head of anti-corruption service and to personnel division.
19. The head of anti-corruption service hears the mentors and persons for the first time arriving on law-enforcement service about the done work.
If necessary for their hearing heads of structural divisions in which persons for the first time arriving on law-enforcement service work are invited.
20. Following the results of hearing the head of anti-corruption service makes the decision on completion of term of mentorship.
21. The response of the mentor, the report of person for the first time arriving on law-enforcement service are stored in the personal record of person for the first time arriving on law-enforcement service, and the mentor.
22. The organization of mentorship is assigned to personnel divisions of anti-corruption service.
Personnel divisions of anti-corruption service study and generalize experience of the organization of mentorship, make to the head of anti-corruption service offers on enhancement of work on mentorship.
