About approval of the minimum requirements to the members of self-regulatory organization who are carrying out engineering researches, performing preparation of the project documentation, construction, reconstruction, capital repairs, demolition especially dangerous, technically difficult and unique objects, subjects to use of atomic energy specified in subitems "an" and "b" of Item 1 of part 1 of article 48.1 of the Town-planning code of the Russian Federation

The government of the Russian Federation decides:

1. Approve the enclosed minimum requirements to the members of self-regulatory organization who are carrying out engineering researches, performing preparation of the project documentation, construction, reconstruction, capital repairs, demolition especially dangerous, technically difficult and unique objects, subjects to use of atomic energy specified in subitems "an" and "b" of Item 1 of part 1 of article 48.1 of the Town-planning code of the Russian Federation.

2. The requirement about passing confirmation availability at least once in 5 years according to the Federal Law "About Independent Assessment of Qualification" of independent assessment of qualification on compliance to provisions of the professional standard establishing characteristics of qualification, to the necessary worker for implementation of the corresponding type of professional activity (the subitem "b" of Item 3, paragraphs two - the fifth the subitem "an" of Item 6, paragraphs two - the seventh the subitem "an" of Item 9 of the minimum requirements approved by this resolution), is not applied to the member of self-regulatory organization who is carrying out engineering researches, performing preparation of the project documentation, construction, reconstruction, capital repairs, demolition especially dangerous, technically difficult and unique objects, subjects to use of atomic energy specified in subitems "an" and "b" of Item 1 of part 1 of article 48.1 of the Town-planning code of the Russian Federation concerning technical specialists, and (or) the power mechanical, and (or) control, and (or) other its technical services and divisions which underwent advanced training in the direction of preparation in the field of construction till March 1, 2024 before the expiration of 5 years from the date of passing by the specified specialists of advanced training.

3. Declare invalid the order of the Government of the Russian Federation of May 11, 2017 No. 559 "About approval of the minimum requirements to the members of self-regulatory organization who are carrying out engineering researches, performing preparation of the project documentation, construction, reconstruction, capital repairs especially dangerous, technically difficult and unique objects" (The Russian Federation Code, 2017, No. 21, the Art. 3011).

4. This resolution becomes effective since September 1, 2024 and is effective within 6 years from the date of its entry into force.

1. This document establishes the minimum requirements to the members of self-regulatory organization who are carrying out engineering researches, performing preparation of the project documentation, construction, reconstruction, capital repairs, demolition especially dangerous, technically difficult and unique objects, subjects to use of atomic energy specified in subitems "an" and "b" of Item 1 of part 1 of article 48.1 of the Town-planning code of the Russian Federation.

II. The minimum requirements to the members of self-regulatory organization who are carrying out engineering researches, performing preparation of the project documentation, construction, reconstruction, capital repairs, demolition especially dangerous and technically the difficult objects which are subjects to use of atomic energy in accordance with the legislation of the Russian Federation about use of atomic energy, and also the subjects to use of atomic energy specified in subitems "an" and "b" of Item 1 of part 1 of article 48.1 of the Town-planning code of the Russian Federation

2. The minimum requirement to the member of self-regulatory organization who is carrying out engineering researches, performing preparation of the project documentation, construction, reconstruction, capital repairs, demolition especially dangerous and technically the difficult objects which are subjects to use of atomic energy in accordance with the legislation of the Russian Federation about use of atomic energy, and also the subjects to use of atomic energy specified in subitems "an" and "b" of Item 1 of part 1 of article 48.1 of the Town-planning code of the Russian Federation is availability at the member of self-regulatory organization of permission (license) for the right of conducting the corresponding works in the field of use of atomic energy issued according to requirements of the legislation of the Russian Federation in the field of use of atomic energy.

III. The minimum requirements to the members of self-regulatory organization who are carrying out engineering researches for preparation of the project documentation, construction and reconstruction especially dangerous, technically difficult and unique objects, except for especially dangerous and technically the difficult objects which are subjects to use of atomic energy

3. The minimum requirement to the member of self-regulatory organization who is carrying out engineering researches for preparation of the project documentation, construction and reconstruction especially dangerous, technically difficult and unique objects except for especially dangerous and technically the difficult objects which are subjects to use of atomic energy concerning personnel structure is availability at the member of self-regulatory organization:

a) at least 2 workers in the place of the main work holding the CEO's positions (the director, the managing director) and (or) the technical director, and (or) their deputies, and (or) the chief engineer, and (or) his deputy (further - heads) having length of service on engineering positions in the organizations which are carrying out engineering researches, at least 5 years and being specialists in the organization of engineering researches, data on which are included in the national register of specialists in the field of engineering researches and architectural and construction designing;

b) at least 3 technical specialists, and (or) the power mechanical, and (or) control, and (or) other technical services and divisions (further - specialists of technical services) working according to the employment contract, including in combination, data on which can be not included in the national register of specialists in the field of the engineering researches and architectural and construction designing having the corresponding higher professional (technical) education, including in the specialty or to the direction of preparation in the field of construction, length of service on engineering positions in the organizations which are carrying out engineering researches, at least 3 years, passing confirmation at least once in 5 years according to the Federal Law "About Independent Assessment of Qualification" of independent assessment of qualification on compliance to provisions of the professional standard establishing characteristics of qualification to the necessary worker for implementation of the corresponding type of professional activity.

4. The minimum requirement to the member of self-regulatory organization who is carrying out engineering researches for preparation of the project documentation, construction and reconstruction especially dangerous, technically difficult and unique objects except for especially dangerous and technically the difficult objects which are subjects to use of atomic energy concerning property is availability belonging to it on the property right or other legal cause of buildings, and (or) constructions, and (or) rooms, the vehicles certified, which underwent metrological checking of the equipment, tools, devices and the licensed software. The structure and quantity of the specified property are determined by self-regulatory organization.

5. The minimum requirement to the member of self-regulatory organization who is carrying out engineering researches for preparation of the project documentation, construction and reconstruction especially dangerous, technically difficult and unique objects except for especially dangerous and technically the difficult objects which are subjects to use of atomic energy concerning quality control of the performed works is availability at it of the documents establishing procedure for the organization and monitoring procedure of quality of the performed works, and also workers to whom the obligation on implementation of such control is in accordance with the established procedure assigned.

IV. The minimum requirements to the members of self-regulatory organization performing preparation of the project documentation especially dangerous, technically difficult and unique objects, except for especially dangerous and technically the difficult objects which are subjects to use of atomic energy

6. The minimum requirements to the member of self-regulatory organization performing preparation of the project documentation especially dangerous, technically difficult and unique objects except for especially dangerous and technically the difficult objects which are subjects to use of atomic energy concerning personnel structure are:

a) availability at the member of self-regulatory organization:

at least 2 workers in the place of the main work holding positions of the heads having length of service on engineering positions in the organizations performing preparation of the project documentation, at least 5 years and being specialists in the organization of architectural and construction designing, data on whom are included in the national register of specialists in the field of engineering researches and architectural and construction designing, and also at least 3 specialists of the technical services working according to the employment contract, including in combination, data on which can be not included in the specified register, having the corresponding higher professional (technical) education, including in the specialty or to the direction of preparation in the field of construction, length of service on engineering positions in the organizations performing preparation of the project documentation, at least 3 years passing confirmation at least once in 5 years according to the Federal Law "About Independent Assessment of Qualification" of independent assessment of qualification on compliance to provisions of the professional standard establishing characteristics of qualification, to the necessary worker for implementation of the corresponding type of professional activity, - if the cost of works which the member of self-regulatory organization plans to carry out under one agreement on preparation of the project documentation corresponds to the first level of responsibility of the member of self-regulatory organization, stipulated in Item 1 part 10 of article 55.16 of the Town-planning code of the Russian Federation;

at least 2 workers in the place of the main work holding positions of the heads having length of service on engineering positions in the organizations performing preparation of the project documentation, at least 5 years and being specialists in the organization of architectural and construction designing, data on whom are included in the national register of specialists in the field of engineering researches and architectural and construction designing, and also at least 4 specialists of the technical services working according to the employment contract, including in combination, data on which can be not included in the specified register, having the corresponding higher professional (technical) education, including in the specialty or to the direction of preparation in the field of construction, length of service on engineering positions in the organizations performing preparation of the project documentation, at least 3 years passing confirmation at least once in 5 years according to the Federal Law "About Independent Assessment of Qualification" of independent assessment of qualification on compliance to provisions of the professional standard establishing characteristics of qualification, to the necessary worker for implementation of the corresponding type of professional activity, - if the cost of works which the member of self-regulatory organization plans to carry out under one agreement on preparation of the project documentation corresponds to the second level of responsibility of the member of self-regulatory organization, stipulated in Item 2 parts 10 of article 55.16 of the Town-planning code of the Russian Federation;

at least 2 workers in the place of the main work holding positions of the heads having length of service on engineering positions in the organizations performing preparation of the project documentation, at least 5 years and being specialists in the organization of architectural and construction designing, data on whom are included in the national register of specialists in the field of engineering researches and architectural and construction designing, and also at least 5 specialists of the technical services working according to the employment contract, including in combination, data on which can be not included in the specified register, having the corresponding higher professional (technical) education, including in the specialty or to the direction of preparation in the field of construction, length of service on engineering positions in the organizations performing preparation of the project documentation, at least 3 years passing confirmation at least once in 5 years according to the Federal Law "About Independent Assessment of Qualification" of independent assessment of qualification on compliance to provisions of the professional standard establishing characteristics of qualification, to the necessary worker for implementation of the corresponding type of professional activity, - if the cost of works which the member of self-regulatory organization plans to carry out under one agreement on preparation of the project documentation corresponds to the third level of responsibility of the member of self-regulatory organization, stipulated in Item 3 parts 10 of article 55.16 of the Town-planning code of the Russian Federation;

at least 2 workers in the place of the main work holding positions of the heads having length of service on engineering positions in the organizations performing preparation of the project documentation, at least 5 years and being specialists in the organization of architectural and construction designing, data on whom are included in the national register of specialists in the field of engineering researches and architectural and construction designing, and also at least 7 specialists of the technical services working according to the employment contract, including in combination, data on which can be not included in the specified register, having the corresponding higher professional (technical) education, including in the specialty or to the direction of preparation in the field of construction, length of service on engineering positions in the organizations performing preparation of the project documentation, at least 3 years passing confirmation at least once in 5 years according to the Federal Law "About Independent Assessment of Qualification" of independent assessment of qualification on compliance to provisions of the professional standard establishing characteristics of qualification, to the necessary worker for implementation of the corresponding type of professional activity, - if the cost of works which the member of self-regulatory organization plans to carry out under one agreement on preparation of the project documentation corresponds to the fourth level of responsibility of the member of self-regulatory organization, stipulated in Item 4 parts 10 of article 55.16 of the Town-planning code of the Russian Federation;

b) availability at workers of the member of self-regulatory organization, certification subjects according to the procedure, established by the Government of the Russian Federation in accordance with the legislation of the Russian Federation about industrial safety of hazardous production facilities and the legislation of the Russian Federation on safety of hydraulic engineering constructions, confirmations of passing of the specified certification.

7. The minimum requirement to the member of self-regulatory organization performing preparation of the project documentation especially dangerous, technically difficult and unique objects except for especially dangerous and technically the difficult objects which are subjects to use of atomic energy concerning property is availability of the means of ensuring of industrial safety, and also control facilities and measurements belonging to it on the property right or other legal cause of buildings, and (or) constructions, and (or) rooms, electronic and computing means, licensed software and in case of need. The structure and quantity of the specified property are determined by self-regulatory organization.

8. The minimum requirement to the member of self-regulatory organization performing preparation of the project documentation especially dangerous, technically difficult and unique objects except for especially dangerous and technically the difficult objects which are subjects to use of atomic energy concerning quality control of the performed works is availability at it of the documents establishing procedure for the organization and monitoring procedure of quality of the performed works, and also workers to whom the obligation on implementation of such control is in accordance with the established procedure assigned.

V. The minimum requirements to the members of self-regulatory organization performing construction, reconstruction, capital repairs, demolition especially dangerous, technically difficult and unique objects, except for especially dangerous and technically the difficult objects which are subjects to use of atomic energy

9. The minimum requirements to the member of self-regulatory organization performing construction, reconstruction, capital repairs, demolition especially dangerous, technically difficult and unique objects except for especially dangerous and technically the difficult objects which are subjects to use of atomic energy concerning personnel structure are:

a) availability at the member of self-regulatory organization:

at least 2 workers in the place of the main work holding positions of the heads having length of service on engineering positions in the organizations performing construction, reconstruction, capital repairs, demolition of capital construction projects, at least 5 years and being specialists in the organization of construction, data on whom are included in the national register of specialists in the field of construction, and also at least 3 specialists of the technical services working according to the employment contract, including in combination, data on which can be not included in the specified register, having the corresponding higher professional (technical) education, including in the specialty or to the direction of preparation in the field of construction, length of service on engineering positions in the organizations performing construction, reconstruction, capital repairs, demolition of capital construction projects, at least 3 years passing confirmation at least once in 5 years according to the Federal Law "About Independent Assessment of Qualification" of independent assessment of qualification on compliance to provisions of the professional standard establishing characteristics of qualification, to the necessary worker for implementation of the corresponding type of professional activity, - if the cost of works which the member of self-regulatory organization plans to carry out under one agreement on construction, reconstruction, capital repairs, demolition of capital construction projects corresponds to the first level of responsibility of the member of self-regulatory organization, stipulated in Item 1 part 12 of article 55.16 of the Town-planning code of the Russian Federation;

at least 2 workers in the place of the main work holding positions of the heads having length of service on engineering positions in the organizations performing construction, reconstruction, capital repairs, demolition of capital construction projects, at least 5 years and being specialists in the organization of construction, data on whom are included in the national register of specialists in the field of construction, and also at least 4 specialists of the technical services working according to the employment contract, including in combination, data on which can be not included in the specified register, having the corresponding higher professional (technical) education, including in the specialty or to the direction of preparation in the field of construction, length of service on engineering positions in the organizations performing construction, reconstruction, capital repairs, demolition of capital construction projects, at least 3 years passing confirmation at least once in 5 years according to the Federal Law "About Independent Assessment of Qualification" of independent assessment of qualification on compliance to provisions of the professional standard establishing characteristics of qualification, to the necessary worker for implementation of the corresponding type of professional activity, - if the cost of works which the member of self-regulatory organization plans to carry out under one agreement on construction, reconstruction, capital repairs, demolition of capital construction projects corresponds to the second level of responsibility of the member of self-regulatory organization, stipulated in Item 2 parts 12 of article 55.16 of the Town-planning code of the Russian Federation;

at least 2 workers in the place of the main work holding positions of the heads having length of service on engineering positions in the organizations performing construction, reconstruction, capital repairs, demolition of capital construction projects, at least 5 years and being specialists in the organization of construction, data on whom are included in the national register of specialists in the field of construction, and also at least 5 specialists of the technical services working according to the employment contract, including in combination, data on which can be not included in the specified register, having the corresponding higher professional (technical) education, including in the specialty or to the direction of preparation in the field of construction, length of service on engineering positions in the organizations performing construction, reconstruction, capital repairs, demolition of capital construction projects, at least 3 years passing confirmation at least once in 5 years according to the Federal Law "About Independent Assessment of Qualification" of independent assessment of qualification on compliance to provisions of the professional standard establishing characteristics of qualification, to the necessary worker for implementation of the corresponding type of professional activity, - if the cost of works which the member of self-regulatory organization plans to carry out under one agreement on construction, reconstruction, capital repairs, demolition of capital construction projects corresponds to the third level of responsibility of the member of self-regulatory organization, stipulated in Item 3 parts 12 of article 55.16 of the Town-planning code of the Russian Federation;

at least 3 workers in the place of the main work holding positions of the heads having length of service on engineering positions in the organizations performing construction, reconstruction, capital repairs, demolition of capital construction projects, at least 5 years and being specialists in the organization of construction, data on whom are included in the national register of specialists in the field of construction, and also at least 6 specialists of the technical services working according to the employment contract, including in combination, data on which can be not included in the specified register, having the corresponding higher professional (technical) education, including in the specialty or to the direction of preparation in the field of construction, length of service on engineering positions in the organizations performing construction, reconstruction, capital repairs, demolition of capital construction projects, at least 3 years passing confirmation at least once in 5 years according to the Federal Law "About Independent Assessment of Qualification" of independent assessment of qualification on compliance to provisions of the professional standard establishing characteristics of qualification, to the necessary worker for implementation of the corresponding type of professional activity, - if the cost of works which the member of self-regulatory organization plans to carry out under one agreement on construction, reconstruction, capital repairs, demolition of capital construction projects corresponds to the fourth level of responsibility of the member of self-regulatory organization, stipulated in Item 4 parts 12 of article 55.16 of the Town-planning code of the Russian Federation;

at least 3 workers in the place of the main work holding positions of the heads having length of service on engineering positions in the organizations performing construction, reconstruction, capital repairs, demolition of capital construction projects, at least 5 years and being specialists in the organization of construction, data on whom are included in the national register of specialists in the field of construction, and also at least 7 specialists of the technical services working according to the employment contract, including in combination, data on which can be not included in the specified register, having the corresponding higher professional (technical) education, including in the specialty or to the direction of preparation in the field of construction, length of service on engineering positions in the organizations performing construction, reconstruction, capital repairs, demolition of capital construction projects, at least 3 years passing confirmation at least once in 5 years according to the Federal Law "About Independent Assessment of Qualification" of independent assessment of qualification on compliance to provisions of the professional standard establishing characteristics of qualification, to the necessary worker for implementation of the corresponding type of professional activity, - if the cost of works which the member of self-regulatory organization plans to carry out under one agreement on construction, reconstruction, capital repairs, demolition of capital construction projects corresponds to the fifth level of responsibility of the member of self-regulatory organization, stipulated in Item 5 parts 12 of article 55.16 of the Town-planning code of the Russian Federation;

at least 1 worker in the place of the main work holding position of the head having length of service on engineering positions in the organizations performing construction, reconstruction, capital repairs, demolition of capital construction projects, at least 5 years and being the specialist in the organization constructions, data on which are included in the national register of specialists in the field of construction, and also at least 2 specialists of the technical services working according to the employment contract, including in combination, data on which can be not included in the specified register, having the corresponding higher professional (technical) education, including in the specialty or to the direction of preparation in the field of construction, length of service on engineering positions in the organizations performing construction, reconstruction, capital repairs, demolition of capital construction projects, at least 3 years passing confirmation at least once in 5 years according to the Federal Law "About Independent Assessment of Qualification" of independent assessment of qualification on compliance to provisions of the professional standard establishing characteristics of qualification, to the necessary worker for implementation of the corresponding type of professional activity, - if the member of self-regulatory organization plans to perform only the asset demolition of capital construction which is not connected with construction, reconstruction of capital construction project that corresponds to simple level of responsibility of the member of self-regulatory organization, stipulated in Item 6 parts 12 of article 55.16 of the Town-planning code of the Russian Federation;

b) availability at workers of the member of self-regulatory organization, certification subjects according to the procedure, established by the Government of the Russian Federation in accordance with the legislation of the Russian Federation about industrial safety of hazardous production facilities and the legislation of the Russian Federation on safety of hydraulic engineering constructions, confirmations of passing of the specified certification.

The minimum requirement to the member of self-regulatory organization performing construction, reconstruction, capital repairs, demolition especially dangerous, technically difficult and unique objects except for especially dangerous and technically the difficult objects which are subjects to use of atomic energy concerning property is availability of the means of ensuring of industrial safety belonging to it on the property right or other legal cause of buildings, and (or) constructions, and (or) rooms, construction machines and mechanisms, vehicles, means of technological equipment, portable power stations, control facilities and measurements and in case of need. The minimum requirement to the member of self-regulatory organization performing construction, reconstruction, capital repairs, demolition especially dangerous, technically difficult and unique objects except for especially dangerous and technically the difficult objects which are subjects to use of atomic energy concerning quality control of the performed works is availability at it of the documents establishing procedure for the organization and monitoring procedure of quality of the performed works, and also workers to whom the obligation on implementation of such control is in accordance with the established procedure assigned.
