About approval of the Concept of the Information system "BeeProtect" and Regulations on procedure for functioning and use of information resource Information system "BeeProtect"

Based on Item d) article 22 of the Law No. 467/2003 on computerization and the state information resources (The official monitor of the Republic of Moldova, 2004, Art. No. 6-12, 44), with subsequent changes, DECIDES: the Government

1. Create the Information system "BeeProtect".

2. Approve:

1) the Concept of the Information system "BeeProtect", according to appendix No. 1;

2) Regulations on procedure for functioning and use of information resource the Information system "BeeProtect", according to appendix No. 2.

3. The national agency on safety of foodstuff:

1) will be provided by content and constant development of the Information system "BeeProtect" for the account and within the financial resources which are annually allocated from the government budget;

2) will be provided by free use of the Information system "BeeProtect" by beekeepers and agricultural producers.

4. This resolution becomes effective from the date of publication in the Official monitor of the Republic of Moldova.

Concept of the Information system "BeeProtect"

Chapter I Introduction

1. According to article 24 of the Law No. 306/2018 on safety of foodstuff the National agency on safety of foodstuff (further - NABPP) is the central body of public management subordinated to the Government which implements state policy in the spheres carried by the law to its competence.

2. NABPP is responsible for implementation of state policy in the field of regulation and control of safety of foodstuff and in the field of veterinary sanitation, zootechnics, protection of plants and phytosanitary quarantine, seed control, quality of raw materials, food foodstuff and forages for animals.

3. According to Articles 7, 9, part (7) Article 11 and Item and) parts (5) article 13 of the Law No. 70/2006 on beekeeping, NABPP will establish and will manage the Information system "BeeProtect" (further - BeeProtect) in the form of web application, held for use beekeepers, agricultural producers, including foresters who apply means of phytosanitary appointment and fertilizer to protection of bees against poisoning with means of phytosanitary appointment. BeeProtect will be used by beekeepers and agricultural producers for registration and mutual informing concerning carrying out processing by means of phytosanitary appointment and fertilizers and locations of apiaries. By means of BeeProtect:

1) beekeepers will register locations of the apiaries using GPS technologies;

2) the registered agricultural producers will be connected to system and will enter data on the managed agricultural holdings, and also on the planned schedule of spraying, the detailed information on the means of phytosanitary appointment used according to legislation provisions;

The registered forest wardens will be a part of the system 3) and will enter information on the managed grounds of forest fund, and also the expected schedule of spraying this about the used means of phytosanitary appointment according to legislation provisions;

4) the beekeepers and forest wardens getting to the established perimeter of spraying (radius of 7 km) will receive notifications on the mobile devices.

4. In view of the fact that the considered area is not computerized BeeProtect shall be developed, added and interact with the integrated information system "e-ANSA", the existing information systems of general access, such as MNotify, MPower, MSign and to promote the digitized interaction between the public sector and business environment.

Chapter II General provisions

5. BeeProtect is the information system in the form of web application consisting of complex of resources and information technologies, software the technician and the methodologies interconnected among themselves, held for use by beekeepers, agricultural producers including forest wardens who apply means of phytosanitary appointment and fertilizer, to protection of bees against poisoning with means of phytosanitary appointment. BeeProtect provides interactive exchange of information between beekeepers and agricultural producers who apply means of phytosanitary appointment and fertilizer, and monitoring bodies concerning application of means of phytosanitary appointment and fertilizers in the course of agricultural/forestry and landscape works and placement of apiaries.

6. BeeProtect represents single and continuous method of sending notifications within the information system belonging to NABPP through different networks of notifications, for simplification of interaction between beekeepers and agricultural producers who apply means of phytosanitary appointment and fertilizer, for the purpose of achievement of functional compatibility and ensuring instant access that will promote digitization of the NABPP functions.
