Based on subitem 1 part two. 7, subitem 1.9 and subitem 1.12 of Item 1 of the Presidential decree of the Republic of Belarus of September 25, 2023 No. 297 "About the state accounting and operation of civil unmanned aerial vehicles" DECIDES: Council of Ministers of the Republic of Belarus

1. Approve:

The regulations on the state accounting and operation of civil unmanned aerial vehicles (are applied);

The regulations on procedure for training of operators of civil unmanned aerial vehicles (are applied).

2. To add Item 5.4 of the single list of the ministerial procedures performed concerning subjects of the managing approved by the resolution of Council of Ministers of the Republic of Belarus of September 24, 2021 No. 548 "About the ministerial procedures performed concerning subjects of managing" with subitems 5.4-1-5.4-3 of the following content:

Regulations on the state accounting and operation of civil unmanned aerial vehicles

Chapter 1. General requirements to operation of civil unmanned aerial vehicles

1. This Provision determines procedure for the state accounting and operation of civil unmanned aerial vehicles (further, unless otherwise specified, – civil BLA).

2. For the purposes of this provision the following terms and their determinations are applied:

autonomous flight – flight during which civil BLA works without possibility of intervention in its management of the operator of civil BLA;

the control unit (control panel) – the equipment or system of the equipment for remote control of civil BLA which are intended for management and (or) monitoring of civil BLA at any stage of flight, except for any infrastructure supporting the C2 lines;

geoinformation – the data allowing to determine the position of civil BLA in space;

category of flights – set of the conditions established for flights according to the criteria influencing their safety;

the C2 line – the data transmission channel used for flight control of civil BLA by the operator of civil BLA;

the maximum take-off weight – the maximum mass of civil BLA, including useful load and fuel as it is determined by the producer of civil BLA in case of which civil BLA can be operated;

the observer behind civil BLA – person designated by the organization operating civil BLA who can be near the operator of civil BLA and by visual observation of civil BLA to help the operator of civil BLA to hold civil BLA within direct visibility and it is safe to carry out flight;

reliability – the property of measures for decrease in risk resulting from the prize combination in safety of flights provided with measures for decrease in risk, and level of assurance of the fact that the prize in safety of flights was reached;

dangerous goods – the substances, materials and products having properties which manifestation in transit can serve as cause of explosion and (or) the fire to lead to death, disease, injuring, poisoning, radiation or burns of people and (or) animals, and also to cause damages of vehicles, communications, constructions, technical devices and other property and (or) to do harm to the environment and which are specified in the list of dangerous goods in Technical instructions of International Civil Aviation Organization or is classified according to such instructions;

the organization realizing civil BLA – the legal entity, the individual entrepreneur having civil BLA on the property right or other legal cause which acquired civil BLA for the subsequent realization to individual entrepreneurs and legal entities without the purpose of operation of civil BLA;
