1. Rules of certification and issue of the certificate of service of aviation safety of the airport (airfield)

Chapter 1. General provisions

1. These rules of certification and issue of the certificate of service of aviation safety of the airport (airfield) (further – Rules) are developed according to subitem 41-53) of Item 1 of article 14 of the Law of the Republic of Kazakhstan "About use of airspace of the Republic of Kazakhstan and activities of aircraft" (further – the Law) and the subitem 1) of article 10 of the Law of the Republic of Kazakhstan "About the state services" (further – the Law on the state services) and determine procedure for carrying out certification and issue of the certificate of service of aviation safety of the airport (airfield).

2. In Rules the following terms and determinations are used:

1) the request – the written appeal of the applicant to authorized organization in the field of civil aviation for passing of the procedure of certification of service of aviation safety of the airport (airfield);

2) the applicant – the operator of the airport who addressed to authorized organization in the field of civil aviation for receipt of the certificate of service of aviation safety of the airport (airfield);

3) certified inspection – the inspection of means, the equipment, engineering procedures performed by authorized organization in the field of civil aviation, documentation, organizational structure, competence of personnel on compliance to certified requirements;

4) the technical means used in case of examination – special devices, held for use independently or as part of any system when implementing examination of passengers, hand luggage, load, baggage, mail, onboard inventories, members of crews of the aircrafts, aviation personnel and other persons visiting air terminal facility (airfield);

5) authorized organization in the field of civil aviation – the joint-stock company with absolute participation of the state in the authorized capital performing the activities aimed at providing sustainable development of industry of civil aviation of the Republic of Kazakhstan, safety of flights and aviation safety.

3. The state service "Issue of the Certificate of Service of Aviation Safety of the Airport (Airfield)" (further – the state service) appears authorized organization in the field of civil aviation (further – the service provider) to the operator of the airport (airfield) (further – uslugopoluchatel) according to these rules.

4. The certificate of service of aviation safety of the airport (airfield) (further – the Certificate) is inaliennable and is not transferred to other person.

5. The certificate is issued for a period of 3 (three) with indication of effective period.

6. The certificate confirms compliance of uslugopoluchatel to the established certified requirements.
