2. Approve enclosed:

Rules of reference of the technological companies to the small technological companies and the terminations of the status of the small technological companies;

Rules of forming and maintaining register of the small technological companies;

Rules of information exchange between the register of the small technological companies, the information system "Unified Register of Final Receivers of the State Support of Innovative Activities", the state information systems, other information systems used by state bodies, and the state information resources, information systems of the centers of examination of the small technological companies with use of the infrastructure providing information and technological interaction of the information systems used for provision of the state and municipal services and execution of the state and municipal functions electronically;

the list of types of economic activity for the small technological companies according to the All-Russian Classifier of Economic Activities.

Rules of reference of the technological companies to the small technological companies and the terminations of the status of the small technological companies

I. General provisions

1. These rules establish procedure for reference of the technological companies to the small technological companies, types of the small technological companies, the procedure of filing of application about reference of the technological company to the small technological company and conducting examination of the small technological company, preparation and the direction of the conclusions by results of the specified examination, inclusions of data in the register of the small technological companies (further - the register), monitoring of the small technological companies, the termination of the status of the small technological companies.

2. For the purposes of these rules the following concepts are used:

"revenue" - proceeds from sales of goods (rendering services, performance of works) as self-produced, and earlier acquired, proceeds from sales of property rights, including on main type of economic activity, the technological company;

"the state information resources" - the state information systems, other information systems and information resources used by state bodies in the value applied in the Federal Law "About Information, Information Technologies and on Information Security";

"the document electronically" - electronic image of the document (the electronic copy of the document made on paper, transferred to electronic form by scanning) or the electronic document (the document created electronically without preliminary documentation on paper);

"Law on the technological companies" - Federal Law "About Development of the Technological Companies in the Russian Federation";

"applicant" - the technological company which filed petition for its reference to the small technological company;

"statement" - the statement for reference of the applicant to the small technological company or about confirmation of its compliance to the criteria of reference of the technological company to the small technological company specified in the subitem "b" of Item 3 of part 1 of article 5 of the Law on the technological companies (further - criteria), constituted in the form approved by authorized body;

"information system of authorized body" - subsystem of the state information system "Economy" as a part of which the register is kept;

"personal account" - the information resource placed in information system of the center of examination if other is not provided by authorized body, for ensuring remote interaction with the applicant in case of consideration of the application together with the data and documents specified in Item 6 of these rules (further - data and documents);

"the operator of information system" - the legal entity, the examinations performing activities for operation of information system of the center, including for the information processing containing in its databases;

"Rules of information exchange" - the Rules of information exchange between the register of the small technological companies, the information system "Unified Register of Final Receivers of the State Support of Innovative Activities", the state information systems, other information systems used by state bodies, and the state information resources, information systems of the centers of examination of the small technological companies with use of the infrastructure providing information and technological interaction of the information systems used for provision of the state and municipal services and execution of the state and municipal functions electronically approved by the order of the Government of the Russian Federation of November 2, 2023 No. 1847 "About reference of the technological companies to the small technological companies and about the termination of the status of the small technological companies forming and maintaining the register of the small technological companies and about information exchange";

"authorized body" - the body authorized on forming and maintaining the register, reference of the technological company to the small technological companies and the termination of the status of the small technological companies. Authorized body is the Ministry of Economic Development of the Russian Federation;

"the strengthened qualified digital signature" - the digital signature conforming to the requirements provided by part 4 of article 5 of the Federal law "About the Digital Signature";

"the center of examination" - the Russian organization which is carrying out expertize of the small technological companies and performing other activities in case of reference of the technological company to the small technological company relevant the established Law on the technological companies to criteria of the centers of examination of the small technological companies, included in the list of the centers of examination of the small technological companies approved by the Government of the Russian Federation;

"examination" - the expertize which is carried out by the center of examination by assessment of conformity of the applicant to criteria;

"expert opinion" - the expert opinion of the center of examination on compliance (discrepancy) of the applicant to the conditions specified in Items 1 and 2 of part 1 of article 5 of the Law on the technological companies and to criteria;
