1. Approve the enclosed Regulations on order of interaction of the federal state institution subordinated to the federal executive body performing functions on development of state policy and normative legal regulation in the field of transport with the Russian carriers, foreign carriers in case of determination of date and arrival time of the cargo vehicles used for implementation of the international motor transportations belonging to the Russian carriers, foreign carriers to the place of control of arrival of the cargo vehicles used for implementation of the international motor transportations according to the Federal Law "About Highways and about Road Activities in the Russian Federation and about Modification of Separate Legal Acts of the Russian Federation", and on procedure for access of the Russian carriers foreign carriers to the state information system of electronic carriage documents.

2. This resolution becomes effective since September 1, 2024 and is effective till September 1, 2030.

1. This Provision establishes order of interaction of the federal state institution subordinated to the federal executive body performing functions on development of state policy and normative legal regulation in the field of transport with the Russian carriers, foreign carriers in case of determination of date and arrival time of the cargo vehicles used for implementation of the international motor transportations belonging to the Russian carriers, foreign carriers to the place of control of arrival of the cargo vehicles used for implementation of the international motor transportations according to the Federal Law "About Highways and about Road Activities in the Russian Federation and about Modification of Separate Legal Acts of the Russian Federation" (further respectively - date and time, reservation of date and time), and procedure for access of the Russian carriers, the foreign carriers reserving date and time to the state information system of electronic carriage documents.

2. In this Provision of the concept "cargo vehicle", "Russian carrier", "foreign carrier", "international motor transportation" are used in the values specified in the Federal Law "About the State Control of Implementation of the International Motor Transportations and about Responsibility for Violation of Procedure for Their Accomplishment", the concept "waiting area" is used in the value specified in Regulations on procedure for journey to the reserved date and time of the cargo vehicles used for implementation of the international motor transportations and belonging to the Russian carriers or foreign carriers on the sections of highways included in the list of sections of highways provided by part 6 of article 16 of the Federal law "About Highways and about Road Activities in the Russian Federation and about Modification of Separate Legal Acts of the Russian Federation" for the purpose of crossing of frontier of the Russian Federation, No. 867 approved by the order of the Government of the Russian Federation of May 30, 2023 "About approval of the Regulations on procedure for journey to the reserved date and time of the cargo vehicles used for implementation of the international motor transportations and belonging to the Russian carriers or foreign carriers on the sections of highways included in the list of sections of highways provided by part 6 of article 16 of the Federal law "About Highways and about Road Activities in the Russian Federation and about Modification of Separate Legal Acts of the Russian Federation" for the purpose of crossing of frontier of the Russian Federation" (further - Regulations on procedure for journey).

3. Reservation of date and time, and also transfer of the reserved dates and time are performed according to Regulations on procedure for journey.

4. The notification of the Russian carriers, foreign carriers on transfer of the reserved dates and time is performed by the federal state institution subordinated to the federal executive body performing functions on development of state policy and normative legal regulation in the field of transport including in the automated mode, with use of means of visual and sound informing drivers in the waiting area, and also on the contact information specified in the request for reservation of date and time no later than 1 hour from the moment of decision making about transfer of the reserved dates and time in case of circumstances, stipulated in Item 12 Regulations on procedure for journey.

5. Access to personal account of the Russian carrier in the state information system of electronic carriage documents is provided with use of the federal state information system "Single System of Identification and Authentication in the Infrastructure Providing Information and Technological Interaction of the Information Systems Used for Provision of the State and Municipal Services Electronically" and (or) with use of the certificate of key of verification of the strengthened qualified digital signature.

6. Access to personal account of foreign carrier in the state information system of electronic carriage documents is provided on condition of filling of electronic form with foreign carrier on the public website of the state information system of electronic carriage documents on the Internet of epd-portal.ru.

7. For the purpose of registration of foreign carrier in personal account in the state information system of electronic carriage documents by the foreign carrier electronically, stipulated in Item the 6th this provision, specifies the following data:

a) information on foreign carrier:

full name, the address within the location - for legal entities;

surname, name, middle name (in the presence), registration address at the place of residence - for physical persons;

phone and e-mail address;

b) information on the vehicle owner:

full name, form of business and registration address within the location - for legal entities;

surname, name, middle name (in the presence), registration address at the place of residence - for physical persons;

c) code of tax authority in country of incorporation;

d) data on the vehicle:

brand;

model;

state registration number;

identification number;

country of incorporation.

8. Data on registration of foreign carrier in personal account in the state information system of electronic carriage documents after check by the federal state institution subordinated to the federal executive body performing functions on development of state policy and normative legal regulation in the field of transport, their completeness and reliability go in the automated mode the state information system of electronic carriage documents electronically to the e-mail address specified by foreign carrier according to Item 7 of this provision no later than 3 working days from registration date of this foreign carrier in personal account in the state information system of electronic carriage documents.

9. In case of non-presentation or submission not in full of the data specified in Item 7 of this provision and also in case of specifying as a part of these data of unreliable information access to personal account in the state information system of electronic carriage documents is not provided to foreign carrier.
