About National fund of algorithms and programs for electronic computers

1. Create federal state information system on collection, processing and storage of algorithms and programs for electronic computers, preparatory (project), technical, accompanying and (or) methodical documentation to programs for the electronic computers created or acquired with attraction of financial resources of the federal budget and budgets of state non-budgetary funds for the purpose of their provision to state bodies, state non-budgetary funds and local government bodies for reuse in case of implementation of information technologies in their activities - national fund of algorithms and programs for electronic computers (further - fund).

2. Ceased to be valid according to the Order of the Government of the Russian Federation of 23.12.2021 No. 2403

3. Approve the enclosed Regulations on national fund of algorithms and programs for electronic computers.

4. To the Ministry of Telecom and Mass Communications of the Russian Federation:

a) ceased to be valid according to the Order of the Government of the Russian Federation of 01.07.2024 No. 900

b) provide functioning of fund since July 1, 2013.

5. To federal executive bodies and governing bodies of state non-budgetary funds:

a) provide priority use of the programs for electronic computers and algorithms placed in fund, technical and methodical documentation, and also other objects of fund, including:

for implementation of actions on use of information and communication technologies, creation, development and operation of information systems and information and telecommunication infrastructure in the activities (further - actions for informatization), including planning of use of such programs for electronic computers and algorithms, technical and methodical documentation for realization of the specified actions for informatization;

as the chosen project decisions in case of development of documentation on the state information systems containing the description of project decisions (including on information security) for performance of works on creation (development) of the specified information systems;

b) provide in case of work on creation (development, completion) of programs for the electronic computers which are part of the information systems realizing provision of the state services and (or) execution of the state functions:

development of separate programs for electronic computers or forming (allocation) during development of programs for electronic computers of functionally complete fragments (parts) of the specified programs realizing automation of standard functions and procedures by provision of the state services and (or) execution of the state functions electronically;

adoption of the project decisions allowing to select programs for electronic computers and (or) their elements providing realization of functions on rendering the specified state services and (or) execution of the state functions for the purpose of transfer possibility in need of appropriate authority on rendering the state services and (or) execution of the state functions to other state bodies.

6. Recommend to other state bodies and the supreme executive bodies of subjects of the Russian Federation, and also to local government bodies when planning actions for use of information and communication technologies, to creation, development and operation of information systems and information and telecommunication infrastructure to provide use of the programs for electronic computers placed in fund, to preparatory (project), technical, accompanying and (or) methodical documentation to these programs, and also to place the algorithms created by the specified bodies, programs and (or) documentation in fund.

Recommend to the state corporations, state-owned companies, the public companies, other organizations created according to the decision of the President of the Russian Federation or the Government of the Russian Federation or authorized by regulatory legal acts on creation, development or operation of the state (municipal) information systems to place in fund of the program for electronic computers according to the Regulations on national fund of algorithms and programs for electronic computers approved by this resolution.

8. This resolution becomes effective since July 1, 2013, except for Items 1 - 4, which become effective from the date of its official publication.

Regulations on National fund of algorithms and programs for electronic computers

I. General provisions

1. The national fund of algorithms and programs for electronic computers (further - fund) is federal state information system and enters according to the subitem "b" of Item 14 of the Regulations on federal state information system of coordination of informatization approved by the order of the Government of the Russian Federation of November 14, 2015 No. 1235 "About federal state information system of coordination of informatization" (further respectively - Regulations on system of coordination, system of coordination), into structure of system of coordination as its service subsystem.

2. The procedure for ensuring access to fund, legal regime of information and program technical means of fund, the requirement to its technological, program and linguistic means, rules of information exchange with other information systems, and also procedure for the information security containing in fund are determined by requirements to system of coordination.

3. This Provision determines appointment, the purposes and tasks of creation and development of fund, suppliers and consumers of fund and their power, structure of fund, the requirement to the objects of fund specified in Items 7 and 8 of this provision (further - objects of fund), and also procedure for placement and the publication of objects of fund.
