For the purpose of ensuring national interests in the field of digital economy, increase in efficiency of public administration due to the accelerated implementation of information and communication technologies by means of increase in efficiency of accounting and use of programs for the electronic computers and databases created or acquired with attraction of financial resources of the federal budget or budgets of state non-budgetary funds, the Government of the Russian Federation decides:

1. Approve the enclosed changes which are made to acts of the Government of the Russian Federation.

2. To the ministry of digital development, communication and mass communications of the Russian Federation:

a) in 6-month time to develop and provide to presidium of Government commission on digital development, use of information technologies for improvement of quality of life and conditions of conducting business activity drafts of the following documents:

methodical recommendations about forming and maintaining the state repository of algorithms and programs, having provided structure placed by suppliers of federal state information system on collection, processing and storage of algorithms and programs for electronic computers, preparatory (project), technical, accompanying and (or) methodical documentation to programs for the electronic computers created or acquired with attraction of financial resources of the federal budget and budgets of state non-budgetary funds for the purpose of their provision to state bodies, state non-budgetary funds and local government bodies for reuse in case of implementation of information technologies in their activities - national fund of algorithms and programs for electronic computers (further - fund), in the state repository of programs and algorithms of data on objects of fund and structure of the data on use placed by consumers of fund by them objects of fund, the procedure of reuse of objects of fund, classification of objects of fund, the commitment form on provision to the consumer of fund of access to containing in the state repository of algorithms and programs of objects of fund, form of the notification of the supplier of fund of results of check of the objects of fund which are subject for publication in fund, criterion of violations by federal executive bodies and governing bodies of state non-budgetary funds of procedure and terms of placement and the publication by them objects of fund and also transitional provisions concerning placement of objects of fund;

methodical recommendations about forming and maintaining the state library of standard program components of information systems, having provided the scope of information about standard program components of the information systems placed in fund, classification of standard program components of information systems, standard form of the license agreement (agreements) on use of standard program components of information systems and the commitment form about the conclusion of the license agreement on use of standard program component of information system, the procedure of receipt of access by physical persons and legal entities to the standard program components of information systems placed in fund, and also the list of the functions and procedures which are standard elements of processes of provision of the state (municipal) services, execution of the state (municipal) functions recommended for realization in the form of standard program components of information systems in case of development of programs for electronic computers for information systems;

b) provide till August 31, 2023 development (completion) of fund for the purpose of ensuring implementation of this resolution.

3. Determine that placement and the publication of information in fund, and also receipt of access to it are performed according to Regulations on national fund of algorithms and programs for electronic computers in the edition approved by this resolution in process of realization of the corresponding functionality of fund for results of its development (completion).

4. The realization of this resolution is enabled by federal executive bodies within the established number of employees of their central offices, territorial authorities and organizations subordinated to them and budgetary appropriations provided to federal executive bodies in the federal budget for the corresponding year on management and management in the field of the established functions.

5. The realization of this resolution by state non-budgetary funds of the Russian Federation is enabled within the budgetary appropriations provided to governing bodies of state non-budgetary funds of the Russian Federation in the budget of the relevant state non-budgetary fund of the Russian Federation on management and management in the field of the established functions.
