1. These rules establish procedure for alienation of federal property for the purpose of creation of conditions for investment attraction, stimulation of development of the stock market, upgrade and technology development of economy, and also preparation and decision making of the Government of the Russian Federation about alienation of federal property.
2. Preparation of decisions of the Government of the Russian Federation on alienation of federal property is performed based on orders or instructions of the President of the Russian Federation, orders of the Russian Prime Minister, and also according to the procedure, specified in the Sections III-IV of these rules, based on orders of the Deputy Prime Minister of Russia coordinating work of federal executive bodies concerning management of state-owned property.
