Some questions of social protection of persons having special and special labor merits before the Homeland, the veterans of war and persons working in special conditions
(Extraction)

According to part seven of Article 20 of the Budget code of Ukraine the Cabinet of Ministers of Ukraine decides:

1. Approve enclosed:

Procedure for use of means of the government budget for payment to persons having special and special labor merits before the Homeland or for work in special conditions;

Procedure of one-time money payment by the Independence Day of Ukraine provided by the Laws of Ukraine "About the status of veterans of war, guarantees of their social protection" and "About the victims of Nazi prosecutions";

Procedure for appointment and payment of the one-time monetary assistance for the harm of life and to health caused to workers of objects of critical infrastructure, government employees, officials of local self-government owing to military aggression of the Russian Federation against Ukraine.

2. Determine that information on the persons (on categories) having the right to one-time money payment by the Independence Day of Ukraine and not staying on the registry in the Pension fund of Ukraine moves to the Pension fund of Ukraine till August 1 of the current year the Ministry of Defence, the Ministry of Internal Affairs, the Ministry of development of communities, territories and infrastructures, Head department of National guard, National police, National anti-corruption bureau, the State Tax Administration, the State Customs Service, Public service on emergency situations, the State bureaus of investigations, Security service, Service of foreign intelligence, service of judicial protection, the Ministry of Justice, Management of the state protection, Administration of the State Border Service, Administration of Public service of special communication and information security, Office of the Attorney-General, Public judicial administration, The public special service of transport, other military forming formed according to the laws, the companies, organizations, the organizations.

In case of impossibility of representation to the Pension fund of Ukraine certain in paragraph one of this Item of information till August 1 of the current year such information it can be submitted till October 1 of the current year.

3. Regional and Kiev city to public administrations (military authorities) to provide transfer by structural divisions concerning social protection of the population to bodies of the Pension fund of Ukraine according to delivery-acceptance certificates of personal records of persons - members of families of persons whose death is connected with participation in the mass actions of public protest which took place during the period from November 21, 2013 to February 21, 2014 and the faces which sustained bodily harms, beating, tortures during participation in the specified shares to which the one-time monetary assistance is paid - till April 1, 2024 persons to whom the rank the Hero of Ukraine for making of outstanding heroic act, or members of their families - till July 1, 2024 is given.

4. To the pension fund of Ukraine till July 1, 2024 to realize technical capability and to provide appointment and payments according to Procedure for use of means of the government budget for payment to persons having special and special labor merits before the Homeland or for work in special conditions approved by this resolution.

5. Bring the enclosed changes in resolutions of the Cabinet of Ministers of Ukraine.

6. Recognize invalid resolutions of the Cabinet of Ministers of Ukraine according to the enclosed list.

7. This resolution becomes effective since January 1, 2024, except Items 1-3 of changes and Items 1-4 of the list of resolutions of the Cabinet of Ministers of Ukraine, invalid, approved by this resolution which become effective since July 1, 2024.

Changes which are made to resolutions of the Cabinet of Ministers of Ukraine

1. According to the procedure of provision of the one-time monetary assistance to members of families of persons whose death is connected with participation in the mass actions of public protest which took place during the period from November 21, 2013 to February 21, 2014 and to the faces which sustained bodily harms, beating, beating during participation in the specified shares, No. 14 approved by the resolution of the Cabinet of Ministers of Ukraine of January 11, 2018 "Some questions of use of means of the government budget for provision of the one-time monetary assistance to members of families of persons whose death is connected with participation in the mass actions of public protest which took place during the period since November 21, 2013 po21 February, 2014 and to the faces which sustained bodily harms, beating, beating during participation in the specified shares" (The Official Bulletin of Ukraine, 2018, No. 10, the Art. 358):

1) in item 4 of the word "to structural divisions concerning social protection of the population regional, Kiev city the state administrations" shall be replaced with words to "The pension fund of Ukraine";

Paragraphs of the first and second of Item 5 to state 2) in the following edition:

"5. For payment of the help of person, 2 presents of the Procedure specified in Item, address to territorial authority of the Pension fund of Ukraine (further - authorized body) at the declared/registered place of residence (stay) with the corresponding statement.

Bank account number (according to the IBAN standard) authorized bank on which the benefit is listed is specified in the statement, and it is noted that the applicant did not address for payment in other authorized body.";

4) Item 8 in paragraph one the word "Minsotspolitiki" shall be replaced with words "The pension fund of Ukraine";

Items 10 and 11 to state 5) in the following edition:

"10. Authorized body

makes the decision on allowance payment within three working days after the filing of application and documents specified in Item 5 of this Procedure;

submits to the Pension fund of Ukraine lists of persons on which the decision on allowance payment, with indication of the size of earlier paid amount of benefit for further submission of the generalized lists within two working days by Minsotspolitiki in the form established by it is made.

11. After receipt of the specified Minsotspolitiki's lists transfers funds to the Pension fund of Ukraine.";

Shall be replaced with words 6) in Item 12 of the word of "social security authority of the population" "The pension fund of Ukraine";

Item 13 to state 7) in the following edition:

"13. Authorized bodies create and store personal records of persons to which the benefit is paid within thirty years.".

2. According to the procedure of payment of the one-time monetary reward to persons which gives the rank the Hero of Ukraine for implementation of outstanding heroic act, No. 144 approved by the resolution of the Cabinet of Ministers of Ukraine of February 26, 2020 (The Official Bulletin of Ukraine, 2020, No. 22, the Art. 810, No. 36, the Art. 1189):

1) in Item 5:

the paragraph one to state in the following edition:

"5. For receipt of the monetary reward the Hero of Ukraine gives personally or through the web portal of electronic services of the Pension fund of Ukraine, or sends with use of means of mail/electronic communication to territorial authority of the Pension fund of Ukraine at the declared/registered place of residence (stay) the statement for payment of the monetary reward with indication of bank account number (according to the IBAN standard) in authorized bank.";

the fifth after the words "and having the corresponding mark in the passport)" to add the paragraph with words ", data on unique number of entry in the Unified state demographic register (in the presence)";

"6. For juvenile or the minor child the application is submitted by his legal representative.";

Item 7 to state 3) in the following edition:

"7. Payment of the monetary reward is made by the Pension fund of Ukraine by money transfer on current accounts in organizations of the banks specified in statements of receivers of the monetary reward.".

According to the procedure of payment of lifelong state grants to citizens of Ukraine who salvaged Jews in the territory of Ukraine during the Holocaust in the years of World War II and are awarded with the Israeli institute of catastrophic crash and heroism of national memorial of catastrophic crash (Holocaust) and Heroism "Yad Vashem" of rank of the Righteous person of people of the world or the Jewish Council of Ukraine - ranks of the Righteous person of Ukraine or the Righteous person of Babi Yar, No. 935 approved by the resolution of the Cabinet of Ministers of Ukraine of September 8, 2021 "Some questions of appointment and payment of lifelong state grants for citizens of Ukraine who salvaged Jews in the territory of Ukraine during the Holocaust in the years of World War II, and about recognition voided resolutions of the Cabinet of Ministers of Ukraine of February 24, 2016 No. 139 and of August 9, 2017 No. 568" (The Official Bulletin of Ukraine, 2021, No. 74, the Art. 4633):

"Transfer by the Pension fund of Ukraine of lifelong state grants through authorized organization or through authorized bank is performed not later than in two working days after receipt of funds on the account of the specified body according to procedure for use of means of the government budget for payment to persons having special and special labor merits before the Homeland or for work in special conditions, the Cabinet of Ministers of Ukraine approved by the resolution of December 27, 2023 No. 1396 "Some questions of social protection of persons having special and special labor merits before the Homeland, the veterans of war and persons working in special conditions".";

4. According to the procedure of use of means of the government budget for ensuring social protection of the citizens who got to difficult vital circumstances, No. 1475 approved by the resolution of the Cabinet of Ministers of Ukraine of December 30, 2022 "Some questions of social protection of the citizens who got to difficult vital circumstances" (The Official Bulletin of Ukraine, 2023, No. 4, the Art. 317):

In paragraph one of the subitem 1 of Item 3 of figure "1-7" to replace 1) with figures "1-6";

2) in item 4:

exclude subitem 7;

in the subitem 9 of figure "1-7" to replace with figures "1-6".
