1. Approve the enclosed certified requirements for the organization of examination by service of aviation safety of the airport.

2. To committee of civil aviation of the Ministry for Investments and Development of the Republic of Kazakhstan (Seydakhmetov B. K.) provide:

1) in the procedure established by the legislation state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy on official publication in periodic printing editions and information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan and on the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of Item 2 of this order.

4. This order becomes effective after twenty one calendar days after day of its first official publication.

Certified requirements for the organization of examination by service of aviation safety of the airport

1. General provisions

1. These Certified requirements for the organization of examination by service of aviation safety of the airport (further - Certified requirements) are developed according to subitem 41-60) of Item 1 of article 14 of the Law of the Republic of Kazakhstan of July 15, 2010 "About use of airspace of the Republic of Kazakhstan and activities of aircraft" (further - the Law) and establish certified requirements for the organization of examination to services of aviation safety of the airports.

2. The terms and determinations used in these certified requirements:

1) authorized body in the field of civil aviation (further - authorized body) - the central executive body performing management in the field of use of airspace of the Republic of Kazakhstan and activities of civil and experimental aviation;

2) the technical means used in case of examination - special devices, held for use independently or as part of any system when implementing examination of passengers, hand luggage, load, baggage, mail, onboard inventories, members of crews of aircrafts, aviation personnel.

2. Certified requirements for the organization of examination by service of aviation safety of the airport

3. Certified requirements to which there shall correspond the service of aviation safety of the airport (further - SAB of the airport) for receipt of the certificate on the organization of examination of SAB of the airport, availability includes:

1) regulations on SAB of the airport, approved as the first head and developed according to the standard regulations on service of aviation safety approved according to subitem 41-51) of Item 1 of article 14 of the Law;

2) structure and the staff list SAB of the airport approved by the first head of the airport;

3) programs for the aviation safety of the airport approved by the first head of the airport;

4) the technical means used in case of examination according to requirements of Item 6 of article 107 of the Law;

5) programs of preparation and retraining for aviation safety of SAB of the airport developed according to the order of the acting minister of transport and communications of the Republic of Kazakhstan of June 3, 2014 No. 347 "About approval of the Program of preparation and retraining of specialists of services of aviation safety, officials of authorized body in the field of civil aviation concerning aviation safety and safety of flights" (No. registered in the Register of state registration of regulatory legal acts 9543);

6) certificates on passing of professional training at inspectors of examination and their heads;

7) programs of internal control of quality of measures of the aviation safety developed according to the order of the Government of the Republic of Kazakhstan of April 22, 2011 No. 436 "About Approval of Rules of Monitoring Procedure of Quality behind Respect for Aviation Safety" chipboard;

8) programs of assessment of threats and risks;

9) service and household premises of SAB of the airport according to requirements of the order of the Government of the Republic of Kazakhstan of August 27, 2011 No. 973 "About Approval of the Instruction (Program) for Aviation Safety of the Republic of Kazakhstan" chipboard;

10) the check-points (further - the check point) equipped with means of communication, lighting, tourniquets, system of the alarming alarm system, stationary technical means of examination, X-ray-television installations;

11) instructions for transportation onboard the aircraft of weapon, ammunition according to requirements of the order of the Government of the Republic of Kazakhstan of August 27, 2011 No. 973 "About Approval of the Instruction (Program) for Aviation Safety of the Republic of Kazakhstan" chipboard;

12) instructions for actions of personnel of SAB in case of electricity outage or the breakdown of the equipment for examination approved by the first head of the airport;

13) the Items of preflight examination equipped with stationary metal detectors, X-ray-television installations, portable metal detectors, and also system of video surveillance and video on which information is saved within 30 calendar days;

14) rooms (rooms) for carrying out personal inspection;

15) the room (room) for acceptance (issue), check and registration of weapon, ammunition and cartridges to it which is located near Items of preflight examination in the places convenient for servicing of passengers;

16) rooms for temporary storage withdrawn from passengers in case of examination of the dangerous objects and substances prohibited to airborne transportation;

17) zones between Items of preflight examination of passengers and aircrafts, access to which is strictly controlled;

18) posters with special information on aviation safety in check-in areas of passengers in which are specified:

the list of the dangerous substances and objects prohibited to transportation on air transport;

procedure for transportation on aircrafts of weapon, ammunition, special means, radio - the photo and video equipment, the electronic and computing and television equipment, and also admissible regulations of transportation of hand luggage;

19) barriers on examination Items, for exception of contacts of the passengers who underwent examination with the passengers who did not undergo examination, or seeing off;

20) technologies of preflight examination of passengers, the hand luggage, members of crews of aircrafts and aviation personnel approved by the first head of the airport which includes:

completeness of personnel of each Item of examination (personnel number on Item of preflight examination of passengers shall be at least 4 specialists), procedure for regular rotation on workplaces during change;

procedure for examination of personal belongings of the passenger (obligatory examination of outerwear, headdresses, footwear, belts of passengers, computer and household appliances with imitation of working capacity with use of technical means);

procedure for examination of liquids, aerosols and gels;

operations procedure in case of detection of suspicious objects with use of the technical means used in case of examination or manual examination of things;

requirements for selective checks (at least 10% of passengers are exposed to selective manual examination);

order of interaction with law-enforcement bodies;

procedures of examination of the passengers following through the hall of official delegations;

procedure for examination of the passengers following in transit or transfer flights;

procedure for design of cards of examination of passengers;

rules of registration, storage, return to the owner and the destructions confiscated on Item of examination of objects;

procedure for carrying out examination in the period of the raised risk degree of making of the act of illegal intervention;

21) technologies of luggage examination, load, mail and onboard inventories approved by the first head of the airport which includes:

the requirement of complete examination of all objects placed aboard the aircraft;

operations procedure in case of detection of suspicious objects on the x-ray equipment or physical luggage examination, load, mail;

the rules concerning the transfer baggage transported in cargo section;

procedure for establishment of accessory of baggage to passengers;

procedure for registration and movement of cards of luggage examination, load and onboard food (onboard inventories);

procedure for marking by number stickers of the loads which underwent examination; procedure for delivery aboard the aircraft of the containers with onboard food and goods for duty-free trade which underwent procedures of examination;

22) instructions for goods inspection, arriving in the duty-free shops which are in the sterile zone of the airport approved by the first head of the airport;

23) the Items of luggage examination, load, mail and onboard inventories equipped with means of communication, the alarming alarm system, emergency lighting and electric utility service, stationary technical means of examination, X-ray-television installations, and also system of video surveillance and video on which information is saved within 30 calendar days.
