Based on the paragraph of the fifth of part two of article 9 of the Law of the Republic of Belarus of June 23, 2008 No. 356-Z "About labor protection", subitem 7.1.5 of Item 7 of the Regulations on the Ministry of Labour and Social Protection of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of October 31, 2001 No. 1589, and subitem 5.9 of Item 5 of the Regulations on the Ministry of Transport and Communications of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of July 31, 2006 No. 985, the Ministry of Labour and Social Protection of the Republic of Belarus and the Ministry of Transport and Communications of the Republic of Belarus is DECIDED:
1. Approve Rules on labor protection in case of operation of road and urban electric transport (are applied).

1. These rules establish requirements for labor protection in case of operation of road and urban electric transport.
These rules do not establish the requirement for labor protection in case of operation of communications of road and urban electric transport (to the roads, terminals and other constructions used in case of accomplishment of motor transportations, and also lines of urban electric transportation, including railway lines, contact networks, other constructions and devices having land (elevated) arrangement and used in case of accomplishment of transportations of passengers by urban electric transportation).
2. For the purposes of these rules terms and their determinations in the values established by the Law of the Republic of Belarus of June 23, 2008 No. 356-Z "About labor protection", the Law of the Republic of Belarus of August 14, 2007 No. 278-Z "About road transport and motor transportations", the Traffic regulations approved by the Presidential decree of the Republic of Belarus of November 28, 2005 No. 551, and also the following terms and their determinations are used:
urban electric transportation (further - the urban electric transport) - trams, trolleybuses, including trolleybuses with the autonomous course (further if other is not determined, - trolleybuses);
the danger area - space in which on working, operating road transport and the urban electric transport (further - working), the dangers proceeding from vehicles influence;
leakage current - the electric current proceeding to the earth or on the open, third-party carrying-out parts and protective conductors under normal conditions;
the trolleybus with the autonomous course - the trolleybus having installation of certain type of stores of energy (accumulators or supercondensers) by means of which it can pass certain distance without connection to contact network;
operation of vehicles - the activities performed during the work on vehicles, performance of works on maintenance and repair (further if other is not established, - TOIR), to cleaning, sink and storage (parking) of vehicles.
3. The requirements for labor protection containing in these rules are aimed at providing the healthy and safe working conditions working and extend to employers irrespective of their forms of business and patterns of ownership performing activities for production organization and the work connected with operation of vehicles (further - employers).
