For the purpose of ensuring availability of payment by the population of housing and communal services:

1. Establish for the population for 2024:

maximum permissible rates (prices) of housing and communal services, service in management of common property of joint household and the amount of expense recovery of the organizations performing operation of housing stock and (or) providing housing and communal services for the electric power consumed on lighting of auxiliary rooms and operation of the equipment in apartment houses (appendix 1);

maximum permissible rates (prices) of the housing and communal services providing full recovery of economically reasonable costs for their rendering (appendix 2).

2. Add the Presidential decree of the Republic of Belarus of December 31, 2015 with No. 535 "About provision of housing and communal services" Item 4-1 of the following content:

"4-1. Grant the right to local executive and administrative organs according to the procedure, established by the Ministry of Housing and Public Utilities in coordination with the Ministry of Finance, allocate funds of local budgets for expense recovery of the organizations performing operation of housing stock and (or) providing housing and communal services for the electric power consumed on lighting of auxiliary rooms and operation of the equipment, including elevators in apartment apartment houses which cannot be added to payers of housing and communal services in connection with use of the maximum permissible amount of compensation of such expenses (in case of their establishment according to the legislation).

Compensation of the specified expenses is performed in full, but not above the extreme size of costs determined according to the procedure, established by the Ministry of Housing and Public Utilities in coordination with the Ministry of Finance.".
