About approval of Cross-industry rules on labor protection in case of operation of road and urban electric transport

1. Approve the enclosed Cross-industry rules on labor protection in case of operation of road and urban electric transport.
2. Declare invalid the resolution of the Ministry of Transport and Communications of the Republic of Belarus and the Ministry of Labour and Social Protection of the Republic of Belarus of March 1, 2002 No. 5/20 "About approval of Industrial safety rules on road transport" (The national register of legal acts of the Republic of Belarus, 2002, No. 99, 8/8472).
3. This resolution becomes effective after its official publication.

1. These Cross-industry rules (further - Rules) establish requirements for labor protection in case of operation of road and urban electric transport.
2. For the purposes of these rules terms and their determinations in the values established by the Law of the Republic of Belarus of June 23, 2008 "About labor protection" are used (The national register of legal acts of the Republic of Belarus, 2008, No. 158, 2/1453; National legal Internet portal of the Republic of Belarus, 24.07. 2013, 2/2059), and also following terms and their determinations:
road transport - cars, trail cars and semitrailer trucks to cars;
urban electric transportation - trams, trolleybuses;
vehicles - cars, trail cars and semitrailer trucks to cars, trams, trolleybuses;
operation of vehicles - the activities performed during the work on vehicles, performance of works on maintenance, repair, cleaning, sink and storage (parking) of vehicles.
3. The requirements for labor protection containing in these rules are aimed at providing the healthy and safe working conditions working, are obligatory for execution by all employers when implementing by them of activities for production organization and work in case of operation of vehicles.
4. Operation of vehicles shall be performed with observance of requirements of the these rules, Cross-industry general rules for labor protection approved by the resolution of the Ministry of Labour and Social Protection of the Republic of Belarus of June 3, 2003 No. 70 (The national register of legal acts of the Republic of Belarus, 2003, No. 87, 8/9818; 2011, No. 125, 8/24335), other regulatory legal acts (further - the NPA), including the technical regulatory legal acts (further - TNPA) containing requirements for labor protection.
5. For safety of work and the prevention of occupational diseases, and also for the purpose of health protection working, occupied at works with harmful and (or) dangerous working conditions or at works where according to the legislation there is need for professional selection, undergo preliminary (in case of revenues to work) and periodic (during labor activity) obligatory medical examinations, and also extraordinary medical examinations in case of deterioration in the state of health.
Drivers in cases and procedure, stipulated by the legislation, undergo obligatory medical examination, obligatory medical re-examination, pretrip and other physical examinations.
6. Investigation of labor accidents, occupational diseases is performed according to the procedure, established by the legislation, including according to requirements:
Rules of investigation and accounting of the labor accidents and occupational diseases approved by the resolution of Council of Ministers of the Republic of Belarus of January 15, 2004 No. 30 "About investigation and accounting of labor accidents and occupational diseases" (The national register of legal acts of the Republic of Belarus, 2004, No. 8, 5/13691);
resolutions of the Ministry of Labour and Social Protection of the Republic of Belarus and the Ministry of Health of the Republic of Belarus of January 27, 2004 No. 5/3 "About establishment of the document forms necessary for investigation and accounting of labor accidents and occupational diseases" (The national register of legal acts of the Republic of Belarus, 2004, No. 24, 8/10530).
Technical investigation of the reasons of the accidents and incidents which occurred in transit dangerous goods is performed according to the procedure, the established legislation, including the Instruction on procedure for technical investigation of the reasons of the accidents and incidents which occurred in transit dangerous goods, the Republic of Belarus approved by the resolution of the Ministry of Emergency Situations of December 16, 2013 No. 67 (The national legal Internet portal of the Republic of Belarus, 22.03. 2014, 8/28454).
