The government of the Russian Federation decides:

1. Approve the enclosed Rules of rendering services of telephone communication.

2. Recognize invalid acts and separate provisions of acts of the Government of the Russian Federation according to the list according to appendix.

3. This resolution becomes effective since September 1, 2024 and is effective within 6 years from the date of its entry into force.

Rules of rendering services of telephone communication

I. General provisions

1. These rules govern the relations between the subscriber and (or) the user of services of telephone communication and the telecom operator when rendering services of local, intra-zone, long distance and international telephone communication in communication network public, and also when rendering services of mobile radio communication, services of mobile radiotelephone communication and services of mobile satellite radio communication (further - mobile communication) in communication network public (further - services of telephone communication).

2. In these rules the following concepts are used:

"subscriber" - the user of services of telephone communication with whom the agreement on rendering such services in case of allocation for these purposes of subscriber number or unique code of identification is signed;

"subscriber line" - the communication line connecting the user (terminal) equipment to terminal element of communication network;

"the subscriber station (the subscriber device)" - the user (terminal) equipment connected to network of mobile communication;

"subscriber number" - the telephone number which is unambiguously determining (identifying) terminal element of communication network or the subscriber station (the subscriber device) connected to network of mobile communication with used in it (in it) the identification module;

"intra-zone telephone connection" - telephone connection between the user (terminal) equipment connected to network of local telephone communication and placed within the territory of the same subject of the Russian Federation or telephone connection between the user (terminal) equipment connected to network of local telephone communication and the user (terminal) equipment connected to network of mobile communication when the subscriber number entering the resource of geographically not determined numbering zone assigned to the same subject of the Russian Federation is allocated to the corresponding subscriber of this network of mobile communication;

"challenge" - the actions made by the subscriber or the user of services of telephone communication for the purpose of establishment of connection of the user (terminal) equipment with the user (terminal) equipment of other subscriber or the user of services of telephone communication or with terminal element of network of telephone communication and set of the transactions generated by these actions in network of telecommunication;

"additional subscriber number" - the telephone number which is unambiguously determining (identifying) technical and the software of the communication center of network of local telephone communication allowing to perform readdress of the entering challenges;

"unit of tariffing of telephone connection" - duration of telephone connection for which provision the payment equal to the rate established for connection of this type is levied from the subscriber or the user of services of telephone communication;

"zone of servicing of network of local telephone communication" - the territory within which the user (terminal) equipment unites or can be connected by subscriber line to the communication center which is part of network of local telephone communication of the telecom operator;

"zone of servicing of network of mobile telephone communication" - the territory in which the telecom operator provides possibility of connection of the subscriber station (the subscriber device) to network of mobile communication;

"payment card of services of telephone communication" - the data carrier used for bringing to the telecom operator of data on payment (advance payment) of services of telephone communication or payphones;

"code of the choice of the operator of network of telephone communication" - figure or combination of the digits dialed by the subscriber and (or) the user of services of local telephone communication for the choice of the operator of network of long distance and international telephone communication;

"the short text message" - the message consisting of letters and (or) symbols and intended for transfer on network of telephone communication;

"personal account" - the record in the automated settlement system of the telecom operator serving for accounting of amount of the rendered services of telephone communication, receipt and expenditure of the money deposited in payment for services;

"long-distance telephone connection" - telephone connection between the user (terminal) equipment connected to network of local telephone communication and placed within the territory of different subjects of the Russian Federation or telephone connection between the user (terminal) equipment connected to network of local telephone communication within the territory of one subject of the Russian Federation and the user (terminal) equipment connected to network of mobile communication when the subscriber number entering the resource of geographically not determined numbering zone assigned to other subject of the Russian Federation is allocated to the corresponding subscriber of this network of mobile communication;

"the international telephone connection" - telephone connection between the user (terminal) equipment when one user (terminal) equipment is connected to network of local telephone communication and is placed within the territory of the Russian Federation, and other user (terminal) equipment is placed outside the territory of the Russian Federation, or telephone connection between the user (terminal) equipment connected to network of local telephone communication within the territory of the Russian Federation and the user (terminal) equipment connected to network of mobile communication when the subscriber number which is not entering the numbering resource assigned to the Russian Federation is allocated to the corresponding subscriber of this network of mobile communication;

"local telephone connection" - telephone connection between the user (terminal) equipment connected to network of local telephone communication and placed within the territory of the same municipality or the federal city;

"terminal element of communication network" - subscriber set of automatic telephone exchange or port in which there is connection of the equipment with subscriber line;

"donor operator" - the operator of mobile communication whose of communication network transferring of subscriber number is performed;

"operator recipient" - the operator of mobile communication in whose communication network transferring of subscriber number is performed;

"transferring of subscriber number" - set of the organizational and technical actions allowing the subscriber to whom based on the service provision agreement of mobile radiotelephone communication the subscriber number is allocated to keep and use this subscriber number in case of the conclusion of the new contract with other telecom operator in case of observance of the conditions established by these rules;

"the user of services of telephone communication" - the person ordering and (or) using services of telephone communication;

"provision of access to network of local telephone communication" - set of actions of the telecom operator of network of local telephone communication for forming of subscriber line and connection with its help of the user (terminal) equipment to the communication center of network of local telephone communication for the purpose of ensuring provision to the subscriber of services of telephone communication;

"provision of access to the communication services rendered by other telecom operator" - ensuring obtaining with one telecom operator of opportunity with his subscriber of the communication services rendered by other telecom operator;

"roaming" - providing opportunity with the telecom operator to the subscriber using the identification module to use services of mobile communication rendered by other telecom operator with which at the subscriber the service provision agreement of mobile communication is not signed;

"soabonenta" - the physical persons who are living in the communal flat, authorized one of residents of this apartment on the conclusion of the service provision agreement of telephone communication providing collective use of the user (terminal) equipment;

"connection on network of mobile communication" - telephone connection between the subscriber station (the subscriber device) connected to network of mobile communication and the user (terminal) equipment connected to network of local telephone communication or the subscriber station (the subscriber device) connected to network of mobile communication;

"the message of multicasting" - the message intended for transfer at the same time to all users of services of mobile communication who are in the territory determined by the telecom operator;

"rate" - the price established by the telecom operator for separate unit communication services;

"tariff plan" - set of conditions under which the telecom operator suggests to use one or several communication services;

"telephone connection" - the interaction between means of communication established as a result of challenge allowing the subscriber and (or) user of services of telephone communication to transfer and accept voice and (or) not voice information;

"telephone number" - the sequence of decimal figures conforming to the requirements established in the Russian system and the plan of numbering or internationally numbering of telecommunication public, containing information necessary for making of challenge in network of telephone communication;

"technical capability of rendering services of mobile communication" - availability of the functioning technical means and constructions of mobile communication in zone of servicing of network of mobile communication of the telecom operator, necessary for rendering mobile communication to the subscriber of services;

"technical capability of rendering services of telephone communication with use of additional subscriber number" - availability of the uninvolved means of communication allowing the telecom operator of network of local telephone communication to perform readdress of the entering challenges;

"technical capability of provision of access to network of local telephone communication" - simultaneous availability of uninvolved mounted reservoir of the communication center in which action area connection of the user (terminal) equipment to network of local telephone communication, and the uninvolved communication lines allowing to create subscriber line of communication between the communication center and this user (terminal) equipment is requested;

"the communication center of network of telephone communication" - the means of communication performing functions of systems of switching.

3. The relations of the telecom operator with the subscriber and (or) the user of services of telephone communication arising when rendering services of telephone communication in the territory of the Russian Federation are performed in Russian.

4. The telecom operator shall provide observance of mystery of the telephone negotiations transferred on networks of telecommunication.

Restriction of the right to the mystery of telephone negotiations is allowed only in the cases provided by the Federal Laws.
